R.C. CONSTITUTION SECTION 1

Definition:

This organization shall be known as the Melbourne Teachers' College Student Representative Council.

SECTION 2.

Functions.

(a) To make amend and repeal regulations concerning the extra-curricular activities of the student body.

(b) To make recommendations concerning the general wel- fare of the College.

(c) To consider and take action, when necessary, upon any matter laid before the Council by the Principal.

(d) To appoint standing and special committees to deal with matters allotted to them by the Council.

(e) To centralize and control the finance of extra-curricular student clubs, organizations and activities within the College.

(f) To grant awards for outstanding service in the interests of the College.

SECTION 3.

The Melbourne Teachers' College Student Representative Council shall be composed of:

(a) An executive:

Hon. President Hon. Vice-President Hon. Secretary Hon. Treasurer Hon. Social Secretary Hon. General Secretary Hon. Editor of "Trainee"

and "Griffin"

(b) General members:

(i) A representative elected by the financial members of each College group.

(ii) One nominee of the Principal ex-officio.

(iii) Two members of staff (1 man, 1 woman).

SECTION 4.

Procedure.

(a) All constitutional amendments and all matters in- volving a general levy, other than those stated in Section 4 (d) must be passed by three-fifths of all the students at a meeting of which the whole College body has been notified.

(b) A motion of want of confidence in the Council may be proposed if a petition, signed by one-third of the finan- cial members of the College, seeks a general meeting of the student body. In the event of the motion being car- ried, the whole Council shall resign. New elections shall take place within two weeks of the resignation.

(c) VOTING arising out of situations stated in 4 (a) and 4 (b) shall be by secret ballot following the Assembly at which the motion has been submitted.

(d) The Council shall levy an annual subscription on College students and this subscription shall be paid at the com- mencement of the academic year.

(e) No decision of the Council shall be valid unless ratified by the Principal. The Principal may veto any decision of the Council. No matter thus vetoed may be raised again for one month.

(f) There shall be an annual meeting of the whole College in the last full month of the College year, at which the Council shall present its annual report and audited balance sheet and at which the new office bearers shall be elected.

(g) Standing orders shall be re-examined at the beginning of each year by the Executive. Amendments shall be sub- mitted for approval to the first meeting of the Council.

STANDING ORDERS.

SECTION 1.

MEETINGS.

(a) This Council shall meet regularly throughout the year at least once a month while College is in session.

The President may call special meetings of the Council when necessary, or on receipt of a petition of one-third of the student members of the Council. Such special meetings will deal only with the business for which the meeting has been called. All meetings shall be open to the general body of students who may attend but not have voting powers.

(b) The President may, at any time, call an assembly of the whole student body to discuss matters of importance.

(c) A member absent without leave from the executive meetings of the Council, including the Standing Com- mittees, where applicable, shall thereby render his or her seat vacant. Any vacancy so arising shall be filled by an election by the group concerned within two weeks.

(d) Not less than one-third of the council members shall constitute a quorum.

(e) The business of each meeting shall be reported to the groups by their representatives.

SECTION 2.

ELECTIONS.

(a) During the last full month of the academic year, finan- cial members of the student body shall elect the Pre- sident, Vice-President, Secretary, Treasurer, Social Secretary, General Sports' Secretary, and Editor of

"Griffin" and "Trainee" for the following year.

(b) In the event of the President being a man, the Vice- President shall be a woman; and vice versa.

(c) No student shall be nominated for an executixe position on the Council unless it is considered by the Principal that he or she has a reasonable chance of returning for the ensuing year. In the event of an elected candidate not returning, the position shall be filled by an election of a returned student at an official meeting of students who have returned.

(d) In addition, during the last full month of the academic year, the student body shall elect the following office bearers:

(i) Two sub-editors for "Trainee" and "Griffin".

(ii) General Sports Secretary (Women).

(e) ELECTIONS laid down in Section 2a, 2c and 2d shall be secret ballot.

(f) One staff representative shall be elected at the beginning of each year for a term of two years by a meeting of the staff concerned so that there is one man and one woman representative on the Council at any time.

(g) Representatives of recognized groups shall be elected within one month of commencing their College year.

(h) At the first full meeting of the Council it shall elect from among its members an Assistant Secretary and Assistant Treasurer.

(i) For all student elections, nominations shall be open for two weeks prior to the day of election.

SECTION 3.

FINANCE COMMITTEE.

(a) THE COUNCIL shall appoint, from among its members, a Standing Committee—Finance, which shall be com- posed of:

Vice-President of the Council, who shall be Chairman;

Treasurer of the Council;

Assistant-Secretary;

Assistant-Treasurer.

In addition, two men members and two women mem- bers of the Council.

A member of staff in an advisory capacity.

(b) The function of the Finance Committee is to advice and make recommendations to the S.R.C. on the expenditure of S.R.C. income.

SECTION 4.

SOCIAL COMMITTEE.

A Social Committee consisting of a Social Secretary and one man and one woman with the Social Secretary as Chairman shall be appointed by the Council.

SECTION 5.

COLLEGE ACTIVITIES.

The method of dividing the students into competitive groups shall be decided each year by the S.R.C.

CLUBS AND SOCIETIES.

Clubs and societies constituted according to the following requirements may be financed from S.R.C. funds.

(a) The officers of the clubs b.nd societies elected not later than one calendar month after the commencement of the College Year shall be:

(i) A President and one Vice-President (One of these shall be a member of staff) ;

(fi) A Secretary and Treasurer who shall be a student;

(b) The election of Committees shall be determined by the needs of the individual clubs and societies;

(c) Clubs and Societies seeking finance shall submit a de- tailed claim to the S.R. Council.

(d) Clubs and Societies are responsible for equipment.

Equipment shall be checked at the end of each year or at the completion of the particular season and an in- ventory submitted to the general sports secretary, of the items and condition of the equipment.

(e) Each Club or Society shall elect an interim secretary, who shall be responsible for:

(1) Inventory of equipment;

(11) Organization of the Club or society and preparation of claim prior to election of permanent committee as in 5 (c).

(f) Each club or society receiving finance from the S.R.C.

shall present a balance sheet to the Finance Committee when required.

(g) All equipment purchased must receive S.R.C. approval, and must be covered by an official order.

SECTION 6.

SPORTS AWARDS.

Awards may be made in such College activities as the S.R.C.

shall determine from year to year.

(a) Award of Club Insignia: Each member of a Club shall receive an award consisting of the Club Insignia, subject to the following conditions:

(I) All members in any association team must have played the minimum of one-half of the matches;

(it) Where injuries are sustained by any member of the team, the awards shall be made at the discretion of the Colour Committee.

(b) Award of Colour or Half Colour: A Colour or Half Colour may be awarded to a player of outstanding ability judged by the standard of play in the grade of the association in which the team is competing.

(c) Procedure: The Committee for recommending to the Tribunal Colours for each Club should consist of the officials of that Club, as set out in Standing Orders, Section 5 (a).

(d) Tribunal: for determining awards of Colours and Half Colours.

(I) Shall be composed of the General Sports Secretaries of all Clubs to which Colours are awarded, with the the President of the S.R.C. as Independent Chair- man and Convenor; and

(ii) Shall consider the recommendation received from the Clubs and make final determinations of all awards and Colours. If deemed necessary, the Tribunal may refer the recommendations back to the Committee concerned before coming to a de- cision.

SECTION 7.

SERVICE AWARDS.

(a) An award for outstanding service in College extra-curri- cular activities shall be crossed laurel leaves worn below the College badge on the blazer pocket.

(b) Procedure:

(1) A committee comprised of the Principal or his repre- sentative on the Council, and two representatives of staff as advisors, and the executive of the Council, shall have power to make awards.

(ii) Awards to the executive of the Council may be re- commended by the general members of the Council.

in the absence of the executive, at the November Meeting in each year.

(c) Awards shall be announced in Assembly in the last two weeks of the College year.

SECTION 8.

PUBLICATIONS. "TRAINEE" and "GRIFFIN".

(a) The "TRAINEE" and "GRIFFIN" are recognized by the Council as the official organs of the College.

(b) The staff shall consist of an editor, and two sub-editors.

and be elected as in SECTION 2 (d).

(c) In Finance, the "TRAINEE" and "GRIFFIN" shall be subject to the S.R.C., grants being applied for and re- ceived from it. When the grants have been approved, the Secretary and Editors shall control all payments.
