REPORT
The purpose of this report is to present to Council the recommendations of the Local Traffic Committee (LTC) for July 2016. In accordance with the "RMS Delegation of Authority" and the recommendations contained within Council’s resolution of the 27th May 2014, the LTC recommendations are included in this report for consideration by Council.
There was no face-to-face meeting in July. The following matters were reported electronically to the members of the LTC via email. Member’s individual responses and comments are reported as received. Thirteen items were dealt with.
ELECTORATE – CASTLE HILL
ITEM-1 BRIDGEWOOD DRIVE, BEAUMONT HILLS – PROPOSED CHILDREN’S CROSSING
TECHNICAL OFFICER’S RECOMMENDATION TO LTC
A Children’s Crossing be approved for installation on Bridgewood Drive, Beaumont Hills in accordance with Attachment 1 to the report.

RMS – “No objection to the proposal subject to Council confirming that adequate stopping sight distance and intersection sight distance is achieved for/to vehicles to/from pedestrians utilising the crossing. ITEM-3 CAMROSE STREET, KELLYVILLE – PROPOSED INTERSECTION TREATMENT AT HEZLETT ROAD

The installation of a Give Way control with associated linemarking and a median island at the intersection of Hezlett Road and Camrose Street, Kellyville be approved in accordance with Attachment 1 to the report.

RMS – “No objection to the proposed Give Way linemarking and signposting. However further details such as function of the median island and detailed plans for the proposed median island are required. If it is intended to act as a pedestrian facility with a gap in the island, then detailed plans along with turning path assessment is required to ensure adequate clearances to pedestrians are available based on 12.5m vehicles turning paths as per RMS supplements.”

Manager’s Comment
Council’s Design Engineer has advised that the proposed median island will accommodate the turning path of a waste truck. However he has confirmed that it will not accommodate the turning path of a 12.5m truck which is approximately 4m longer than a waste truck. Given the comments received from RMS, construction of the proposed median island should not proceed.
The Committee’s recommendation has been amended accordingly.

ELECTORATE – SEVEN HILLS
ITEM-4 VALERIE AVENUE, BAULKHAM HILLS – DOUBLE CENTRELINE MARKING
TECHNICAL OFFICER’S RECOMMENDATION TO LTC
A 10 metre length of double centreline with RRPMs and a ‘Stop’ sign holding line be provided in Valerie Avenue, Baulkham Hills at the intersection of Old Windsor Road as shown on the attached locality plan.
LTC MEMBER COMMENTS RECEIVED
RMS – “No objection to the provision of Stop (TF) line marking, however following comments are provided regarding the proposed Unbroken(BB) lines:
Are cars/heavy vehicles turning left/right from Old Windsor Road able to turn into Valerie Avenue when a vehicle is stopped at the BB lines in Valerie Avenue? Can you please provide turning paths to ensure, vehicles will not be forced to breach Road Rules every time they need to turn in/out of the side road.”
Manager’s Comment
A copy of the turning path diagram for a waste truck was forwarded to the RMS. The diagram showed that a waste truck can make the left and right hand turns from Old Windsor Road into Valerie Avenue without crossing the proposed double centreline. No further comments have been received from RMS.

The operation of the Local Traffic Committee ensures that local traffic conditions are safely managed for the benefit of the local community.
RECOMMENDATION
Council adopt the recommendations of the Local Traffic Committee for July 2016 as detailed in the report.

REPORT
Bridgewood Drive, Beaumont Hills is a 6 metre wide road which provides a link between Sanctuary Drive and Ironbark Ridge Road. A roundabout has been constructed at the intersection of Bridgewood Drive and Ironbark Ridge Road. Ironbark Ridge Public School is located on the northern side of Ironbark Ridge Road.
To pick up their children from Ironbark Ridge Public School, parents park in Bridgewood Drive and walk toward the school. They then cross Bridgewood Drive at pedestrian ramps located approximately 15 metres south of the roundabout.
As housing development has continued to occur in the school’s catchment area, Council’s Road Safety Officer has observed that traffic and pedestrian volumes in Bridgewood Drive have gradually increased to the point where the warrants may be met for a Children’s Crossing. This would improve safety at this crossing point and is supported by separate representations received from parents.
Pedestrian and vehicle counts were taken in Bridgewood Drive on 2 May and 3 May, 2016.
The vehicle and pedestrian counts indicate that this location meets the warrant of at least 50 vehicle per hour in both directions and 20 or more children crossing the road within 20 metres of the proposed crossing in two one hour periods before and after school as indicated in the table below.

A letter has been sent to the affected residents in Bridgewood Drive notifying them of this proposal and as there is already existing fulltime ‘No Stopping’ restrictions along this section of Bridgewood Drive due to the width of the road, no additional parking restrictions will be required. No responses have been received.
It is planned to remove the existing pedestrian ramps on Bridgewood Drive in close proximity to the roundabout and relocate them about 8 metres south to provide a safer location for the Children’s Crossing with better sight distance from the roundabout.
CONCLUSION
The installation of a Children’s Crossing on Bridgewood Drive, Beaumont Hills will improve safety for school children walking to and from Ironbark Ridge Public School.

REPORT
A report was previously considered in April 2016 by the Local Traffic Committee regarding the Hills Shire Council’s Civic Events team’s request for approval to regulate traffic in conjunction with the 2016 Sydney Hills Christmas Sky Show on Castle Hill Main Street (Old Northern Road between Showground Road and Crane Road/Castle Street).
The following road closures were approved on Castle Hill Main Street to occur over a seven week period from Wednesday, 16 November 2016 to Friday, 6 January 2017 at various times as listed below.
• Bump In & Installation: Wednesday, 16 November to Thursday, 24 November overnight 5pm to 6am.
• Launch Event: Friday, 25 November, 12 midday to 12 midnight.
• Event Operational: Saturday 26 November to Friday 31 December each night 5pm to 11pm.
• New Year’s Eve: 12 midday on Saturday, 31 December 2016 to 2am on Sunday, 1 January 2017.
• Bump Out & Dismantle: Monday, 2 January to Friday, 6 January, 2017 overnight 5pm to 6am.
An amendment has now been made to the original approved road closure times on New Year’s Eve, Saturday 31 December, with the amended time of the road closure on this date to be from 8.00am on Saturday 31 December 2016 to Sunday 1 January, 2017 at 2.00am.
Support from the Local Traffic Committee for this additional four hour road closure on Saturday 31 December is requested.

A Customer Service Request has been received from a resident regarding the safety of the four way intersection of Curtis Road, Camrose Street and Hezlett Road, Kellyville. The resident has requested that consideration be given to the installation of a ‘Give Way’ sign with associated linemarking on the Camrose Street leg of the intersection.
REPORT
Hezlett Road is classified as a Sub-Arterial Road under Council’s Road Hierarchy and has a sign-posted speed limit of 60 Km/h.
Although the intersection of Curtis Road at Hezlett Road is currently controlled by a ‘Give Way’ sign, the holding lines are badly faded and need to be re-linemarked. Instructions have been issued for this work to be carried out. However the intersection of Camrose Street at Hezlett Road has no signs or holding lines to indicate priority.
Based on Australian Standard AS 1742.2-2009 – Part 2: Traffic Control Devices for General Use, controls are required at all non-signalised intersections in the following manner:
a) GIVE WAY signs shall be provided at all intersections with four or more legs.
b) GIVE WAY signs shall be provided at any three-way intersections where the layout is such that it is not clear how or whether the T-intersection rule would operate, for example, at a Y-intersection.
c) GIVE WAY signs should be used for road safety reasons at unsignalised T- intersections where the continuing road (i.e. the bar of the T) is an arterial or sub-arterial road, urban or rural.

A review of RMS accident data from last five years (2009-2014) indicated that there were no accidents recorded at this intersection.
To improve the safety of the intersection and ensure compliance with the Australian Standard, it is recommended that ‘Give Way’ signs with associated linemarking be provided in Camrose Street at the intersection of Hezlett Road.
A site inspection of the intersection found that there is an existing median island in Camrose Street between Hezlett Road and Bramall Lane, approximately 7 metres east from the proposed holding line in Camrose Street. To comply with Australian Standard AS 1742.10 Pedestrian Control and Protection, it is proposed to modify the existing median island as detailed in Attachment 1.
IMPACTS Financial
The estimated cost of modifying the existing median island in Camrose Street is $4,200.
Funding for this work is available within the budget provision for Minor Traffic Facilities in the 2016/17 Capital Works Program under Project 610011. Funding for the ‘Give Way’ sign and holding lines will be provided from Council’s existing signposting and linemarking budget.

A Customer Service Request has been received from a resident regarding vehicles in Valerie Avenue, Baulkham Hills being parked too close to the intersection of Old Windsor Road.
REPORT
Valerie Avenue is approximately 8 metres wide with unrestricted parking on both sides of the street. A ‘Stop’ sign exists in Valerie Avenue at the intersection of Old Windsor Road.
The resident claims that it is difficult for motorists in Old Windsor Road to turn left into Valerie Avenue when vehicles are parked on both sides of Valerie Avenue near the intersection.
According to NSW Road Rule 170 “Stopping in or near an intersection”, a driver must not stop on a road within 10 metres from the nearest point of an intersecting road at an intersection without traffic lights.
Furthermore, in accordance with Section 5.3.9 of AS 1742.2-2009 (Manual of Uniform Traffic Control Devices), there must be a 10 or 12 metres long continuous dividing line marked wherever the sealed pavement width is more than 6 metres on an intersection approach controlled by ‘Stop’ or ‘Give Way’ signs.
An inspection of the intersection found that no double centreline was provided.
Furthermore there was no holding line associated with the ‘Stop’ sign.
To reinforce the road rule at the intersection and reduce the likelihood of a potential head on collision between vehicles turning into and out of Valerie Avenue, it is suggested that the missing holding line be repainted and a 10 metres double centreline marking with RRPMs be provided from the holding line. Due to the length of the proposed double centreline, no on-street parking spaces will be lost.
