18. A person shall not under any circumstances introduce oxygen
19. The occupier shall supply and a person employed or engaged in electric welding in a confined space shall use-
( i ) A fully insulated electrode holder;
(ii) Rubber mats or other non-conducting material which will prevent contact between the welder and the metal surface on which he stands or lies while welding is actually in progress.

20. Where a person is carrying on welding or cutting operations in a confined space, the occupier shall-
( i ) Station a person outside the confined space whose duty shall be to keep the welder or cutter under constant observation;
and
(ii) Place the necessary gas cylinders and gas generators and electric welding plant in charge of the person so stationed.

21. When a welder enters a confined space through a manhole or opening, the occupier shall arrange that the manhole or opening is kept clear while the welder is in the confined space and that effective means

are provided for removing him quickly in case of emergency and that lifelines of cotton or nylon not more than +-irich or less than +-inch diameter are attached securely to his body for this purpose.

Where a person welding or cutting in a confined space leaves the r a period of ten minutes or more, he sltali remove all hand pieces, torches or gas lines from the confined space and make sure that there can be no escape of oxygen or acetylene in the confined space.

23. Where welding operations are carried 011 in a confined space, in addition to the requirements of clause 15 ( i ) , the occupier shall provide local exhaust ventilation to maintain normal temperature and humidity conditions, If ]local exhaust ventilation cannot be so provided a respiratory ice of the supplied type as r e c o m ~ e ~ ~ d e d in clause 3-5

The occupier shall-
GENERAL
( i ) At all times maintain in good order and repair and in correct ment all protective devices provided pursuant to this use all eye protective devices and respiraton y protective devices so provided, when not in actual use, to be kept stored in a closed cupboard or other closed container where they will be protected from dust;
(iii) Cause all eye protective devices so provided to be disinfected, and all respiratory protective devides so provided to be cleaned, a.t intervals of not longer than a month, whilst in constant or intermittent use.

a Every eye protective device or respiratory protective device provided pursuant to this Rule for the use of any persen--
( I ) On any occasion, shall be one that either has not been used by another person or has been disinfected or cleaned as the case may be, since last being so used;
( 3 ) Shall be of such Gze and shape and so fitted and adjusted to conform to the facia4 contours of that person, and to his vision-correcting spectacles if he wears them, that it can be worn coxfortably by that person and afford hini the protection for which it was designed.

26. It shall be the duty of any person, provided with a protective device pursuant to this Rule, if he observes any defect in such protective device, to report such defect to the occupier as soon as possible.

27. A person shall not so move, alter or interfere with B protective device provided pursuant to this Rule as to remove or lessen the protec- tion intended to be afforded thereby.

A person shall not use oxygen to dust or dry clothing or work

or as a substitute for compressed air.
29. A person working with or handling oxygen equipment shall at all times keep such equipment free of grease and oil.

Before welding or cutting is performed on containers, drums, barrels, or tanks the occupier shall arrange for tests to be made to establish that there is no danger of fire or explosion.

32. Wherever this rule is applicable the occupier shall provide adequate and convenient equipment for the prevention and extinction sf fire,

33. A true copy of this Rule shall be kept printed, painted, or affixed in legible Roman characters and shall be exhibited by the occupier in a conspicuous position approved by the Inspector and in the vicinity of the place where the welding or cutting operations are carried on.

34. Where a person is employed or engaged in carrying out any cutting or welding operation which in the opinion of the Inspector is in an isolated location such portions of this Rule as are necessary to secure the safety and health of that person shall apply.

35. Wherever welding operations are to be carried on the occupier shall not cause or permit any person to carry out such welding operations unless the body of such person is adequately prevented from making direct contact with any part of the welding circuit or the work, and no person shall carry out welding operations unless his body is adequately protected from direct contact with any part of the welding circuit or the work.

EXEMPTIONS
36. Where the Chief Inspector is satisfied in respect of any factory, shop or place or in respect of any class or description of factory shop or place that by reason of special conditions or special methods of work therein, any requirement of this Rule can be relaxed without danger to the safety or health of the persons employed, or that any of the require- ments of this Rule is for any reason impracticable or inappropriate, he may by certificate in writing exempt that factory or shop or place, or class or description of factory or shop or place, as the case may be, from such requirement.
