COMMUNITY FORUM
There were no addresses to Council during Community Forum.
ITEM-2 POST EXHIBITION - PLANNING PROPOSAL, DRAFT DCP AMENDMENTS AND DRAFT VPA FOR 25-31 BROOKHOLLOW AVENUE, NORWEST (6/2019/PLP) A MOTION WAS MOVED BY COUNCILLOR HASELDEN AND SECONDED BY COUNCILLOR UNO THAT the Recommendation contained in the report be adopted.
THE MOTION WAS PUT AND CARRIED.
535 RESOLUTION
1. The planning proposal be forwarded to the Department of Planning, Industry and Environment for finalisation (noting that Council was not issued delegation to make the plan).
2. Draft Part D Section 23 (Norwest Station Site) of The Hills Development Control Plan 2012 (Attachment 1), incorporating the post-exhibition amendments detailed within Section 5 of this report, be adopted and come into force at the time the associated planning proposal is notified.
3. Council enter into the Voluntary Planning Agreement (Attachment 3), incorporating the post-exhibition amendments detailed within Section 5 of this report, and authorise Council’s common seal to be affixed to the Voluntary Planning Agreement.
4. The Voluntary Planning Agreement be executed and registered on the title of the land prior to the planning proposal being finalised.

ITEM-3 COUNCIL OPERATIONS CHRISTMAS NEW YEAR
PERIOD 2021 2022 537 RESOLUTION
1. (a) The Operational Depots close at 1pm Friday 24th December 2021, with emergency response crews operating as detailed in Attachment 2, until Tuesday 4th January 2022.
(b) The Administration Centre and all other areas of Council close at 1pm on Friday, 24th December 2021 and resume operations at 8.30am on Tuesday 4th January 2022. Council’s After Hours Call Centre will during this period to provide limited customer services for customer requests and escalate emergencies according to Council’s normal after hours operating procedures during that time. Security will operate the concierge desk as per normal Saturday and Sunday times on Wednesday 29th, Thursday 30th and Friday 31st December 2021. Other skeleton staff are to be provided as set out in this report.

The Council enters into an arrangement with StateWide Mutual effective from 31 October 2021 (The General Manager be authorised to accept the contribution assessments received in this report and to undertake necessary arrangements to enter the Mutual).
ITEM-6 PROPERTY DEALINGS RELATING TO DEVELOPMENT
MATTERS 540 RESOLUTION
1. Council consent to the release of a restriction on the use of land from the title of Lot 1 DP 1270304, 168-172 Old Pitt Road, Box Hill and the associated document be authorised for execution under seal.
2. Council consent to the release of a restriction on the use of land from the title of Lot 2 DP 1237552, Red Gables Road, Gables and the associated document be authorised for execution under seal.

542 TABLE LETTER - GEORGE THORNTON RESERVE, WEST PENNANT HILLS
Councillor Haselden tabled a letter from Marc Paviour-Smith of West Pennant Hills thanking Council Staff Cameron Lewis and his team for a magnificent job in keeping the reserve suitable for purposes. Could the General Manager make sure that the relevant staff are made aware of the letter?
543 SANTA SOPHIA CATHOLIC SCHOOL
Councillor Dr Gangemi commented that Santa Sophia Catholic School is about to open in the Gables and there are a number of traffic issues in the area including the intersection of Terry/Fontana/Old Pitt Town Road, not yet opened roads, unfinished parking and incomplete footpaths. Can Council reach out to the school to ensure all students and parents get a safety briefing on measures that are recommended to be taken in the local area to minimise risk to pedestrians and drivers?

The General Manager advised that he would take the matter on notice but noted Council is not involved in the Certification or Occupation of the building but from a traffic management issue, Council’s Safety Officer can make contact with the school and look at what initiatives can be taken to assist the school opening.
544 SOCIAL MEDIA POST
Councillor Dr Gangemi commented that in the current environment, Council is getting a high amount of requests for emptying bins in parks, maintenance of parks, filling potholes and neighbourhood issues. Councillor Dr Gangemi is getting a lot of inquiries on how to get these issues resolved. Would Council consider doing a social media post on their Facebook page showing people how the issues can be reported to Council through our website or the snap send solve app?
The General Manager advised that he would take the matter on notice and provide a response.
545 THANK YOU
Councillor Dr Gangemi thanked the Regulatory Services team for conducting a worksite blitz over sites in Box Hill and Gables recently. The blitz has received a lot of positive feedback and residents have commented that a number of sites have sharpened up their act.
