Expiry of 30971QLD Certificate I in Work Education and 30970QLD Certificate I in Work Readiness
Purpose
To inform schools that are registered training organisations (RTOs) that 30971QLD Certificate I in Work Education and 30970QLD Certificate I in Work Readiness will expire as accredited courses on
31 December 2013 and that there are no replacement qualifications or accredited courses to offer after this date.
Background
The course 30971QLD Certificate I in Work Education and 30970QLD Certificate I in Work Readiness were accredited by the Australian Skills Quality Authority (ASQA) from 13 September 2011 to 31 December 2013.
These accredited courses were developed and are owned by the three education sectors — Education Queensland, Queensland Catholic Education Queensland and Independent Schools Queensland. They are not owned by the Queensland Studies Authority.
These two accredited courses expire on 31 December 2013 and there are no replacement accredited courses. School RTOs must follow ASQA's General direction — Transition and teach-out (March 2012)
<www.asqa.gov.au/verve/_resources/General_direction_Transition_and_teach_out_April_2012.pdf#sea rch=general direction> regarding expired accredited courses (page 6). The transition and teach-out provisions will be:
• no new students can be enrolled in either 30971QLD or 30970QLD after 31 December 2013
• students enrolled in either 30971QLD or 30970QLD before 31 December 2013 have 18 months teach-out i.e. until 30 June 2015.
Information
Under the Queensland Studies Authority’s delegation from ASQA, Queensland schools can only deliver VET qualifications and accredited courses to students in Years 10, 11 or 12.
It is a school RTO’s responsibility to ensure they are compliant with the Standards for NVR Registered Training Organisations 2012 <www.comlaw.gov.au/Details/F2013L00167>. SNR 25 requires RTOs to manage the transition to training packages or the expiry of VET-accredited courses. Failure to comply with this requirement may result in sanctions being imposed and/or civil penalties being applied.
The other work-related accredited course owned by the three sectors, 30981QLD Certificate II in Workplaces Practices, is accredited by ASQA until 28 November 2016 and there are no issues in enrolling new students in 2013–2016. The course 30981QLD is a 220-hour course, while 30971QLD and 30970QLD were both 110 hour courses.
The QSA is unable to provide further information or advice about alternative courses as it is a school RTO’s responsibility to decide on VET offerings to meet their clientele’s needs.
