The unemployment rate in the Fleurieu and Coorong region was 8.1 per cent in the June 2011 quarter, well above the state rate. Of the 5,735 businesses operating in the region, approximately 20 percent were classified in the agriculture, forestry and fishing sector (in some regions the figure is over 50 percent). Of the 687 businesses operating in the Kangaroo Island region, approximately 52 per cent were classified in the agriculture, forestry and fishing sector.

Introduction

Marine Park Planning Process

Key stakeholders were invited to provide early advice on their preferred zoning for marine parks. The Scientific Working Group and the South Australian Marine Parks Council are independent advisory bodies that provide advice to the Minister. In finalizing the draft management plans, discussions were held with the members of the Steering Committee of the Marine Parks as representatives of the relevant government agencies.

Ecological

Activities and uses: Determining the range of activities and uses that could affect the marine environment under current management regimes and then determining how they will be affected by the marine park zone and management arrangements. Starting point: determining the current state of marine species, habitats and ecosystems in marine parks; with which we compare future changes. Predictions: assessing the 5, 10 and 20 year consequences of marine park zoning and management on species, habitats and ecosystems in the absence of marine park zoning and management.

Economic

Value of) Output is a measure of gross receipts of goods and services produced by commercial organizations (eg value of processed seafood) and gross expenditure by government agencies. Gross regional product (GRP) is a measure of the net contribution of an activity to the regional economy. Further details of the economic method can be found in Section 3.2 of the Main Report.

Social

Social vulnerability of the impact region associated with each marine park was determined using a combination of Socio-Economic Indexes for Areas (SEIFA) indices, population (health, family, education, indigenous status) and economic characteristics (unemployment, job losses ). The SEIFA indices presented here provide a measure of socio-economic disadvantage for the impact regions associated with Marine Parks at the time of the 2006 census5. Each of these provides a slightly different view of the socio-economic profile and potential vulnerability of each region.

They also provide goods and services that have economic, social and environmental value to SA. The economic value of these services can be difficult to quantify, but to illustrate the importance of assessing coastal marine habitats in SA, a description of the necessary goods and services that need to be considered is provided. A more detailed discussion of these goods and services is provided in Annexes 4 (habitat-specific information) and 5 (consolidated discussion) of the Main Report.

Socio-economic Profile

Directly and indirectly, commercial fishing and aquaculture contributed 0.3 percent of GRP ($7.3 million) and 0.3 percent of employment (86 jobs) in 2009/10. Unemployment on Kangaroo Island was almost 3.9 per cent in the June quarter 2011, below the state rate. Directly and indirectly, commercial fishing and aquaculture contributed 3 percent of GRP ($4.7 million) and 3 percent of employment (74 fte jobs) in 2009/10.

Each of these species is discussed in more detail in Appendix 3 of the Main Report. Adult King George snapper and whiting have the potential to increase in size and abundance within many of the SZs (Table 4–2). The parts of the Coorong Estuary that lie within the park are zoned as HPZ and SZ (HPZ-6, SZ-7).

There would be no requirement that the recipients of the buyout spend or invest the funds in the region. The combined sanctuary zone catch of both green-lipped and black-lipped abalone represents 0.56 per cent of the average annual catch in the Fleurieu and Coorong and Kangaroo Island regions. SARDI estimates suggest that there was a catch of 48,089 kg of pipi in the area of ​​the draft sanctuary zones in this marine park in 2009/10.

Because the reduced access to the fishery will be permanent, the impacts reported in Table 4-5 are an estimate of the ongoing, annual impact. The total sanctuary zone catch of marine scallops represents 2.1 per cent of the average annual catch in the Fleurieu and Coorong and Kangaroo Island regions. The loss in total Marine Scalefish fishing industry related contribution to GRP in the region is $0.19m, $0.08m lost through direct fishing, $0.04m in downstream activities and $0.07m lost in other sectors of the regional economy.

Estimates of historical marine fish catches in protected areas have a high level of uncertainty due to the limited spatially resolved data available for the fishery (Ward and Burch 2012). The flow of lost output to other sectors of the regional economy was estimated to be $0.47 million. This represents 1.48 per cent of the average annual effort for the charter boat industry or 4.4 per cent of the average annual effort in the Fleurieu and Coorong and Kangaroo Island regions.

The flow-on output lost to other sectors of the regional economy is estimated at $0.08m.

Development plans and significant projects are based on the planning strategy, which now includes the objectives of the Marine Parks Act of 2007. The proclamation of the marine park network will not affect access to or use of piers, breakwaters or boat ramps. Eighteen out of 28 members12 (64 per cent) of the Fleurieu and Kangaroo Island MPLAGs responded to the online social impact assessment for Encounter Marine Park.

DEWNR undertook a process of consultation with indigenous stakeholders on the establishment of the marine parks. Both the Kaurna (2000) and Ngarrindjeri (1998) people have submitted native title claims that include parts of the Encounter Marine Park. The SAMPIT and MPLAG processes have an important. opportunity for key stakeholders to contribute to the design of the marine park.

Socio-economic Profile

By comparison, the labor force for SA increased by 14 percent over the same period (DEEWR 2011). The number of unemployed persons in the Fleurieu & Coorong region was approximately 2,800 in March 2003 and 3,100 in June 2011, an increase of approximately 12 per cent over the period. The total number of pupils enrolled in primary school in the Fleurieu & Coorong region increased by 6 per cent between 2001 and 2011.

The total number of Fleurieu & Coorong students enrolled in secondary school increased by 9 per cent between 2001 and 2011. Between 2001 and 2011, the total number of Fleurieu & Coorong residents enrolled in tertiary institutions increased by 78 per cent. The Fleurieu & Coorong region's GRP comprised approximately 3.1 per cent of SA's GSP.

Unemployment on Kangaroo Island was almost 3.9 per cent in the June quarter of 2011. The total number of Kangaroo Island students enrolled in primary school fell by 12 per cent between 2001 and 2011. The total number of Kangaroo Island students enrolled in secondary school decreased by 31 percent between 2001 and 2011.

Between 2001 and 2011, the total number of Kangaroo Island residents enrolled in a higher education institution increased by 45 percent. GRP from the Kangaroo Island region accounted for approximately 0.2 per cent of SA GSP. Tourist expenditure made up a third, and household expenditure made up 22 per cent. of the total value of goods and services imported into the region in 2009/10.

Activities and Uses Tables

Activity is considered consistent with the definition of the zone (ie, no change to current activity/use). Activity is considered to be in violation of the definition of the zone and will not be allowed. FISHING AND COLLECTION (Commercial, Recreational and Traditional) Fishing is regulated under the provisions of the Fisheries Management Act 2007.

Port, navigation and transport activities are regulated under the provisions of the Ports and Navigation Act 1993. This will provide for (a) developments which a development or project, or that part of a development or project, within the scope of involves a declaration under section 46 of the Development Act 1993; and (b) activities involving development approved under section 49 (crown development and public infrastructure) or section 49A (Electricity infrastructure development) of the Development Act 1993. ¹ Coastal developments and infrastructure in HPZ will be managed in terms of the Development Act 1993 to define the zone (i.e. no damage to habitats or the functioning of ecosystems).

Discharges are generally regulated under the provisions of the Environmental Protection Act 1993 and the Environmental Protection (Water Quality) Policy 2003. The activity is considered to be contrary to the definition of the site and will not be considered until it can be demonstrated otherwise. The activity is considered to be contrary to the zoning and will not be allowed.
