The following shall be Associate l'vle1nbers of the Union unless they qualify £or some other form of 1nc1nbersh1p

(1v) St'lff of any body set up under a Statute of the Un1vers1ly (e) Ho11orary 1\lembersh1p

(£) Election of llilenlbers

All ordinary members shall be elected by the Union Board acting as an elecuon committee and a record shall be kept by the secretary of the Union of all Board members voung The Union Board may by regulation control the use by members under the age of 18years of any p'lrt of the Union licensed under the L1cens1ng Act Tl\e annual subscnpuon shall be defined each year and sh'lll be payable by members monthly quarterly half yearly or annually 111 tdvance as prcscnbed by the Union Board

5 Membership shall cease in any of the following events namely

(a) A members failure to pay by Lhe due date any fee prescribed for membership 1n accordance with clause 4

(b) A members failure to discharge any financial obhgauon to the Union wtthtn such ume as may be prescribed or approved by the Board

(c) A members ceasing to be ehg1ble for membership (d) A members being expelled by the Board

6 The Board may expel suspend from membership for a specified ume or impose a hoe not exceeding $40 on any member found guilty of misconduct on Union premises or in the course of acuv1ues sponsored by the Union provided thaL

(a) l he member sh'111 be given a reasonable opportuntty to appear before the Board to present his defence and to call wttnesses on his own behalf

(b) Both the finding of guilt and the penalty shall be approved by two thirds of the members of the full Board provided that any member of the Board whose case ts under cons1derat1on shall be inehg1ble to paruc1pate in d1scuss1on and voung on his case (c) The Board shall refrain from cons1denng any offence whtch has been referred to the Board of D1sc1phne of the Un1vers1ty

(d) Any person upon \vhom a penally has been imposed by the Board may appeal to the Appeals Committee of the Un1versuy Council

THE UNION BOARD

7 rhc '1ffairs of the Union shall be managed by a Bodrd 8 The Board shall consist of the following members (a) E:i. Offzc10 !vlembers

(1) The Registrar of the University or his deputy the President of the Union the Accountant of the Un1versny or his deputy

(n) If the Chairperson of the Finance Commatee of the Unton or the Chairperson of the House and Welfare Committee of the Union or the Chairperson of the Board they shall become members ex of/1c10 on their appointment

(b) Elected !vi embers

Ten members who are either Ordinary Members Life Members or Honorary Life Members of the Union elected by the Ordinary Life and Honorary Life Members of the Union 9 (I) The Board shall meet regularly for the despatch of as business al such intervals as it may from time to ume determine and 1n any event shall hold meetings at least once a qu<1rler and minutes o( all resolution~ and proceedings of the Board shall be entered 1n a book to be kept for that purpose

(2) The regular meeungs shall be convened by the Secretary or in the Secre1ary s absence by the Chauperson

(3) A special meeung shall be called by the Chauperson e1the1 at his OlVn request at the request of the President of the Union or on receipt by the Secretary of a requ1s1uon from hve members of the Board

(4) The quorum for a meeting of the Board shall be seven members

(5) The Board shall determine the manner in which 1l and lts commlltees conduct then business

11 (a) Any casual vacancy occurring dunng the year shall be filled by a by election lo be held w1tlun 30 days of the occurrence of the vacancy or if the vacancy occurs dunng a v'1cauon then it shall be held w1th1n 30 days of the start of the next term

(b) Notlv1thstand1ng clause ll(a) any casual vacancy occurnng benveen June 1 and August shall not be ftlled

12 A member of the Board shall cease to be a member

(a) Upon subm1tt1ng his res1gnat1on in wnt1ng to the Secretary or

(b) Upon ceasing to be an Ordinary Member Life Member or Honorary Life Member of the Union

13 A member or members of the Board wtth the exception of those defined 1nC!ause Sa (1) may be removed from the Board by the follolvtng procedure

('1) A requ1s1uon signed by flot less than fifty members of any class or classes of membership of the Union calltng for his or her or then res1gnauon should be lodged wnh the Secretary of th~ Union If therequis1uon ts lodgeddunnga vacation tt shall be deemed

to have been received on the first day of the follo\ving term

(b) On receipt of such a requisiuon the Secretary shall convene a General Meeting as outlined in clauses 31 34 of the constitution except that at least 14 days nouce shall be given and the member or members concerned shall have the nght and opportunlty to call wltnesses and otherwise present a defence

(c) Thts General Meeting shall decide if there ts suff1c1ent and JUSt cause to proceed (d) Should the meeung decide to proceed a referendum shall be held wHhin seven days of the meeung on the question that the members of the Union lack confidence in (that member or members)

(e) In the referendum the quesuon shall be deemed to have been earned 1n the affirmauve if 25% of members ehgible to vote do so vote and the margin is at least5% of the total vote incl udtng all informal votes

(f) If the mouon ts earned in the affirmauve then the member or members concerned shall be deemed to have resigned forthwHh and a by election shall be held to fill the vacancy or vacancies

OFFICERS

14 At a meeting to be held in September each year the Board shall elect a chairperson lrom among Its own members and also a chairpersoli~Of the Finance Commntee of the Union a chairperson of the House&.: Welfare Committee of the Union and a chauperson of the Catering Services Committee of the Union who need not already be members of the Board

15 At a meeung to be held notearher than October I and not later than November30 each year the Board shall elect from among the Ordinary Members Life Members and Honorary Life Members a President of the Union to take office from the following calendar year

16 The Secretary of the Union shall be the senior permanent member of the Unions adm1n1strat1ve staff and shall be Secretary of the Board and all tts committees I 7 The Accountant of the Un1vers1ty or his deputy whoever 1s the member of the Board shall be the Treasurer of the Union

18 The Board shall appoint annually an auduor or audltors

19 The President shall be the chief execunveofftcerof the Union and shall be responsible to the Board for the overall ef£1c1ency of the Union operauons and programmes and for the tmplementauon of pohcy determined by the Board

20 No person may hold the office of President of the Union for more than two consecuuve years

21 The President shall receive such salary as 1s decided each year by the Board

COMMITTEES

22 The Board may set up from time to ume such commttte<js as tt raay deem expedient 23 There shall he an Execunve Commntee of the Union Board consisung of the following

(a) The President of the Union (b) The Chairperson of the Board

(c) The Chatrperson of the Finance Committee

(d) The Chatrperson of the House & Welfare Committee (e) The Chauperson of the Catering Services Committee

24 The Execunve Committee shall assist the President of the Union in such ways as the Board deems ht and in the case of an emergency in which there 1s no nme to summon the Board Il may act on behalf of the Board provided that such acuon shall be reported to a meeung of the Board for rat1f1cat1on such meeting to be held within 30 days of such emergency

25 There shall be the following standing committees to advise the Board on financial matters and matters relaung to the funcuoning of the Union premises

(a) Finance Commtttee

(b) House &.: Welfare Committee (c) Catenng Services Commutee

26 The Membership of committees of the Board shall be as determined by the Board from time to time in the case of Standing Committees provided that each commtttee shall include Student representation and that the President of the Union shall be an ex off1c10 member of the Finance Committee

(c) The amendmenl shall subsequenlly be passed by an absolule ma1only of lhose presenl dnd eligible lo vote at a general Union meeung called for the purpose

(d) The amendment shall be approved by the Un1vers1ly Council

ENACTMENT

39 Tlus const1tul1on shall be deemed enacted upon and from the date of the fulhlmentof the following cond1uons

(a) It 1s approved by a two thirds ma1onty of the members of the Union Board as constlluted under the const1tut1on of the Union al October 1 1971

(b) It 1s approved by the University Council

40 Notw1thstand1ng clause 39 the Union Board shall conunue to be consututedas set out 1n the Union Constauuon as printed in the Calenddr of The Fhnders University of South Austrahd 1971 pages 145 to 150 until August 31 1972

41 Notwtthstdnding clause 40 from such date as ts mutually agreed upon by the Union and the Utuverstty Council

(a) fhe President of the Union shall become a member of the Board

(b) The Director of Union Services shdll cease to bed member of the Board and Secretary of the Union

LICENSING REQUIREMENTS

42 A v1s1tor shall not be supplied wtth liquor 111 the licensed portion of the Union premises unless 111 the company of a member who has entered the name of the v1sllor 111 a book kept for the purpose and signed his/her name opposite the name of the v1sllor No member shall introduce or enlerta1n more than three v1sllors at any one ume

43 No person shall be dllowed to become an Honordry or Temporary Member of the Union except those possessing the quahftcauons defined in Rule 4 hereof and subject to the condtttons and regulations descnbed therein

44 No hquor shall be sold or supplied to any person under 18 yedrs of age No person under 18 years of age except people who are being trained a.s waners \Vattresses or messengers and are not allowed to serve belund the bar shall be employed 10 the licensed premises of the Union

45 The books of dccount minute books and other record books of the Club and dll comm1ltees thereof the Register of Members and all other books relating to the transacuons business rules and management of the Club shall be wnlten in the English lane;uage
