Bank stabilisation works

Council has begun preparation works for a major bank erosion stabilisation project on two sites on the Oxley River at Eungella, which were hit hard by the Cyclone Debbie flood event.

In a major boost for the project, around 150 hardwood logs were received from contractors working on the highway upgrade near Grafton.

The logs were provided to Council for the cost of transport only, because the NSW Government has been supportive to use some of the cleared timber for environmental projects.

Large trees with root balls will provide bank toe protection at one site, while the vertical bank will be battered to a stable grade and revegetated.

The upstream site will include around 150 poles driven into the river bed to create a series of log groynes designed to capture sediments and reduce the velocity of flood water, protecting the bank from further erosion.

Rock protection will also be used at both sites to ensure the logs remain in place and protect against erosion until planted revegetation is well established.

Site preparation includes constructing access for machinery and delivery trucks, fencing to control stock, and cutting points into the logs for pile driving. Construction works are due to begin in October and will run for six to eight weeks if favourable weather conditions continue.

The project is funded through Council’s River Health Grant program, with the aim of improving water quality and waterway health in the town drinking water catchment.

Guests enjoy birthday bash

Guests of honour at the 30th birthday celebrations at Council’s Tweed Laboratory Centre last week were, from left, Coordinator of the Tweed Kenya Mentoring Program Olita Ogonjo, Senior Program Leader Waterways Tom Alletson and former Council General Manager Mike Rayner.

All three were pivotal in establishing the mentoring program, which has been providing safe drinking water for the people of Siaya district in western Kenya for the past 10 years.

Speaking at the lab’s 30th birthday celebrations, Mr Ogonjo said that to have a water testing regime in Kenya would be a ‘real mark of success’ for the program.

“(A testing capability) is really significant if you are talking about bad water quality. You need to know what the problem is to build your plan to address it.

“It would make a significant difference.

“Imagine if it was the poor people who could test their own water. What a great contribution that would be to the water supply of my country.”

The Tweed Kenya program aims to increase access to safe water and sanitation, improve community and environmental health for Kenyan families and strengthen the bonds of friendship with the Tweed community.

The program has established water purification stations, known as Safewater Projects, at the main dam supplies of four villages. The dams are shallow, turbid and heavily contaminated by cattle manure.

Mr Ogonjo said Red Cross Kenya recently observed the SafeWater projects during a cholera and typhoid outbreak.

“When it came to the people drinking water from Safewater, there were no outbreaks of disease.”

Mr Ogonjo said when he first saw the Tweed Laboratory and what it could do, it was an ‘ah ha’ moment.

“I really saw the significance of this laboratory and it’s something I still hold dearly to my heart. Yes, yes. It was the ‘ah ha’ moment.”

Recycling icons dirtgirl and scrapboy will be ambassadors for this weekend’s Second Hand Saturday, with scrapboy set to do his garage sale shopping in the Tweed.

The ABC television celebrities, household names among Australian kids, will be two of the most excited treasure hunters when the North Coast’s biggest garage sale event in held on Saturday 23 September.

Tweed Shire will again take bragging rights for having the most garage sales, with more than 200 households and organisations hosting their own sale as part of the event. See the advertisement in this issue of the Tweed Link for a full list of garage sales in the Tweed.

All the sales throughout the Northern Rivers will be listed on the Second Hand Saturday website from Thursday. To help you plan your big day out you can also download the handy new app from App Store or Google Play.

Dirtgirl and scrapboy’s involvement as ambassadors coincides with the launch of their new series Get Grubby TV on ABC Kids and iView. The duo share Second Hand Saturday’s key message of ‘reuse and recycle’ and will

be posting live updates on the dirtgirlworld Facebook page as they explore Saturday’s garage sales.

Second Hand Saturday will include ‘leftovers day’ on Saturday 30 September.

Nominations close soon for community members on a new Seniors Festival Working Group, to plan activities for next year’s event.

The Tweed Seniors Festival will be held by Council from 4 April to 15 April 2018, with activities to be conducted throughout the Tweed.

It replaces Seniors Week which has been organised by a community committee for a number of years, with support from Council.

The new working group will ensure the revised festival continues to have strong community input, to help provide events that are valuable and fun for Tweed seniors and other members of our community.

Spring Topic – Guide Dogs and Assistance Animals

People with vision and mobility impairments use specially-trained animals as disability aids. These trained dogs make it possible for people to live independently at home and in the community. Guide Dogs and assistance animals go everywhere their owners need to go.

You can help by making sure your pet dog (companion animal) is well trained and does not threaten a Guide Dog or assistance animal. This is really important in off-leash areas. When a Guide Dog is attacked, both the dog and its owner can be traumatised and lose confidence. This makes the person and their assistance animal nervous about going out in public and following their usual routines. A person with a vision-impairment cannot see an aggressive dog approaching, so they get little warning and cannot prepare for or try to avoid the attack.

National Disability Insurance Scheme (NDIS)

The NDIS started in Tweed Shire on 1 July 2017. It is a new way of funding disability support.

Tweed Community Services is a registered NDIS service provider. Our service will help with your Support Coordination and Plan Management.

This means we help you make your plan work for you.

This makes sure your NDIS services give you the support you need to participate fully in life and in the community. Dementia not forgotten

Special efforts to include people with dementia will be honoured with a new category in this year’s Tweed Shire Access and Inclusion Awards.

The new Dementia Friendly Community Award acknowledges individuals and organisations who are changing how they do business to be more inclusive of people with dementia.

“September is Dementia Awareness month and a perfect time to nominate people who are doing their bit for improved inclusion,” award coordinator and Council’s Community Development Officer – Aged and Disability, Karen Collins, said.

“This work is supported by the Tweed Dementia Friendly Steering Group and community volunteers.”

To celebrate the new award, this year’s awards ceremony speakers will include Alzheimer’s Australia ambassador Trevor Crosby.

The farmer and businessman was diagnosed with younger onset Lewy Body Dementia in 2014 and has become an enthusiastic Dementia Advocate for Alzheimer’s Australia NSW. He lobbies government at State and National level for change to ensure people with dementia are getting a fair deal.

The Tweed Shire Access and Inclusion Awards are in their fifth year, with many businesses, organisations and individuals recognised for making great contributions to inclusion in the Tweed community.

“This is now even more important with the roll-out of the National Disability Insurance Scheme in the Tweed,” Ms Collins said.

“The success of the scheme relies on people with disabilities being able to their lives like everyone else. That’s why access and inclusion is everyone’s responsibility.”

Noise guidelines updated for airport surrounds

New noise guidelines have been implemented for land surrounding Gold Coast Airport.

The revised Australian Noise Exposure Forecasts (ANEFs) came into effect on 18 July 2017, when the 2017 Gold Coast Airport Master Plan was approved by the Federal Minister for Infrastructure and Transport.

The Master Plan is approved under Federal legislation and addresses development on the airport site during the next five years. However, ANEFs projections are now available out to 2047 and impact on local planning procedures.

Gold Coast Airport is one of Australia’s fastest growing airports, with annual passenger numbers for international and domestic services expected to increase to 16.6 million by 2037.

“While the economic benefits of such growth are welcomed, the potential impact of aircraft noise on residents surrounding the airport needs to be understood,” Council’s Director Planning and Regulation, Vince Connell, said.

“ANEFs provide assistance in understanding the future aircraft noise levels likely to be experienced, and help to guide Council in the assessment of development proposals on land surrounding the airport.”

The 2017 Gold Coast Airport Master Plan and ANEFs can be viewed on the Gold Coast Airport website www.goldcoastairport.com.au after 20 September.

NSW SES in partnership with Tweed Shire Council invite interested members of the Chinderah/Fingal Head/Kingscliff, and Murwillumbah communities to attend a post flood Community Action Workshop in your local area. Let’s look at ways we can work together to address issues at a local level.

The aim of the workshops is to:

• Build a local team to work with NSW SES, Council and other agencies

• Find solutions to the problems you face

• Decide local actions to help your community prepare and respond

Please note that two workshops have been organised for the Murwillumbah area targeting Murwillumbah residents and CBD businesses/industrial area in separate workshops.

Byrrill Creek bridge funds

Council has successfully secured $2.17 million in Federal Government funds to meet half the estimated cost of a new concrete bridge across Byrrill Creek at Terragon.

The current bridge is a one-lane temporary wooden bridge built from timbers recovered from the former bridge washed away in the March/April 2017 floods. The flood took not only the bridge deck downstream but also parts of both abutments.

To restore access to the residents of Byrrill Creek and Cedar Creek roads, Council purchased additional bridge girders and recovered as much of the washed-away timbers as possible to build a one-lane crossing within weeks of the flood.

It then applied to the Federal Government for funds to build a new concrete bridge, knowing the temporary bridge also would be prone to flooding and a more permanent solution was needed.

The new concrete bridge will be two metres higher and will be designed to allow floods to go over the deck without damaging the structure.

It will be built downstream of the existing timber bridge and construction will start around 2019.

The bridge will be 40-metres long, have an 8.2 metre deck (two standard- width traffic lanes plus shoulders) and traffic barriers on either side.

The alignment of both approaches to the bridge will be improved.

“Initially we considered different locations and alignments for the new bridge to assist with flood protection and traffic at the intersection of Kyogle Road and Byrrill Creek Road, however those options would have added several million dollars to the cost,” Manager Roads and Stormwater Danny Rose said. “While the approaches to the new bridge will be improved, the existing intersection will be retained and we will need to look at other ways to improve traffic safety at this intersection.”

The new bridge will cost $4.35 million, based on initial estimates.

Worthy locals receive their Queen’s Birthday Honour medals

A number of local recipients of Queen’s Birthday Honours attended an Investiture Ceremony in Sydney recently to receive their awards.

They included Harlie Axford from Chillingham (pictured, far left image with Tweed Shire Council General Manager Troy Green), who was recognised for his services to drama and music and Murwillumbah Hospital Unit Director Dr John Moran AM of Murwillumbah (pictured near left), who was honoured for his services to medicine in northern NSW.

Tweed Shire Council General Manager Troy Green PSM received the Public Service Medal for his services to the community. Other recipients of Queen’s Birthday Honours from the Tweed were Judy Birmingham AM of Pottsville, recognised for services to academia in historical archaeology, Desmond Turner OAM of Banora Point for services to snooker and Janet Woods OAM of Banora Point for services to the community as a Pink Lady hospital volunteer.

Playful market-ing by the Regional Museum

Visitors to the Murwillumbah Farmers Market on Wednesday 27 September will be invited to ‘Come and play with the Museum’.

Tweed Regional Museum will host two free events at the markets from 8 to 10am. Kids will be able to create their own museum, by placing mini objects on mounts and writing labels for their objects. They will also be able to write a letter and send it anywhere in Australia, as part of the Museum’s

‘Signed, Sealed, Delivered’ exhibition.

On Thursday 28 September, the Tweed Regional Museum, Murwillumbah will host a Greenscreen Photo Booth activity for school holidays.
