V.—THE COUNCIL.

Sir John Madden and Sir Henry Wrixon have been re-elected Chancellor and Vice-Chancellor respec- tively for tho year 1904.

Professor Spencer was elected a member of Council in April. 1904, in place of Mr. W. H. Irvine, who had resigned.

Dr. Marshall has been appointed a Trustee of the W. T. Mollison Scholarship F u n d in place of Mr. E.

L. J. Ellery.

Leave of absence has been granted during the year to (1) Mr. L. F . H/Cusson forsix.inonths, from December, 1903, and (2) to Dr. Marshall, tor six months, from March, 1904.

VI.— THE PROFESSORS.

Dr. . W. A. Osborne, M.B., B.S., Belfast, D.Sc.

Tubingen, formerly Assistant Professor of Physio- logy in University College, London, has been appointed Professor ot Physiology in place of,Dr.

Martin, F.R.S:, and cntcred-oii his duties in the first term of 1904.'

The University has suffered a severe loss by tho retirement ot Dr. J. W. Gregory, F.R.S., Professor ot Geology and Mineralogy, whose ability and energy have been of the highest service to the cause of Science and to the interests of Mining in Victoria.

In announcing his resignation, in order to accept the position of Professor of Geology in the University of Glasgow, Professor Gregory has drawn renewed attention to t h e insufficient equipment of his de- partment, and the discouraging conditions under which he has worked.

Professor Spencer, F.R.S., has been created a Com- panion of the Order of St. Michael and St. George, in recognition of liis services to scientific education in Victoria, and his valuable contributions t o our knowledge of the geography and anthropology ot Central Australia.

During t ' ' e year, well attended Post-Graduate Classes have been held by Professor Allen in Patho- logical Anatomy, by Professor Masson in Chemistry, by Professor Osborne, and by Dr. Wilkinson in Phy- siology, by M. Maurice-Carton in French Literature, and by Hon- von Dechend on the Teaching of '• Modern Languages:- -.?.

Thc University has, at the request of tho Dental

; Board, undertaken the training of Dental Students

; in Histology and Bacteriology, as well as in Anatomy.

i XL—THE BACTERIOLOGICAL LABORATORY.

The Bacteriological Laboratory has continued its '•• services to the Agricultural Department tind other

• public bodies, undertaking during the year the examination of a largely increased number of water and disease specimens. The Laboratory now receives annual contributions from the 'Agricultural De- partment, the Board of Health, the Metropolitan Board of Works, the City Council, tho Prahran City Council, tho Children's Hospital, and the Eye and Ear Hospital. The following gentlemen have given donations during the year:—Dr. Stawell, Dr.

j . W. Barrett, Dr. Fox, and Dr. Maling.

XII.—THE E N G I N E E R I N G SCHOOL.

At the request of the Faculty of Engineering the .Council, in March, 1903, appointed a Special Com-

mittee to inquire into the affairs of the School. The Committee reported in July, 1903, recommending a number of reforms, the most important being the appointment ot an Instructor in Drawing, and tho amalgamation of thc offices of Lecturer in ' Hydraulic Engineering and Lecturer in Surveying and Demonstrator ot Engineering. Both these recommendations have boon carried out, Mr. J. T.

Lupson .having taken the position of Instructor in Drawing, and Mr. T. W. Fowler, t h e former Lecturer in Surveying, being temporarily appointed to the new Lectureship. I t is intended to make a definite ap- pointment in November of this year, and applications have been invited in England and America, as well as in Australia.

The Committee also drew up a new set of Regula- tions for the improvement of t h e course, insisting throughout on the necessity of sound practical work, and requiring a higher standard of entrance exami- nation; Degrees in Mechanical Engineering" and Diplomtis in Architecture and Surveying were also proposed, b u t the contemplated legislation had to be abandoned at the end ot 1903, owing to lack of funds.

A similar cause led to the abolition of the Lecture- ship in Architecture, and the suspension of the Electrical Engineering Course.

X11L—NEW LEGISLATION.

Tho alterations in Statutes and Regulations made during the year tire set, out in the appendix hereto.

The more ini2)ortant are a Regulation providing for the Alexander Sutherland Prize, and an timondment ot Statute V., giving the Council power in thc case of future Profossois to deterniinc an appointment without cause shown after the age of sixty.

sophy Laboratory. ' XVII.—ROYAL COMMISSION'S REPORT.'

The Royal Commission on the University of Mel- bourne completed its work and presented its final report in May last. The report deals very' fully with the government and present work of the University, and makes a number of recommendations for future expansioiE. The Commission repeats tho recommendation made in its Progress Report in 1902 t h a t the responsibility of lEitikiug good the deficiency of .£23,839 should bis undertaken by the Government,' and further recommends the provision of a permti-.

nent. endowment of, .£24,000 per annum, and special grants of ,£27,720 for equipment of Laboratories, mid of J55,140 for repair of buildings.

... • XVIII.—FINANCES.

At the end of 1903 the continued reduction of the Annual Grant,iliade it necessary to continue for 1904 the whole of the reductions of salaries, diminutions of scholarships and exhibitions, and increases of fees which had been enforced in the previous year. The Chair of English remained unfilled, tho Lectureship in Architecture was discontinued, and, finally, the Electrical Engineering course, which had attracted each year an increasing number of Students, had to bo abandoned for want of funds. Notwithstanding these economies, it would have been impossible to continue the work of the University without further mutilation, had it not been for the generosity of Pro-

fessor Tuckerin undertaking part ot the teaching in English, and for donations from Professors Spencer, Gregory, and- Lyle, from the Medical Lecturers, and from an anonymous donor.

The sympathetic attitude of the present Premier (Mr. Bent) has completely njtered the financial posi- tion. After caruful examiniition of tlie needs of the Univei'sity, and a personal inspection of the Labora- tories, Mr. Bent has asked Parliament to grant out of thc surplus revenue .£10,000 in reduction of debt, .£2000 for apparatus and equipment, especially in connection with Agriculture and Mining, and up to .£12,000 for buildings, to be given on condition t h a t a similar amount is raised within a year by public sub- scription. Mr. Bent has also intimated his intention of proposing a. substantial ..increase in t h e . Annual Endowment, and of asking Parliament to guarantee the Endowment for a term of years.

The Council gratefully acknowledges the sympa- thetic interest taken by the Premier in the affairs of the University, and expresses its confident belief that the generosity of Parliament will be amply justified by the increased services which the University will be enabled to render to t h e community.
