PUBLIC NOTICES

EXHIBITION OF PLANNING PROPOSAL, DRAFT DEVELOPMENT CONTROL PLAN AND DRAFT VOLUNTARY PLANNING AGREEMENT – VIVIEN PLACE, CASTLE HILL (2/2017/PLP)

Council has received a Gateway Determination to proceed with a planning proposal for land at 1–6 Vivien Place, 1, 3, 5 and 7 Gay Street and 12 Gilham Street, Castle Hill. The planning proposal seeks to facilitate a high-density residential development including 220 dwellings, in a built form comprising a 13 and 17-storey building and a three-storey terrace edge. The key amendments to The Hills Local Environmental Plan 2012 include:

• Rezoning the site from R2 Low Density Residential to R4 High Density Residential;

• Removing the maximum building height applicable to the site (height to be regulated through the development control plan);

• Amending the Lot Size Map to increase the minimum lot size requirement from 700sqm to 1,800sqm;

• Applying a ‘base’ floor space ratio of 1:1 and an ‘incentivised’ floor space ratio of 1.9:1 across the entire site.

• Identify the site on the Key Site Map and amend Clause 4.4B to allow the site to achieve a 20% bonus floor space incentive if the site is amalgamated, terrace edges are provided along the Gilham and Gay Street frontages, a new road link is constructed and dedicated to Council along the western boundary of the site, and an easement for a through-site pedestrian link is provided. This will increase the total achievable Floor Space Ratio to 2.28:1.

Delegation for making of the amendment to LEP 2012 has been issued to Council under the Gateway Determination.

In order to guide future development on the site, a further amendment to draft DCP 2012 (Part D Section 20 – Castle Hill North) has been prepared and is being exhibited concurrently with the planning proposal. The amendment to the draft DCP updates the structure plan for the Castle Hill North Precinct to identify a height range of 3–17 storeys on the site, updates the indicative street network and hierarchy map to identify a proposed western road connecting Gilham Street and Les Shore Place, inserts a new road profile for the western road connection, and updates the setbacks surrounding the site.

A draft Voluntary Planning Agreement is also on exhibition which secures the delivery of the proposed western road connection, provision of pedestrian through site link and resolves how the Proponent will address the increased demand for local infrastructure generated by the proposed increase in residential density.

The draft Plans are now on exhibition and are available for inspection at the following locations:

EXHIBITION OF PLANNING PROPOSAL RELATING TO LAND AT 8 SOLENT CIRCUIT, NORWEST (11/2018/PLP)

Council received a Gateway Determination on 23 June 2018 to proceed with a planning proposal for land at 8 Solent Circuit, Norwest. The proposed amendments seek to enable commercial development uplift and redevelopment of the site to accommodate two x 10-storey commercial office buildings, with six levels of office space, three levels of above-ground car parking, a café and lobby at ground level and basement parking.

The planning proposal seeks to enable this development outcome through amending The Hills Local Environmental Plan 2012 as it relates to land at 8 Solent Circuit, Norwest, to increase the maximum floor space ratio from 1:1 to 2.2:1 and increase the maximum building height from RL116 metres (approximately eight storeys) to RL126 metres (approximately 10 storeys).

Delegation for making of the LEP has been issued to Council under the Gateway Determination.

The LEP amendments are now on exhibition and available for inspection at the following locations:

ADOPTION OF LOCAL POLICIES

At its meeting of 28 August 2018, Council adopted a Local Approvals Policy and a Local Orders Policy.

The Local Approvals Policy provides exemption and approval criteria for:

• Placing waste storage containers in a public place (skip bins);

• Installing or altering a waste treatment device or a human waste storage facility (on-site sewage management systems);

• Using a standing vehicle or any article for the purpose of selling any article in a public place (mobile food vans and temporary food stalls); and

• Installing a domestic oil or solid fuel heating appliance (wood fire heaters).

The Local Orders Policy sets standards in relation to the care, control and management of animals within the Local Government Area. It also provides guidelines necessary for effective urban animal management. Discretion may still be used by Council staff based on the merit of individual matters.

At its meeting of 28 August 2018 Council resolved to adopt Contributions Plan No. 19 – Showground Precinct and The Hills DCP 2012 (Part D Section 19 – Showground Precinct). The plans will support future development within the Showground Precinct following the rezoning of the Precinct by the Minister for Planning on 15 December 2017.

The Development Control Plan includes controls to regulate future built form and seeks to achieve a well-connected street and pedestrian network, active street frontages, high-quality architectural style and character, attractive streetscapes, open space, landscaping and car parking.

The Contributions Plan will enable Council to levy new residential and employment development within the Precinct to collect the funds necessary for the provision of local infrastructure required to support the additional growth. It identifies upgrades and new facilities including playing fields, expansion and embellishment of open space, stormwater management facilities, village plaza, roundabouts, traffic signals, road widening, pedestrian bridges and other pedestrian facilities.

The payment of contributions in accordance with the Contributions Plan will be required as a condition of consent for future development within the Showground Precinct.

In accordance with Clauses 21 (4) and 31 (4) of the Environmental Planning and Assessment Regulation 2000 the Development Control Plan and Contributions Plan will come into force on the date that this public notice is published.
