ITEM-2 ACCELERATED INFRASTRUCTURE FUND - DRAFT NOMINATIONS AND FUNDING AGREEMENT (FP53) A MOTION WAS MOVED BY COUNCILLOR COLLINS OAM AND SECONDED BY COUNCILLOR DR GANGEMI THAT the Recommendation contained in the report be adopted.

220 RESOLUTION
1. Council note the submission of formal applications (provided as Attachments 1-6 to this report forwarded under separate cover) to the Department of Planning, Industry and Environment nominating the following infrastructure projects for Accelerated Infrastructure Funding:
a) Balmoral Road Reserve (Playing Fields);
b) Construction of Hezlett Road Upgrade;
c) Signalisation of Hezlett Road and Samantha Riley Drive Intersection;
d) Samantha Riley Drive Reserve (Playing Fields);
e) Signalisation of Withers Road and Barry Road Intersection
f) Construction of Withers Road upgrade (including Bridge over Smalls Creek)
2. Council provide in-principle agreement to fast-track, to the maximum extent possible, the delivery of any of the nominated infrastructure projects, if approved for Accelerated Infrastructure Funding by the Minister for Planning and Public Spaces.

The proposed linemarking at the intersection of Old Pitt Town Road and Kewney Street, Box Hill be approved in accordance with Attachment 1 to the report.

ITEM-5 LTC RECOMMENDATION APRIL 2020 - LES SHORE PLACE, CASTLE HILL - PROPOSED REMOVAL OF 'BUS ZONE' AND INSTALLATION OF 'NO STOPPING' RESTRICTIONS
223 RESOLUTION
Council endorse the removal of the existing ‘Bus Zone’ restrictions on Les Shore Place, Castle Hill and their replacement with ‘No Stopping’ restrictions as detailed in Figure 4 in the report.

ITEM-7 LTC RECOMMENDATION APRIL 2020 - SOLENT CIRCUIT AND NATURA RISE, NORWEST - PROPOSED PARKING RESTRICTIONS
225 RESOLUTION
Council endorse the changes to on-street parking adjoining No. 38 Solent Circuit and No. 2 Natura Rise, Norwest as detailed in Figure 3 in the report.

226 RESOLUTION
Council consent to the release of a temporary right of access and two temporary drainage easements from the title of Lot 400 DP 1248734, Nos. 59-79 Flemington Parkway, Box Hill and the Section 88B instrument instrument accompanying the final plan of subdivision relating to Development Consent 1130/2016/ZB be authorised for execution under Council seal.
ITEM-9 PROPOSED LAND ACQUISITION OF 30 HYNDS ROAD, BOX HILL
227 RESOLUTION
MINUTES of the duly convened Ordinary Meeting of The Hills Shire Council held in the Council Chambers on 12 May 2020
$2,950,000 plus GST, payment of the statutory amount at settlement for disadvantage costs resulting from relocation and disturbance costs as outlined in this report with a Contract, Deed & Transfer authorised for execution under seal.
2. Upon acquisition, Council classify Lot 1 DP 621465 as “Operational” Land pursuant to Section 25 of the Local Government Act 1993.
3. Council agree to the owners remaining in occupation of the dwelling under license rent free for a maximum period of 12 months from the date of settlement subject to a bond.
ITEM-4 LTC RECOMMENDATION APRIL 2020 - HEZLETT ROAD, NORTH KELLYVILLE - INSTALLATION OF PARKING RESTRICTIONS
A MOTION WAS MOVED BY COUNCILLOR DR GANGEMI AND SECONDED BY COUNCILLOR COLLINS OAM THAT the proposed ‘No Stopping’ signs on the western side of Hezlett Road between Samantha Riley Drive and Beaton Street and on the southern side of Beaton Street, North Kellyville be supported generally in accordance with Attachment 2 to the report subject to there being no restrictions from 10 metres to the north of the shopping centre driveway to 10 metres south of the Beaton Street intersection.
THE MOTION WAS PUT AND CARRIED.
228 RESOLUTION

ITEM-10 TENDER T20/44 - WAVES FITNESS & AQUATIC CENTRE A MOTION WAS MOVED BY COUNCILLOR DE MASI AND SECONDED BY COUNCILLOR HASELDEN THAT

230 SAFE CROSSING VICTORIA AVENUE AND CARRINGTON ROAD, CASTLE HILL
Councillor Tracey received a concern from a resident who frequently crosses Victoria Avenue, Castle Hill near the junction of Carrington Avenue that cars are travelling at upwards speeds of 80km/hr and is finding it hard to cross safely along with many in the community. Are there any plans for signalisation/crossing on Victoria Avenue as there are none along the whole street of Victoria Avenue (Light Industrial Corridor)?

231 TABLED EMAILS – SAFE PEDESTRIAN ACCESS TO SHOPS AT BAKER CRESCENT, BAULKHAM HILLS
Councillor Tracey tabled emails from Nicola Riches and Queeny Stafford of Baulkham Hills regarding concerns they have around safety on Baker Crescent and Cross Street, Baulkham Hills where families and local residents cross Baker Crescent to get to and leave the shops, crossing via the car park and weaving through oncoming traffic from Cross Street. The residents are calling on a change to the road layout and/or a pedestrian crossing. Can Council address this issue and respond to the residents.
The General Manager advised he would take the matter on notice.
232 GUARDRAILS ON CLIFTONVILLE ROAD, SOUTH MAROOTA
Councillor Dr Gangemi thanked Mark Colburt, Group Manager, Infrastructure & Works, and Luthfor Rahman, Project Officer Asphalt Works for the installation of the guardrails on Cliftonville Road, South Maroota.
233 GABLES, BOX HILL
Councillor Dr Gangemi asked if there was any update from the Geographical Names Board (GNB) regarding the proposed suburb name “Gables”.
The Group Manager, Shire Strategy, Transformation & Solutions advised he received informal feedback from the GNB that they are not going to oppose what Council has requested. Council is yet to receive formal confirmation and will communicate that to the Councillors once received.
234 LEP EXHIBITION
Councillor Dr Gangemi asked if there was any update on when the LEP review may proceed to community exhibition.
The Group Manager, Shire Strategy, Transformation & Solutions advised he received draft Gateway conditions from the Department and have asked a few questions about some of those to clarify some points and seek to amend 1 or 2 administrative matters. Council has also requested an extension to the cut off time to allow Council to go through a proper process of exhibition and come back to them on those items. Council is yet to receive formal responses to those requests but early indications are that it will be okay. Correspondence has since been sent to that effect to the Department.
235 WITHERS ROAD, KELLYVILLE
Councillor Dr Gangemi commented that the 2019/2020 Hills Shire Plan contained $1.07m for design work of Withers Road between Annangrove Road and Mile End Road and asked if there was any update on where Council was with this project?

236 NELSON STREET/KENTHURST ROAD
Councillor Dr Gangemi commented that the 2019/2020 Hills Shire Plan contained $144k for a roundabout on the corner of Nelson Street/Kenthurst Road and asked if there was any update on where Council is with this project?
The General Manager advised he would take the matter on notice.
237 ROAD SIDE COLLECTION RESTRICTIONS
Councillor De Masi witnessed a road side collection on Windsor Road, Kellyville and was alarmed at the amount of household rubbish which was placed on the footpath for collection.
The rubbish stretched for 3 building blocks and he thought it was an abuse of the privilege we give our residents for the service. Can restrictions be made on the amount of household rubbish allowed for pick up so that this is not further abused?
The General Manager concurred with the observations and noted it was an incredible amount of material for a clean-up. The Council does have a fairly broad policy and has not imposed limits at this point.
Councillor De Masi asked whether other Councils have any restrictions on kerb-side collection.
The General Manager replied that other Councils do.
238 RELAY FOR LIFE
Councillor De Masi wanted to highlight that this weekend is “Relay for Life” and because of COVID-19, the relay is going to be a virtual walk and requested his fellow Councillors to look on the Facebook pages or social media for a list of activities planned. Councillor De Masi also acknowledged the Mayor and Councillor Tracey being involved on the ‘Relay for Life”
committee and encouraged everyone to partake in this event
