ITEM 2 ACCELERATED INFRASTRUCTURE FUND - REALLOCATION OF REMAINING ROUND 1 FUNDS (FP53)

365 RESOLUTION
1. Council authorise, and commit to, the reallocation of unspent AIF Round 1 Funds to the 13 projects identified within this report, subject to approval from the Minister for Planning.
2. Council authorise the General Manager to prepare and submit any necessary applications to the Department of Planning and Environment to give effect to the reallocation of unspent AIF Round 1 Funds as recommended within this report.
3. Council authorise the Mayor and General Manager to execute Funding Agreements (or amendments to the existing AIF Round 1 Funding Agreements) that give effect to

ITEM 4 LTC RECOMMENDATIONS JULY 2022 - 2022 KENTHURST FAIR AND STREET PARADE
367 RESOLUTION
1. The Kenthurst Fair and Street Parade to be held on Kenthurst Road, Kenthurst on Sunday, 11 September 2022 be classified as a Class 2 event in accordance with the RMS “Guide to Traffic & Transport Management for Special Events.”

2. Council note the Committee’s endorsement of the Traffic Management Plan as submitted by the organisers subject to the deletion of reference to the use of general duties police for traffic control.
3. The amended Traffic Management Plan be forwarded to Transport for NSW and the Police for their concurrence to hold the event.
ITEM 5 LTC RECOMMENDATIONS JULY 2022 - BRAMPTON DRIVE BEAUMONT HILLS – PROPOSED CHANGES TO EXISTING BUS ZONE RESTRICTIONS
368 RESOLUTION
Council approve the alteration of existing full-time ‘Bus Zone’ restrictions in Brampton Drive, Beaumont Hills, as detailed in Attachment 1 to the report.
ITEM 6 LTC RECOMMENDATION JULY 2022 - GIRRALONG AVENUE, BAULKHAM HILLS – PROPOSED PARKING RESTRICTIONS 369 RESOLUTION
Council approve the installation of various parking restriction signage in Girralong Avenue, Baulkham Hills as detailed in Figure 2 in the report.
ITEM 8 REWARD FOR INFORMATION POLICY 370 RESOLUTION
1. Council exhibit the Reward for Information Policy as outlined in Attachment 1 for twenty-eight (28) days.
2. That there being no comments received objecting to the Policy following its exhibition, the Policy be adopted.
ITEM 9 PROPOSED LAND ACQUISITION - PART LOT 13 DP 1238414 AT 64 TABLELANDS STREET, BOX HILL D
OC INFO 371 RESOLUTION
1. Council agree to the purchase of part Lot 13 in DP 1238414 at (being part 64 Tablelands Street, Box Hill) for the amount of $23,500.00 excluding GST (subject to final design and survey), and disturbance costs as outlined in this report with a Contract of Sale and any required Deeds, plans, instruments, transfers and any other associated documents required be authorised for execution under Seal.
2. Upon acquisition, Council classify part Lot 13 in DP 1238414 as “Operational” Land and deemed non rateable pursuant to Sections 25 and 556 of the Local Government Act 1993.

3. Upon acquisition, part Lot 13 in DP 1238414 is to be dedicated as Public Road pursuant to Section 10 of the Roads Act 1993 and the required documents be authorised for execution under seal for lodgement at NSW Land Registry services.
ITEM 10 AMENDMENT TO EXISTING EASEMENT FOR STORMWATER DRAINAGE – LOT 3 DP 514993 – COOLIBAH STREET RESERVE NO. 107, 3Z COOLIBAH STREET, CASTLE HILL
372 RESOLUTION
Council agree to the amendment of the existing easement to drain water in favour of Lot 14 DP 227212, 75 Old Castle Hill Road, Castle Hill, with Plans, Section 88B instruments, Deeds Transfers Granting Easements and all other necessary documents authorised for execution under Seal.
ITEM 11 CREATION OF RESTRICTIONS / POSITIVE COVENANTS – LOT 2000 DP 1261746 ALFRED HENRY WHALING MEMORIAL RESERVE NO 93 41Z-43Z ROXBOROUGH PARK ROAD BAULKHAM HILLS DOC INFO

Council authorise the creation of a Positive Covenant/s and Restriction/s on the Use as the Prescribed Authority on the land within Alfred Henry Whaling Memorial Reserve No. 93, Lot 2000 DP 1261746, 41Z-43Z Roxborough Park Road, Baulkham Hills for the Water Sensitive Urban Design Elements and On-Site Detention system with Section 88D instruments, Deeds and other relevant documents authorised for execution under Seal.
ITEM 3 LTC RECOMMENDATIONS JULY 2022 - SPURWAY DRIVE, NORWEST – PROPOSED WORKS ZONE
A MOTION WAS MOVED BY COUNCILLOR DE MASI AND SECONDED BY COUNCILLOR HODGES THAT the Recommendation contained in the report be adopted.

374 RESOLUTION
1. Council approve the installation of 18 metres of temporary ‘Works Zone 7.00am - 5.00pm Monday – Saturday’ restrictions on Spurway Drive, Norwest, as detailed in Attachment 1 for a period of 65 weeks
2. The General Manager be given delegated authority to approve any future request for an extension to the ‘Works Zone’ up to a maximum of three months beyond the initial 65 weeks

ITEM 7 LTC RECOMMENDATION FOR JULY 2022 - DAVEY ROAD, DURAL – PROPOSED ‘GIVE WAY’ SIGN AND LINEMARKING A MOTION WAS MOVED BY COUNCILLOR HODGES AND SECONDED BY COUNCILLOR HAY OAM THAT
1. Council note the technical officer’s recommendation to the Local Traffic Committee and the recommendation of the Local Traffic Committee to Council, however resolve in the alternative that the Give Way control should be placed at the start of Lancewood Road, rather than across Davey Road, given the greater traffic volumes experienced in Davey Road and noting that there would be no additional financial expense as a result of this revised outcome.
2. This revised resolution be forwarded to the Local Traffic Committee for consideration with any objections to be reported back to Council.
3. If there are no objections raised, the installation of the control is to proceed as per item 1 above.
