ADJOURNMENT

MOTION that the Council resolve to adjourn the Ordinary Meeting of Council until Monday, 16 December 2019 at 5.30pm.

1) Adjourn the Ordinary Meeting of Council until Monday, 16 December 2019 at 5.30pm.

MINUTES OF THE ADJOURNED ORDINARY MEETING OF COUNCIL HELD AT MIDLAND TOWN HALL

ON MONDAY 16 DECEMBER COMMENCING AT 5.30PM

OPENING AND ANNOUNCEMENT OF VISITORS

The Mayor welcomed those present and declared the adjourned meeting reconvened at 5.30pm.

DECLARATIONS OF FINANCIAL AND PROXIMITY INTERESTS AND INTERESTS AFFECTING IMPARTIALITY

The following additional declaration was given at the adjourned meeting:

Cr Predovnik declared an impartiality interest in Item C3.1 - Sale of Land - Rates and Charges Outstanding for More Than Three Years as she spoke to the property owners as part of her research and may have formed an association with them through this process.

4. OPERATIONAL MATTERS

4.1 ELLENBROOK LEISURE CENTRE PROJECT UPDATE

Ward: (Ellenbrook Ward) (Asset Management) Disclosure of Interest: Nil

Authorised Officer: (Executive Manager Operations)

RECOMMENDATION That the Council resolve to:

1) Continue advocacy efforts to secure further funding commitments from the State government by March 2021; and

2) Commence construction in the 2021/2022 financial year subject to further funding commitments being secured.

MOTION that the Council resolve to:

1) Continue advocacy efforts to secure further funding commitments from the State Government from the 2020/2021 Budget recognising significant need in the region.

2) If full funding has not been achieved in the 2020/2021 budget, continue advocacy efforts to secure further funding commitments from the State Government prior to the State election in March 2021; and

3) Lobby the State Government and the Opposition for their commitment so as to ensure commencement of construction no later than the 2021/2022 financial year.

4) The reason for this amendment is to recognise the importance of the Ellenbrook Leisure Centre for the people who live in Ellenbrook, Aveley, The Vines, Brabham, Morgan Fields, Bullsbrook, Henley Brook, the Swan Valley and surrounds and their desire to expedite the development of the Leisure Centre.

RESOLVED UNANIMOUSLY TO:

4.2 PROPOSED LONG TERM SOLUTION FOR THE INTERSECTION OF RAILWAY PARADE AND MARALLA ROAD, BULLSBROOK

Ward: (Pearce Ward) (Asset Management) Disclosure of Interest: Nil

Authorised Officer: (Executive Manager Operations)

RECOMMENDATION That the Council resolve to:

1) Note the interim remediation works in 2019/20 to improve the safety of the intersection of Railway Parade and Maralla Road.

2) Commence land negotiations for a future dual lane roundabout at the intersection.

3) Monitor the ongoing performance of the intersection.

MOTION that the Council resolve to:

1) Note the interim remediation works in 2019/20 to improve the safety of the intersection of Railway Parade and Maralla Road.

2) Write to the Minister for Transport and Planning and request that planning is undertaken and land be set aside for future grade separation of this rail crossing and others within the City of Swan.

3) Request the CEO to further investigate the closure of Ellenbrook Road to the east of the railway line and report to a future meeting of Council on this matter.

4) The reason for changing the staff recommendation is that modelling indicates that the staggered T configuration will continue to function at an acceptable level from a capacity and traffic flow perspective until 2045.
