24.18 Openings to Chutes for Hot Products of Combustion. An opening to any chute or duct intended for conveying the hot products

of combustion

shall

not be located in any

part of

a required

exit

or

any corridor, hallway, lobby, or the like leading to

a

required exit.

24.19 Enclosure of Space Under Stairs. (1) Fire-isolated Stairways.

The space below a flight of stairs of

a

required fire-isolated stairway, if such space is within the fire-isolated shaft, shall not be enclosed to

form

a cupboard or similar enclosed space.

(2) Non-fire-Isolated Stairways. The space below

a

flight of stairs of a non-fire-isolated stairway (including an external stairway) serving

as a

required exit shall

not

be enclosed to form

a

cupboard or other enclosed space

unless-

(a) the enclosing walls and ceilings have a fire-resistance rating

of

not less than

one

hour; and

(b) any access doorway to the enclosed space is fitted with a self-closing fire door having a fire-resistance rating of

not

less than one hour.

24.20 Doorways and Doors. (1) Application of By-law. This By-law shall apply to daanvays and doors-

(a) serving as required exits; or (b) forming part of

a

required exit.

(2) Revolving Doors and Roller Shutters. A revolving door or roller shutter shall not be fitted to a doorway referred to in subclause (1)

except that a roller shutter may be fitted to such a doorway in a building or portion of a building of Class VIZ, provided that-

fa) the doorway provides access to a sole-occupancy unit within the building or portion of the building, -

(b) the sole-occupancy unit is used for storage only,

(c)

the doorway is the only exit from the sole-occupancy unit, and

(d) the area of the sole-occupancy unit does not exceed 50 square metres.

(3) Sliding and Swinging Doors, A sliding door shall not be fitted to a doorway referred to in subclause (1) other than one leading to a road or open space and any such door,

or

any swinging

door,

if power operated, shall be so constructed that

in

the

event

of malfunction

or

failure of the power

source,

it may be opened manually under a force of not

more

than 1

(4) Swinging Doors: Encroachment. A swinging door fitted to

a doorway

referred to in subclause (1)-

(a) shall not, at any part

of its

swing, encroach by more than 5 10

mm

on the required width of a required stairway or ramp, including the landings thereof; and

(b) shall not, when fully open, encroach by

more

than 100

mm

on the required width

of a

required exit,

the measurement of encroachment in each case shall include door handles or other furniture or attachments to the door.

( 5 ) Direction of Swing. A swinging door fitted to a doorway referred to

in

subclause (1) shall swing in the direction of egress except in the case of-

(a) a

doorway opening to a sanitary compartment; and (b)

(ba) a doorway opening to a road, open space,

or

external balcony in which case the door may swing against the direction of egress if fitted with an approved means of fixing it readily in the fully open position, or if it is a

door

hinged to swing both ways.

(6)

Operation of Latch. A door referred to in subclause 1) shall

i

be readily openable without a key from the side that would ace any person seeking egress from the building at a 1 times when the building is lawfully occupied, by a single handed action

on a

single device which-

(a) is a lever handle or panic bar located between 900

m m

and 1 200 m m from the floor; and

(b) is

not a

knob, padlock or separately operated deadlock.

(7) Special Exemption for

secure

areas. The Local Authority may grant exemptions in respect of a door

to

which the provisions

of

subclause (6) apply if such door and any door, shutter, grille, or the

like installed in a required path of travel leading to such door can be immediately unlocked by-

(a)

the

manual

operation of a control switch which-

A. is located between 900

mm

and 1 200 mrn from the floor;

B. is not contained within a protective enclosure;

C. is

a

lever or toggle type switch; and D. actuates

an

unlocking device; or

(b) manual unlocking by

a

person

or

persons specifically nominated by the owner to perform that function and in such case the owner-

(i) is able to demonstrate to the Local Authority that arrangements have been made by him to ensure that the person

or

persons responsible for performing such hnction will be-

A. properly instructed

as

to the responsibilities and duties involved in the performance

of

such function;

B. subject to provision C hereof, available at all times when the building

is

lawfully occupied; and

C. replaced by competent relief operators whilst absent from duty for any reason whatsoever; and

(ii) lodges with the Local Authority complete details of such arrangements.

If any arrangements referred to herein are varied without the prior written approval of the Local Authority an exemption granted under this subclause grounded on such arrangements shall cease to have any force or effect.

(8) Special Exemption for Certain Class VII Buildings. A roller shutter referred

to

in subclause (2) shall be exempted from the provisions

of

subclause (6) provided such roller shutter

is

readily openable without a key by a clearly marked and readily identifiable device, from the side that would face any person seeking

egress from

the building at all times when the building is lawfully occupied.

24.20.1 Doors. (1 ) Doors in path of travel not to be locked. Any door, shutter, grille or the like that is installed in a required path of travel, shall have its locking arrangement, if any, installed

in

such

a

way

as

to comply with By-Iaw 24.20 (6) as though the door, shutter, grille or the like were a required exit.

(2) Exemptions. A. General, Subclause (1) shall not apply to a door, shutter, grille or the like which-

(a)

serves

a

vault or strongroom;

(b) can be immediately unlocked in a manner prescribed pursuant to By-law 24.20 (7); or

(c) is installed in

a

sole-occupancy unit.
