Salah satu yang menjadi solusi prioritas untuk pengembangan kelistrikan adalah dengan membangun pembangkit listrik di dekat area tambang batubara, yang sering disebut sebagai PLtu Mulut tambang. Manfaat yang dapat diraih adalah dapat menekan biaya pasokan batubara dan meningkatkan penghematan biaya produksi listrik secara signiikan yang kemudian dapat menekan biaya subsidi listrik pemerintah kepada masyarakat.
Salah satu PLtu Mulut tambang yang menjadi prioritas untuk segera direalisasikan adalah PLtu Mulut tambang Sumsel 9 &10 yang berlokasi di provinsi Sumatera Selatan, yang ditetapkan Pemerintah untuk dikembangkan dengan skema Kerjasama Pemerintah Swasta (KPS) seperti halnya PLtu Batang, Jawa tengah. Lokasi Sumatera Selatan merupakan lokasi yang tepat dengan sumber daya batu bara yang dimiliki sementara lahan

referring to the Power Purchase Agreement (PPA) as a PPP agreement handled by Pt PLn (Persero) and Pt Bhimasena Power indonesia (BPi), as well as indonesian government stipulations, iigf signed a guarantee Agreement with BPi and a recourse Agreement with Pt PLn (Persero) as the body responsible for the joint project on 6 October 2011.
in accordance with the process, the next stage is reaching financial Close (fC) with BPi, with a deadline 12 months after the signing of the agreement, or on 6 October 2012. Although the project was intended to start in early 2014, the development is still hampered by issues related to land acquisition.
iigf proactively formed a Joint Monitoring Committee (JMC) with representatives from the finance Ministry, BPi and Pt PLn (Persero), as a media for monitoring the project’s completion. BPi obtained a 12 month extension of its deadline to reach fC, until 6 October 2013, as outlined in an amendment to the PPA on 6 October 2012, and a third deadline extension with another amendment on 31 October 2014. All respective parties including the government are striving to ensure that the fC stage of the Central Java power plant project is reached before 6 October 2015. Currently, in terms of land acquisition, of the 226 hectares needed, 206 ha have been acquired. to speed up the land- acquisition process, the remaining 20 ha will be acquired using Law no. 2 year 2012 on Acquisition of Land for development in the Public interest.
SUMSEl 9 & 10 MINEMOUth POwER PlANt
PROJECt
One priority solution for electrical supply development is to build power generators in areas near coal mines, known as Mine Mouth power plants. this has the beneit of reducing the cost of coal supply and signiicantly economizing on the cost of electricity production, thus allowing the government to reduce its expenditure on power subsidies for the public.
One such Mine Mouth power plant that has been prioritized for realization in the near future is the Sumsel 9 & 10 Minemouth Power Plant, the development of which is intended by the government to be carried out under a PPP scheme, as for the Central Java power plant project. South Sumatra is rich in coal, while land acquisition for the development of large-scale power plants poses an increasingly diicult challenge.
Proyek PLtu Mulut tambang Sumsel 9 & 10 merupakan pembangunan fasilitas pembangkit listrik tenaga uap (PLtu) Sumsel 9 berkapasitas 2 x 600 MW dan Sumsel 10 berkapasitas 1 x 600 MW berlokasi di area tambang batubara, sehingga dapat menekan biaya pasokan batubara sebagai sumber energi masing-masing PLtu tersebut. Keberadaan PLtu ini juga akan meningkatkan penyerapan cadangan batu bara kalori rendah di Sumatera Selatan yang diperkirakan mencapai sebesar 9.3 miliar ton (55% cadangan).
dengan nilai proyek diestimasikan uSd4 miliar, produksi listrik akan dialokasikan untuk Jawa-Bali melalui jaringan interkoneksi transmisi Sumatera-Jawa 500 kv dengan sistem High Voltage Direct Current (hVdC) yang akan dibangun PLn secara paralel.
Mengingat nilai proyek yang besar dan untuk meningkatkan daya tarik proyek terhadap investor, Pt Pii memberikan dukungan penjaminan atas proyek PLtu Mulut tambang Sumsel 9 & 10 tersebut bersama Pemerintah dalam hal ini melalui Kementerian Keuangan ri.
Sampai dengan tahun 2014, Pt Pii telah melaksanakan berbagai upaya dan kegiatan terkait dengan proses penjaminan proyek PLtu Mulut tambang Sumsel 9 & 10 antara lain utamanya 1. Mempersiapkan dokumentasi dan penguatan kapasitas
terkait proyek melalui beberapa workshop dengan tim Kementerian Keuangan mencakup struktur penjaminan,
timeline dan draft guarantee term sheet.

the Sumsel 9 & 10 Minemouth power plant project involves the development of a steam-powered power plant. Sumsel 9 has a capacity of 2 x 600 MW while Sumsel 10’s capacity is 1 x 600 MW, located near a coal mine so as to reduce the costs associated with the supply of coal, the resource to be used in the power plant. the existence of this plant will also increase the absorption of South Sumatra’s reserves of low-calorie coal, which are predicted to reach as much as 9.3 billion tons (55% reserves).
the project has an estimated worth of uS$4 billion, and its electrical output will serve Java and Bali through the 500 kv Sumatra-Java interconnected transmission network with a high- voltage direct current (hVdC) systems to be built in parallel by PLn.
given the high cost of the project, and to increase its attractiveness to investors, iigf is providing guarantee for the Mine Mouth Sumsel 9 & 10 power plant project alongside the government through the finance Ministry of ri.
As of 2014, iigf had implemented several eforts and actions relating to guarantee process for the South Sumatra Mine Mouth 9 & 10 project, among others:
1. Preparing documentation and strengthening capacities related to the project through a number of workshops held jointly with a team from the finance Ministry, including on guarantee structure, timelines and draft guarantee term sheets.
4. Mendapatkan surat persetujuan penjaminan atas proyek PLtu Mulut tambang Sumsel 9 & 10 dari Menteri Keuangan pada tanggal 17 Oktober 2014.
5. Melakukan koordinasi dengan Kementerian Keuangan dan PLn untuk menindaklanjuti isu-isu yang menjadi perlu menjadi perhatian sebelum Pt Pii menerbitkan Pernyataan Kesediaan penjaminan.
6. Menerbitkan Pernyataan Kesediaan kepada PLn pada 18 desember 2014.
7. Bersama PLn, melakukan upaya pertemuan koordinasi bersama dengan Pemerintah daerah terkait yaitu Pemerintah Provinsi Sumatera Selatan dan Pemerintah Kabupaten yang berada pada rencana lokasi proyek PLtu Mulut tambang terkait pembentukan forum Koordinasi Proyek yang mencakup aspek perizinan dan pembebasan lahan.
