COMMUNITY FORUM 337 HILLS MUSIC ACADEMY
Mr Gary Clark from the Hills Music Academy confirmed a meeting was held last September with the Mayor and Manager – Community, Economic Development & Venues regarding the proposal to apply the function hire rate on Thompson Hall on Friday and Saturday nights. During this meeting it was agreed the Academy would continue to pay the community rate and recently a further extension was granted to the end of this year.
Mr Clark noted the Academy had been rehearsing on Friday evenings for 35 years and were now being asked to either change the evening of the rehearsal or move to another venue. From a survey of their members it showed that to change the night and remain in the same venue would result in them losing between 60-70% of their membership. Mr Clark advised a lot of their members are busy on other nights playing in other bands, with sporting commitments or part time jobs.
Thompson Hall was built and designed specifically regarding acoustics, storage and external access and to move to Stamford Hall would require a lot of modifications and raised issues with acoustics, the reverberation rate in the hall, restricted access and storage issues. Mr Clark advised the Academy was willing to negotiate but would like a decent chance at being able to stay there.
The Mayor and General Manager agreed to meet with the Academy’s representatives to work through the issues.

340 RESOLUTION
1. Council write to the City of Parramatta Council to seek support to initiate a planning proposal to create two LEPs based upon the new Local Government Areas.
2. Once support is received from the City of Parramatta Council, prepare a Planning Proposal to split The Hills Local Environmental Plan 2012 into two new local environmental plans to reflect the change in local government area boundaries between The Hills Shire and the City of Parramatta Councils and forward it to the Department of Planning and Environment for a Gateway Determination.

ITEM-6 PROPERTY DEALINGS RELATING TO DEVELOPMENT MATTERS
343 RESOLUTION Council consent to:
1. The cancellation of a variable width right of access from the title of Lots 214, 225 and 226 DP 1166115 (12 Flegg Street and 9 to 11 Farnsworth Road, Kellyville), and the cancellation of a 1.5 wide easement to drain water from the title of Lots 201, 213, 214 and 226 DP 1166115 (36 Gum Nut Close, 9 and 12 Flegg Street and 11 Farnsworth Road, Kellyville) and the seven request documents be authorised for execution under Council seal and returned to the applicant upon the issuing of a Subdivision Certificate for the adjoining development over Lot 3 DP 242713.
2. The cancellation of a temporary public access easement variable width and 6m wide from the title of Lot 14 DP 1177830 and Lots 36, 53, 54 and 55 DP 1199956 (36 Lumsden Avenue, 17 and 18 Armbruster Avenue and 46 to 48 Oxlade Street, Kellyville) and the two request documents be authorised for execution under Council seal and returned to the applicant.

ITEM-9 ASSIGNMENT OF LEASE OF 265 OLD NORTHERN ROAD, CASTLE HILL
345 RESOLUTION
Council approve the assignment of the Lease for 265 Old Northern Road, Castle Hill from Arc Hill Pty Ltd as the Trustee for Asfour Unit Trust to ATGPPMS Pty Ltd as Trustee for Anytime Fitness Castle Towers Unit Trust with the Lease authorised for execution under seal.
Councillor Dr Lowe having previously declared a non-pecuniary and less than significant conflict of interest remained in the room.

347 INFRASTRUCTURE WITH FUTURE DEVELOPMENTS IN THE SHIRE
Councillor Thomas made a comment that with all the signs of developments springing up in the Shire, there is a lack of infrastructure to accommodate the traffic. Councillor Thomas asked whether Council could engage with the State Government to start planning for infrastructure on our roads.
The Mayor replied that Council is already in discussion with Officers from the State Government on this issue and Council can only keep up the pressure with more meetings.
348 SCHOOL BUSES USING WARWICK PARADE, CASTLE HILL
Councillor Dr Lowe advised that he wrote to the Local Area Commander (LTC) about the right turn in to Warwick Parade, which was referred to the Local Traffic Committee some months ago and the signs had been changed. The Local Area Commander who Clr Dr Lowe personally thanked has advised that a number of fines were issued for people turning right into Warwick Parade. Councillor Dr Lowe commented that the buses can quite conceivably use Whitling Avenue, Castle Hill which is wider and more easily accessible and will take away the “Rat Run” through Cecil/Warwick Parade. Clr Dr Lowe advised that he has a vested interest in this matter as he has a grandson who plays in that area. Clr Dr Lowe has numerous video footage of cars racing through this road at very high speeds, which he will hand over to the Local Area Commander. Clr Dr Lowe thanks the LTC for the work they have done.
349 NO STANDING/NO STOPPING SIGNS – 79 CASTLE STREET, CASTLE HILL
Councillor Dr Lowe had requested at the Council Meeting of 14 June 2016 for the missing No Standing /No Stopping sign outside 79 Castle Street, Castle Hill to be replaced. The sign has still not been replaced. Can this be looked at?
Councillor Dr Lowe also asked for increased Ranger monitoring along this road particularly during the hours of 14.45pm – 15.15pm as there a number of people constantly parking behind the disabled spots that are on the private area when patrons are trying to exit the Bowling Club.
The General Manager advised that he would take the matter on notice.
350 NO SMOKING IN MAIN STREET – CASTLE HILL
Councillor Dr Lowe advised that there is constant flouting of Council’s signs along Main Street where there is a $1,000 fine for people that get caught smoking. Councillor Dr Lowe also mentioned that he has not seen a Ranger on Main Street other than during the Christmas Spectacular. Can Council increase the activity of Rangers and start issuing fines to people who disobey the signs and also work with QIC Security to monitor the area.

351 JOHN BENYON PARK, KENTHURST
Councillor Preston advised that on a tour around the John Benyon Park, Kenthurst on Saturday, she met up with John Benyon and Paul Rapp who have raised a number of issues with her that Council can work with them on. Councillor Preston will pass them to the appropriate officer.
John Benyon also advised that the Orange Blossom Festival event is coming up and that Rotary was going to organise the Orange Blossom activities in John Benyon Park, Kenthurst. John Benyon advised that Rotary was given a Community Event Application Form (twenty-one page document) to complete. Councillor Preston advised that this function was to be held on private land in the park, which is the Rotary Park; Council does not own the land. Can Council please have a look at reducing the number of pages on the application form?
The Group Manager Customer Services replied that he become aware of this matter today and will take it on board and have it sorted.
352 TRANSITIONAL ARRANGEMENTS - BUSH CARE GROUPS IN THE NORTH ROCKS AND OATLANDS SECTIONS
Councillor Jefferies advised that the Groups are inquiring about the transitional arrangements in place for Bushcare Groups in the North Rocks and Oatlands moving forward. There is uncertainly in terms of which Council will be assisting them. Can Council please have discussions with the Groups?
The General Manager advised that he would take the matter on notice.
353 ARTICLE IN THE HILLS SHIRE TIMES – ‘PLAN SEEKS A BITE OF THE CHERRY”
Councillor Jefferies mentioned the article that was written by Angela Ranke in the Hills Shire Times today regarding West Pennant Hills or Cherrybrook and asked for an update in terms of where Council is at with this particular application?
The Group Manager, Strategic Planning advised that this application has been received by Council. It is not necessarily in the form it was presented either at the Mayoral meeting or at the pre-lodgement meeting. This information has been accessed on Council’s Website through the DA Tracking System. It is in an assessment stage and has to be reported to a Councillors Workshop.
354 TRAFFIC ON NEW LINE ROAD, CHERRYBROOK
Councillor Haselden asked whether Council has communicated its concerns about New Line Road to the Minister.
The Group Manager, Strategic Planning answered that the Council has raised the matter with the Minister.
