The following amendments, additions, deletions and changes apply to and form part of the Code. Ultimately, this document will incorporate amendments, additions, deletions and changes to Part 1 'Planning and Design' of the Code to form a complete supplement to the Code.

Interpretation

The release of a hold may also be subject to an inspection of works by the Superintendent's representative and/or Mackay Regional Council representative. MONITOR means intermittent supervision of any stage of work in progress by the Superintendent and/or the Superintendent's Representative and/or the principal's representative and/or Mackay Regional Council's representative.

Personnel Qualifications

The Board will notify the Superintendent at the time of submission whether the Witness Point will be exercised. If exercised, the Board's review and acceptance of the nominated staff to perform their nominated duties constitutes the release of the Witness Point.

14 PRODUCTS AND MATERIALS 14.1 Authorized Products and Materials (Add the following) . iii) comply with AS5065:2005 'Polyethylene and polypropylene pipes and fittings for drainage and sewerage applications'. iv) comply with WS-SPEC Section SP6 'Polyethylene pipes and fittings'. v) of either PE80B (MDPE) or PE100 (HDPE) polymer material. e) Polypropylene (PP) pipe and fittings must be PP pipes and fittings; .. i) connected with rubber ring (elastomer) couplings ii) with a minimum pipe stiffness grade of SN10 . iii) comply with AS5065:2005 'Polyethylene and polypropylene pipes and fittings for drainage and sewerage applications'. All exposed PP pipework must be painted (primer and double top) with a light colored water based acrylic paint. f) Glass reinforced plastic (GRP) pipe and fittings. GRP pipes and fittings should only be used with Council approval on a project specific basis.

If approved, GRP pipes and fittings .. i) must be connected with rubber ring (elastomeric) couplings ii) with a minimum pipe stiffness rating of SN10 . iii) comply with WS-SPEC Section SP5 'GRP pipes and fittings'. All exposed GRP pipe work must be painted (primer and double top coat) with a light colored water based acrylic paint.

Concrete Works

The inspector will inspect all formwork, reinforcement and pour point for each concrete structure (including thrust blocks, property connection legs, MH footings, etc.) prior to placing any concrete. The contractor must be present when the supervisor inspects the work before the concrete is placed. All formwork, rebars, rebar supports, blocks, excavations and preparations and the like must be in place and the supervisor notified at least one full working day before the intended placing of concrete in any part of the work.

Clearance of the waiting point by sign-off by the Superintendent after inspection is required prior to placing concrete at any concrete structure. If exercised, release of the witness point, by Council signature, is required prior to concrete placement at any concrete structure.

The Council's inspection of all laid and jointed pipes, including completed HCBs prior to concreting, prior to the commencement of backfilling of the trench (installation of the remaining installation material above the top of the base) constitutes a WITNESS POINT. Upon notification to the supervisor, the council will inform whether the inspection option should be used. If implemented, the release of the observation point with the approval of the council is required before the start of backfilling.

Where PVC pipe is to be joined to ductile iron pipe, the joints shall be made by inserting a PVC spigot into a ductile iron socket.

The contractor must give written notice to the Authority of the intention to carry out the work and pay any fees. Release of the holding point, at signoff by the superintendent, after submission of the written permit is required before work begins. Submission, by the Superintendent, of a copy of the authorities' written permission to the Council constitutes an POINT OF WITNESS.

If utilized, release of the witness is required at signoff by the council before work commences. Release of the holding point, at signoff by the superintendent, after review of work method statements and confirmation of their adequacy by the superintendent is required before work begins.

Air Pressure and Vacuum Testing of Sewers

Hold the air pressure at -28kPa for three minutes (If the line cannot be pressurized to -28kPa, the duct fails the pressure test). Measure the time it takes for the pressure to rise from -25kPa to -18kPa (If the time is less than that specified in Table 22.4, the duct fails the pressure test). Hold the air pressure at 28 kPa for three minutes (If the line cannot be pressurized to 28 kPa, the duct fails the pressure test).

Measure the time it takes for the pressure to drop from 25 kPa to 18 kPa (if the time is shorter than specified in Table 22.4, the sewer will fail the pressure test). Hold the air pressure at -37 kPa for three minutes (if the maintenance structure cannot be pressurized to -37 kPa, the maintenance structure will fail the pressure test).

Infiltration Testing

Non-entry maintenance rooms are to be treated as a type of Maintenance Structure (or MH) for the purposes of determining minimum test times (refer Table 22.6) and all other requirements of Clause 22.4.4 (amended). Measure the time it takes for the pressure to rise from -33kPa to -30kPa (If the time is less than specified in Table 22.6, the maintenance structure passes the pressure test).

Deflection (Ovality) Testing of Flexible Sewers

Following clause 22.1 (amended), ovality testing shall be carried out only after all earthworks have been completed and no sooner than 28 days after the completion of trench filling. Conducting ovality testing of flexible conduits in the presence of the Supervisor constitutes a HOLD POINT. The presence of the Supervisor during the ovality testing of the flexible ducts and the signing of the certificates of the test results, as satisfactory, is required before the release of the holding point.

The performance of ovality testing of flexible sewers in the presence of the Board constitutes a WITNESS POINT. The Board will advise upon notification by the Superintendent whether the option for the Board to inspect the ovality testing of flexible sewers should be exercised.

CCTV Inspection

Council's assessment of the information submitted as meeting the requirements of the construction specification is required prior to the issuance of a hold point. CCTV inspections can only proceed after a hold point has been issued by the Council through the Council's signature of the 'Application to carry out CCTV inspection' form. Five minutes before the start of the CCTV inspection of each individual section of sewer, the contaminated water must be discharged to the nearest maintenance facility upstream of the section of pipe to be inspected.

On completion of the CCTV inspection, a CCTV Operator Report, which meets the requirements of WSA 05, must be produced. The Superintendent must assess the CCTV Operator Report and the CCTV Inspection video footage and submit the following to the Board; .. a) a color copy of the 'Operator Report'.

Inspection and Testing of Plastic Lined Concrete Sewers and MHs

If this is exercised, the Superintendent's and the Board's presence during inspections and signing of the inspection result certificates, if satisfactory, is required before the release of the Witness Point. The performance of spark testing in the presence of the Superintendent and Board constitutes a WITNESS POINT. If exercised, the Superintendent's and the Board's inspection of spark testing and signing off of the test results, if satisfactory, is required prior to the release of the Witness Point.

The performance of lock key extraction tests in the presence of the Superintendent and Council constitutes an POINT OF WITNESS. If exercised, the Superintendent's and Council's inspection of the testing and signing of the test results, as satisfactory, is required before the release of the testimony.

Detectable Marking Tape

Spark test shall be in accordance with AS3894.1 'Testing of protective coatings on site – Method 1: Non-conductive coatings – Continuity test – High voltage method (brush method). The inspector must, at the time of notification from the contractor, advise whether the superintendent's option to inspect testing should be used. The Council must, at the time of notification from the Superintendent, advise whether the Council's option to inspect testing should be exercised.

The Contractor shall connect to existing sewerage unless;. a) The Council, in exceptional circumstances, decides to carry out the connection work (Exceptional circumstances may include connection to mains, connections to complex systems and connection in areas with operational problems); or,. A cost estimate of the works to be undertaken by the Council will be provided to the Contractor and the connection will not be made until payment has been made to the Council. If the Contractor has to carry out the connection;. a) The Contractor must obtain the Council's written approval to carry out the works.

A signed commitment to pay the actual cost of the work must accompany the payment. g) The contractor must coordinate the work, including notifications to the council, the superintendent and the developer's representative. H). A cost estimate of the work to be carried out by the Council will be provided to the contractor and connection will not be made until payment has been made to the Council.

Please refer to Council Building Specification C101 'General' and Council Technical Design Guidance D20 'Guidelines for Drawings and Documentation'. Structures shown on design drawings and removed during the works (including but not limited to pipes, fittings, sidewalks, etc.) must not be shown on the as-constructed drawings. Structures shown on design drawings and made redundant during the works (including but not limited to pipes, fittings, sidewalks, etc.) should be noted as 'redundant' on the as-constructed drawings.

Areas of side fill that contribute to the structural integrity of pipelines greater than 225mm in diameter should be shown on the as-built drawings as the areas are undisturbed without a proper risk assessment being carried out.
