REPORT

The purpose of this report is to present to Council the recommendations of the Local Traffic Committee (LTC) for September 2017. In accordance with the "RMS Delegation of Authority" and the recommendations contained within Council’s resolution of the 27th May 2014, the LTC recommendations are included in this report for consideration by Council.

There was no face-to-face meeting in September. The following matters were reported electronically to the members of the LTC via email. Member’s individual responses and comments are reported as received. Six items were dealt with.

ELECTORATE – HAWKESBURY

ITEM-1 2017 ‘BRIDGE TO BRIDGE’ WATER SKI CLASSIC – TRAFFIC MANAGEMENT ARRANGEMENTS IN THE HILLS SHIRE

TECHNICAL OFFICER’S RECOMMENDATION TO LTC

Council raise no objection to traffic management arrangements associated with the 2017 Bridge to Bridge Water Ski Classic to be held on Sunday 19 November 2017 subject to:

a) the event being classified as a Class 1 event in accordance with the

‘Guide to Traffic and Transport Management for Special Events’;

b) the Committee endorsing the Special Event Transport Management Plan prepared by the NSW Water Ski Federation Ltd;

c) the Traffic Management Plan be forwarded to the Hawkesbury Local Area Command and RMS for their concurrence to hold the event;

PAGE 127 d) signs advising of the ferry closures being installed at least two weeks

prior to the event on the immediate approaches to the ferries on Sackville Ferry Road, River Road and Old Northern Road, and at the intersections of:

• Wisemans Ferry Road and Sackville Ferry Road;

• Sackville Ferry Road and River Road;

• Wisemans Ferry Road and Cliftonville Road;

• Cliftonville Road and River Road;

• River Road and Old Northern Road;

e) the event organisers holding Public Liability Insurance in the minimum amount of $10 million;

f) approval from the NSW Police Force to hold a public assembly;

g) approval for the event being obtained from Hornsby Shire Council and Hawkesbury City Council and the event organisers complying with any conditions of approval imposed by those Councils;

h) approval to conduct the event on the Hawkesbury River being obtained from the maritime branch of Roads & Maritime Services;

i) approval being obtained from Roads & Maritime Services to temporarily suspend the operation of the Wisemans Ferry, Webbs Creek and Sackville ferries;

j) approval being obtained from Hawkesbury City Council to temporarily suspend the operation of the Lower Portland ferry;

k) approval being obtained from the Transport Management Centre through the granting of a Road Occupancy Licence;

l) a public notice advising of the event and road closures being placed in the local press at least two weeks prior to the event;

m) written notification being provided to NSW Ambulance Service, Fire &

Rescue NSW, The Hills State Emergency Service, Hawkesbury State Emergency Service, The Hills Rural Fire Service and Hawkesbury Rural Fire Service, at least two weeks prior to the event;

n) written notification being provided to all residences and businesses on both sides of the section of the Hawkesbury River that may be affected by the event at least two weeks prior to the event, with the notification including a contact name, email address and phone number;

LTC MEMBER COMMENTS RECEIVED

RMS – “RMS has no objection to the special event subject to the event being classified as class 1 event and the traffic management plan to be submitted to Transport Management Centre (TMC) for their concurrence to hold the event.”

Member for Hawkesbury – No comments received Police – “No objections to the recommendation”

Approval be given for the installation of regulatory signage adjoining the North Kellyville Square Shopping Centre on Hezlett Road, Withers Road and the Barry Road extension in accordance with Attachment 1 to the report.

Manager’s Comment

Since this report to the LTC was prepared and distributed to members, Council has received representations from Australia Post regarding the placement of a mail box on the Withers Road frontage of the shopping centre. Given the level of residential development in the North Kellyville area and the likely demand for mail services, the provision of a mail box at this location is supported. In order to accommodate the mail box it is proposed to create a six metre long

‘No Parking Australia Post Vehicle Excepted’ zone on the departure side of the proposed ‘Bus Zone’. This will result in the loss of one of the proposed one hour time limited on-street parking spaces. The proposal has been forwarded to the Police and RMS and no objections have been received.

LTC RECOMMENDATION TO COUNCIL

Approval be given for the installation of regulatory signage adjoining the North Kellyville Square Shopping Centre on Hezlett Road, Withers Road and the Barry Road extension in accordance with Attachment 1 to the report subject to a six metre long ‘No Parking Australia Post Vehicles Excepted’ zone being created adjacent to the departure side of the proposed ‘Bus Zone’.

ITEM-3 COMMERCIAL ROAD, ROUSE HILL – RELOCATION OF EXISTING BUS STOPS

TECHNICAL OFFICER’S RECOMMENDATION TO LTC Approval be given for:

a) the relocation of the existing bus stops in Commercial Road, Rouse Hill currently located east of McCombe Avenue to new locations between McCombe Avenue and Caddies Boulevard;

b) the installation of new ‘Bus Zone’ and ‘No Stopping’ regulatory signage in the section of Commercial Rd between McCombe Avenue and Caddies Boulevard in accordance with Attachment 1 to the report.

The extension of the ‘No Stopping 8.00am-9.30am and 2.30-4.00pm School Days’ restrictions on the northern side of Chalet Road, Kellyville from the western boundary of No.22 to the driveway of No.16, be approved.

ITEM-6 ANNABELLE CRESCENT, KELLYVILLE – PROPOSED EXTENSION OF PART-TIME PARKING RESTRICTIONS

TECHNICAL OFFICER’S RECOMMENDATION TO LTC

The installation of an additional 25 metres of ‘No Parking 8.00am-9.00am and 2.00pm-3.30pm School Days’ restrictions from the end of the existing parking restrictions at No.31 Annabelle Crescent to the electricity pole in front of No.35 Annabelle Crescent, Kellyville be approved.

LTC RECOMMENDATION TO COUNCIL

The installation of an additional 25 metres of ‘No Parking 8.00am-9.00am and 2.00pm-3.30pm School Days’ restrictions from the end of the existing parking restrictions at No.31 Annabelle Crescent to the electricity pole in front of No.35 Annabelle Crescent, Kellyville be approved.

IMPACTS Financial

The Recommendations of Items 1 to 6 will have the following financial impacts:

Item 1

No financial impact on Council.

Item 2

The estimated cost of the regulatory ‘1 Hour Parking 8am -6pm’, ‘No Stopping’, ‘Bus Zone’ and ‘No Parking Australia Post Vehicles Excepted’ signage is $3,200 and will be funded from Council’s signage and linemarking budget.

Item 3

The Bus Stop signs will be relocated by Hillsbus.

Construction of concrete slabs for disability access at each bus stop will be undertaken by Council at an estimated cost of $1,000. Funding of $150,000 has been provided for this work from Project 61005 (Bus Shelter Construction, DDA Compliance) in the 2017/18 Works Program. To date $48,511 has been expended or committed.

The estimated cost of the changes to the regulatory signage is $800 and will be funded from Council’s signage and linemarking budget.

Item 4

The estimated cost of the double centrelines is $1,100 and will be funded from Council’s signage and linemarking budget.

Item 5

The estimated cost of the ‘No Stopping 8.00am-9.30am and 2.30-4.00pm School Days’

signage is $600 and will be funded from Council’s signage and linemarking budget.

Item 6

The estimated cost of the ‘No Parking 8.00am-9.30am and 2.30-4.00pm School Days’

signage is $400 and will be funded from Council’s signage and linemarking budget.

The Hills Future - Community Strategic Plan

The operation of the Local Traffic Committee ensures that local traffic conditions are safely managed for the benefit of the local community.

RECOMMENDATION

Council adopt the recommendations of the Local Traffic Committee for September 2017 as detailed in the report.
