54. If at any time the Minister shall be of opinion that any election of a director or directors of an association is being conducted or is about to be conducted in an improper or irregular manner, the Minister may appoint the Registrar or some other officer of the Public Service to conduct the said election. Upon such appointment the person so appointed shall, notwithstanding any rules of such association, conduct the said election and act as Returning Officer thereat and the person or persons who would under the Rules of the association be charged with the conduct of such election shall cease to be so charged and shall not conduct or continue to conduct the said election.
All persons having the custody or control of any books, documents, or papers of the association relating to the said election or which, in the opinion of the person so appointed as aforesaid, would assist such person to determine what persons are entitled to vote at the said election, shall upon demand produce the same to the person so appointed, and shall answer all lawful questions in relation thereto or to •the matters contaJi.ned therein.
The person so appointed may, if he thinks fit, issue ballot papers or may adopt all or any ballot papers issued prior to his appointment, and may take all such steps and do all such things as are, in his opinion, necessary or desirable to enable him to determine what persons are qualified to vote at the said election.
The person so appointed shall determine whether any person is entitled to vote at such election or whether any vote shall be allowed, and his decision in any such matter shall be final.
Upon the completion of such election the person so appointed shall declare elected the person or persons (as the case may be) receiving the greater number of votes.
. Any person declared elected by the person so appointed shall be and be deemed to have been duly elected a director of the association and shall hold office for such term as if he had been elected in pursuance of the Rules of the association.

54A. If at any time the Minister shall be of opinion that any election of a director or directors of an association is being or has been conducted in an improper or irregular manner, the Minister may declare such election null and void and may order a fresh election to be held. Notice of any such declaration shall be published in the Government Gazette.
The Minister may appoint the Registrar or some other officer of the Public Service to conduct such fresh election, and upon such appoint- ment the person so appointed shall, notwithstanding any rules of the association, conduct the said fresh election and act as Returning Officer thereat.
The Minister may appoint such other person or persons as he shall think fit to assist the Registrar or other officer of the Public Service.
All persons having the custody or control of any books, documents, or papers of the association which, in the opinion of the person so appointed as aforesaid, would assist such person to determine what persons

are entitled to vote at the said fresh election, shall upon demand produce the same to the person so appointed, and shall answer all lawful questions in relation thereto or to the matters contained therein.
The person so appointed may issue ballot papers and may take all such steps and do all such things as are, in his opinion, necessary or desirable to enable him to determine what persons are qualified to vote at the said fresh election.
The person so appointed shall determine whether any person is entitled to vote at such fresh election or whether any vote shall be allowed, and his decision in any such matter shall be final.
Upon the completion of such fresh election the person so appointed shall declare elected the person or persons, equal to the number to be elected, who has or have received the greatest number of votes.
Any person declared elected by the person so appointed shall be and be deemed to have been duly elected a director of the association and shall hold office for such term as if he had been elected in pursuance of the Rules of the association.
The persons holding office immediately prior to the said fresh election shall remain in office until their successors are duly elected in accordance with this rule.
All expenses of and incidental or preliminary to the said fresh election shall be defrayed out of the funds of the association concerned.

55. Exteusion of time for annual meeting. If the annual general meet- ing of an Association is not held within the time prescribed by its rules, then the meeting shall be held at such later time in the same year as may be directed by the Registrar, by notice in writing.
. A meeting held on the date as so directed by the Registrar shall for all purposes be and be deemed to be the annual general meeting of the Association for that year in accordance with its rules and to be a good and valid meeting.
