Release 3.0 of SIS10 Sport, Fitness and Recreation Training Package

Purpose

To advise school RTOs that there has been a new release of the SIS10 Sport, Fitness and Recreation Training Package and to explain the transition arrangements for RTOs with SIS10 qualifications on their scope of registration. RTOs intending to offer and deliver the revised SIS10 qualifications must apply to have these on their scope of registration as soon as possible.

Background

Release 1.0 of the SIS10 Sport, Fitness and Recreation Training Package was replaced by Release 2.0 on 6 March 2013 (memo number 027/13). Release 3.0 was endorsed by the National Skills Standards Council (NSSC) on 5 December 2013 and published on the national register, training.gov.au, on 14 December 2013. RTOs are advised of the Australian Skills Quality Authority’s (ASQA) General direction: Transition & teach-out as summarised below.

For continuing students who are currently enrolled in SIS10 qualifications:

• the RTO must transfer continuing students of the superseded qualification into the replacement qualification as soon as practical but no later than 13 December 2014

• the RTO may continue to deliver training and assessment services and issue awards to current students of the superseded SIS10 qualifications from Release 2.0 who would be genuinely disadvantaged if required to transfer to the replacement qualification. However, RTOs can only deliver the superseded qualifications up to 13 June 2015

• students who have not completed superseded SIS10 qualifications by 13 June 2015 must be transferred to the new qualification.

For new students who want to enrol in Release 3.0 SIS10 qualifications:

• the RTO must commence new enrolments in SIS10 qualifications from Release 3.0 as soon as practical but no later than 13 December 2014

• the RTO should not enrol new students in superseded SIS10 qualificationsfrom Release 2.0 after the replacement SIS10 qualifications from Release 3.0 are on its scope of registration

• during the teach-out period 14 December 2014 to 13 June 2015, the RTO must not enrol students and/or commence delivery in superseded SIS10 qualifications from Release 2.0.

All qualifications listed above are deemed as equivalent as the intent of the qualifications remains unchanged. However, the core first aid unit has been updated in all the qualifications listed above. The new first aid unit, HLTAID003 Provide first aid is not equivalent to HLTFA311A Apply first aid or any other superseded version of ‘apply first aid’ units. The reason for this is there were significant changes to elements and performance criteria and new evidence requirements for assessment, including volume and frequency requirements. In addition, assessors must hold a current advanced first aid certificate or have at least three years’ experience as a health professional, nurse or emergency services provider.

Evidence requirements

All applications will require the following information to be provided in addition to what is requested by the Change RTO scope of registration application form:

• evidence that at least one trainer/assessor at the school RTO holds a current advanced first aid certificate; or

• evidence that at least one trainer/assessor at the school RTO has at least three years’ experience as a health professional, nurse or emergency services provider; or

• evidence that the school RTO has an agreement with another RTO for the delivery of HLTAID003 Provide first aid.

What you need to do

If you intend to transition existing students to SIS10 Release 3.0 or deliver the new qualifications, you need to identify the new qualifications, packaging rules and units of competency and submit an Application to change RTO scope of registration form within the required timeframes.
