6.2. Rekomendasi

6.2. Rekomendasi

Untuk meningkatkan daya saing Indonesia, pemerintah bersama-sama masyarakat perlu melakukan kolaborasi yang kokoh. Upaya yang paling mendesak dilakukan dalam rangka AEC adalah:

1. Menjadikan Indonesia sebagai basis produksi, terutama untuk produk-produk dimana Indonesia memiliki keunggulan komparatif. Untuk mencapai itu yang sangat diperlukan adalah dukungan investasi. Investasi yang paling mendesak dilakukan dan ditingkatkan adalah untuk penyediaan infrastruktur.

2. Pemerintah juga perlu mendorong peningkatan investasi yang sekaligus mampu mendorong berlangsungnya proses hilirisasi di sektor industri nasional, yang nota

bene juga sangat membutuhkan dukungan infrastruktur. Program hilirisasi

menjadi penting dalam upaya menciptakan diversifikasi produk, baik untuk kebutuhan domestik maupun kebutuhan ekspor, serta diversifikasi pasar tujuan ekspor.

3. Pemerintah perlu memberikan insentif (baik fiskal maupun non-fiskal) bagi perusahaan/industri yang berhasil melakukan diversifikasi produk dan pasar ekspor ini. Dengan demikian, pemerintah juga bisa memiliki kontrol/monitoring terhadap upaya pengembangan produk dan pasar ekspor.

4. Perbaikan daya saing Indonesia melalui peningkatan efisiensi pasar tenaga kerja, khususnya dalam penentuan upah minimum. Hubungan antara pekerja dan pemberi kerja yang masih lemah seperti adanya outsourcing perlu ditinjau kembali agar terjadi kepastian dan ketenangan pekerja yang pada akhirnya akan meningkatkan produktivitas. Kesiapan teknologi dan perbaikan kesehatan pekerja juga menjadi faktor penting.

5. Pemerintah harus meningkatkan daya saing tenaga kerja Indonesia agar mampu bersaing dengan tenaga-tenaga kerja dari berbagai negara lain di kawasan ASEAN. Salah satu kebijakan yang ditempuh Pemerintah untuk meningkatkan kompetensi dan daya saing tenaga kerja Indonesia adalah melalui Pelatihan Kerja Berbasis Kompetensi yang pada gilirannya agar bisa diperoleh sertifikasi dan pengakuan global atas kualifikasi SDM Indonesia. Selain pelatihan kerja berbasis kompetensi, kegiatan lain yang juga penting dilakukan untuk peningkatan kompetensi dan daya saing adalah kegiatan magang dan kewirausahaan khususnya bagi tenaga kerja Indonesia yang masih muda dan baru.

 Pertumbuhan ekonomi Indonesia pada akhir tahun 2014 paling realistis diperkirakan berada pada kisaran 5,2-5,5 persen. Hal ini sejalan dengan hasil konfirmasi BPS bahwa pertumbuhan ekonomi yang paling mungkin tercapai sepanjang tahun 2014 adalah pada kisaran 5,2-5,3 persen. Di sisi lain, berdasarkan kajian Menko Perekonomian, Indonesia harus tumbuh minimal 7 persen untuk mengimbangi pertumbuhan tenaga kerja. Akan tetapi perlu diingat bahwa pertumbuhan ekonomi yang tinggi akan berdampak pada inflasi.

 Kenaikan upah minimum tidak diimbangi dengan kenaikan produktivitas. Produktivitas tenaga kerja di Indonesia adalah US$ 9.500 per pekerja/tahun, jauh dibawah 3 (tiga) negara ASEAN (Singapura, Malaysia, dan Thailand). Hal ini menjadi salah satu gejala middle income trap. Untuk itu perlu adanya peningkatan daya saing tenaga kerja dalam menghadapi AEC 2015.

 Sistem upah sangat berpengaruh terhadap pertumbuhan ekonomi. Tahun ini kenaikan upah mencapai 10 persen, bahkan kenaikan upah minimum di Jakarta mencapai 20 persen.

 Persoalan mendasar ketenagakerjaan Indonesia adalah pendidikan, kesempatan kerja, upah dan kompensasi. Sedangkan persoalan mendasar produktivitas adalah kemampuan, konsentrasi tenaga kerja, kualitas kesejahteraan dan efisiensi etos kerja. Menko Perekonomian menargetkan peningkatan produktivitas sebesar 4,6 persen dengan empat program utama, yakni dengan program pelatihan, kenaikan upah, investasi dan harmonisasi penyelenggara pendidikan dan dunia usaha.

 Sesuai dengan usulan BKPM, akan diberlakukan dua sistem upah, yakni fix wages dan variable wages. Fix wages diberlakukan untuk pekerja dengan masa kerja kurang dari satu tahun. Sedangkan variable wages diberlakukan untuk pekerja dengan masa kerja lebih dari dua tahun. Tujuan diberlakukannya sistem ini adalah untuk meningkatkan produktivitas pekerja. Kajian tentang ini masih terus diperdalam.

 Saat ini Indonesia berada pada tahap dorongan efisiensi dengan mengandalkan investasi dan industri. Efisiensi pasar dan tenaga kerja terampil diperlukan untuk mewujudkan industrialisasi dan penguasaan teknologi. Isu hangat yang perlu pembahasan lebih lanjut terkait dengan ketenagakerjaan adalah tenaga kerja

outsourcing, program sertifikasi, jaminan sosial tenaga kerja dan balai latihan kerja

(BLK).

 Program Menko Perekonomian dalam meningkatkan daya saing ketenagakerjaan dalam rangka AEC 2015, antara lain: (1) Peningkatan daya saing tenaga kerja melalui penguatan dan sinergi BLK, UPT, dan Diklat Swasta; (2) Pengembangan industri kreatif dan strategis; (3) Pengembangan industri manufaktur berbasis logam; (4) Pengembangan inkubator wirausaha; dan (5) Penguatan Kawasan Pengembangan Ekonomi Terpadu.

 AEC merupakan bentuk intergrasi ekonomi negara-negara ASEAN dengan 4 pilar utama sebagai kerangkanya, yakni : (1) Single market and production base; (2)

Competitive economic region; (3) Equitable economic development; dan (4) Integration to global economy.

 Perkembangan penerapan AEC di Indonesia pada fase pertama telah mencapai 89,5 persen, fase kedua mencapai 76,4 persen, dan fase ketiga mencapai 55,1 persen. Sementara itu, berdasarkan empat pilar utamanya, penerapan AEC di kawasan ASEAN padafase I, II dan III telah mencapai 72,7 persen.

 Kerjasama sektor keuangan dalam rangka AEC terkait dengan fungsi stabilisasi dan fasilitasi pada instrumen fiskal dan moneter. Lebih lanjut, pasar keuangan Indonesia relatif lebih terbuka dibandingkan dengan negara-negara ASEAN lainnya. Hal ini terbukti dengan mudahnya bank asing masuk ke Indonesia.

 Berdasarkan data indeks aliran modal negara-negara ASEAN, Indonesia dapat dikatakan cukup liberal. Data menunjukan indeks aliran modal Indonesia mencapai 83 persen, berada di posisi kedua setelah Singapura.

 Kerjasama sektor keuangan ASEAN yang sudah berjalan antara lain Infrastructure

Cooperation, Custom Cooperation, Taxation Cooperation, dan ASEAN Intgration Monitoring Office.

 Dalam rangka mendukung AEC yang terintegrasi ke dalam ekonomi global, para Menteri Keuangan ASEAN telah melakukan kerja sama keuangan dengan negara di luar ASEAN, seperti China, Jepang, dan Korea Selatan, dalam kerangka ASEAN+3, yakni: Chiang Mai Initiative Multilateralization (CMIM), AMRO, dan ABMI.

 Kinerja ekonomi ASEAN menunjukkan hasil yang positif. Pertumbuhan ekonomi kawasan meningkat dari 4.8 persen tahun 2011 menjadi 5.7 persen di tahun 2012. Kontribusi Indonesia dalam perdagangan di ASEAN juga cukup signifikan, yang mana ASEAN merupakan tujuan utama ekspor Indonesia dan impor Indonesia dari ASEAN berada pada kisaran 28 persen.

 Infrastruktur menjadi faktor penting dalam menghadapi AEC karena terkait dengan logistik dan perdagangan di kawasan ASEAN. Logistik yang baik akan mendorong daya saing produk perdagangan dari Indonesia. Pemerintah terus berupaya untuk menyusun mekanisme implementasi kemitraan pemerintah dan swasta

(public-private partnership, PPP), mendorong penerapan Indonesia National Single Window
