REPORT

Girralong Avenue, Baulkham Hills is a 600-metre-long road connecting Henry Street in the west to Cary Street in the east. It is local road with a 50km/h speed limit and a road width of between 7 metres and 10 metres. Baulkham Hills North Public School is a K - Year 6 state school located on Girralong Avenue with around 1000 students. The ‘Kiss and Drop’ parent pick-up and drop-off zone is in a bay area on Girralong Avenue in front of the school.

There are currently ‘No Parking 8.30–9.30am and 2.30–3.30pm school days’ restrictions in the

‘Kiss and Drop’ bay for the school on the northern side of Girralong Avenue between the marked pedestrian crossing and the staff carpark driveway and ‘No Stopping 8.00 - 9.30am and 2.30 - 4.00pm school days’ restrictions from the end of the ‘Kiss and Drop’ bay to the intersection of Henry Street (Figure 1).

At school pick-up and drop-off times Girralong Avenue becomes very congested due to parents queueing along the northern side of the road from Henry Street to access the Kiss and Drop Bay. At the same time vehicles are also parked along the southern side of Girralong Avenue between Henry Street and the marked pedestrian crossing.

The section of Girralong Avenue between Henry Street and the start of the ‘No Parking’ zone (‘Kiss and Drop’ bay) is only 7 metres wide. When vehicles park on the southern side of Girralong Avenue in this section of the road and parents are also queued for the ‘Kiss and Drop’ bay the road can become blocked. School buses also access Girralong Avenue before and after school and the bus drivers have advised of difficulties with access turning from Henry Street into Girralong Avenue at the peak school times. Residents in Girralong Avenue have also raised concerns about safety and access as they have difficulty getting in and out of Girralong Avenue at these times.

Figure 1: Girralong Ave, Baulkham Hills – locality plan with existing parking restrictions It is proposed to install new parking restrictions and amend existing parking restrictions in the narrow 7 metre-wide section of Girralong Avenue between Henry Street and the ‘Kiss and Drop’ bay.

As shown in Figure 2, this will involve:

 the installation of ‘No Stopping 8.00-9.30am and 2.30-4.00pm School Days’ restrictions along the southern side of Girralong Avenue between Henry Street and No. 5 Girralong Avenue

 altering the existing ‘No Stopping 8.00-9.30am and 2.30-4.00pm School Days’

restrictions along the northern side of Girralong Avenue between Henry Street and the western side of the Baulkham Hills North Public School staff carpark driveway to ‘No Parking 8.00-9.30am and 2.30-4.00pm School Days’

 amend the existing ‘No Parking 8.30-9.30am and 2.30-3.30pm School Days’ restriction times in the ‘Kiss and Drop’ bay on Girralong Avenue to ‘No Parking 8.00-9.30am and 2.30-4.00pm School Days

The Principal of Baulkham Hills North Public School is supportive of this change to the parking restrictions. Affected residents on Girralong Avenue have been consulted with no objections to the parking restrictions on the northern or southern side of Girralong Avenue received.

In accordance with Council’s Policy No. 12 ‘Assessment of Requests for On-street Parking Restrictions’, the warrants are met for the additional part-time parking restrictions to be installed on the southern side of Girralong Avenue.

These proposed parking restrictions would improve access in the narrow 7-metre-wide section of Girralong Avenue allowing for improved vehicle movements into and out of Henry Street at the busy school pickup and drop off times. Outside of these hours and days, on-street parking would be available.

Extending the ‘No Parking’ zone on the northern (school side) of Girralong Avenue will also allow parents to queue here to pick up and drop off their children as at present this area has

‘No Stopping’ restrictions. This has forced parents to queue on Henry Street which makes it difficult for them to see the end of the queue to the ‘Kiss and Drop’ bay.

TECHNICAL OFFICERS RECOMMENDATION TO LTC

LTC RECOMMENDATION TO COUNCIL

Mayor – ‘I agree with the recommendation in the report’

Transport for NSW –

• “Ensure R5-40 No Parking (symbolic) signs are used when replacing the existing No Parking signs. This is to maintain consistency of traffic signs on the public road network.

Suggest installing a R5-400(R) No Stopping (full-time) sign adjacent to the newly proposed R5-400(L) No Stopping sign on the southern side of Girralong Avenue, directly east of Henry Street.

Suggest installing a R5-400(L) No Stopping (full-time) sign adjacent to the newly proposed No Parking sign on the northern side of Girralong Avenue, directly east of Henry Street.”

Police – “I have reviewed both agenda items and I support the recommendations as outlined.”

Member for Baulkham Hills – “We are in agreement with the recommendations contained in the reports, thank you.”

Manager’s comment – The comments from TfNSW are noted and will be included in the instructions for installation of the signs that will be issued to Council’s Civil Maintenance Team.
