SUMMARY OF REPORT:
Council approved the process and funding necessary to proceed with demolition of the RSL Hall, part of the Tweed Regional Museum complex at Kennedy Drive, Tweed Heads West, at its meeting on 19 November 2015.
Council’s approval was based on the poor condition of the building which contains asbestos, and the state of deterioration which has rendered it unfit for purpose and beyond repair. The building was closed to the public and to volunteers in June 2014.
The RSL Hall is situated on Lot 3 DP 44829, No. 230 Kennedy Drive, Tweed Heads West, on NSW Crown Land owned by the NSW Department of Primary Industries – Crown Lands and managed by the Tweed Reserves Trust (Tweed Shire Council) under Reserve Number R70816 for the purpose of Public Recreation.
The proposed demolition has been identified as exempt development pursuant to Clause 20A of the NSW State Environmental Planning Policy (Infrastructure) 2007 (ISEPP). A formal planning assessment under this clause, together with related approvals and conditions has been provided by Council’s Design Unit.

That the Tweed Reserves Trust:
1. Notes planning approval for demolition of the RSL Hall at Kennedy Drive, Tweed Heads West, as exempt development pursuant to Clause 20A of the NSW State Environmental Planning Policy (Infrastructure) 2007 has been obtained.
2. Notes that Request for Offers will be sought to proceed with this work during April 2016 with demolition scheduled to commence in May 2016.

REPORT:
Background
In 2014 significant deterioration of the RSL Hall at Kennedy Drive, which contains significant amounts of asbestos, necessitated its closure to the public, staff and volunteers. Extensive investigation has recommended demolition as the most appropriate solution.
The Hall was relocated to the current site in 1987. Asbestos was known to be present at that time, limiting its lifespan. The Hall does not have formal heritage significance.
Current situation
The need to proceed with demolition of the RSL Hall is urgent as the building has continued to deteriorate over the past 21 months. Planning approval has been obtained and project development is underway. Demolition is anticipated to commence in May 2016.
Council approved demolition of the RSL Hall and associated costs at its 19 November 2015 meeting.
OPTIONS:
1. That the Tweed Reserves Trust notes the proposed demolition of the RSL Hall on Lot 3 DP 44829, No 230 Kennedy Drive, Tweed Heads West, situated on NSW Crown Land part of Reserve Number R70816.
2. That the Tweed Reserves Trust requests further information regarding the proposed demolition of the RSL Hall on Lot 3 DP 44829, No 230 Kennedy Drive, Tweed Heads West, situated on NSW Crown Land part of Reserve Number R70816.
CONCLUSION:
The RSL Hall, part of the Museum complex at Kennedy Drive, Tweed Heads West, has been closed to the public and volunteers since June 2014 due to the presence of asbestos and poor and deteriorating condition. Repair of the Hall is not viable. Council has approved demolition of the Hall. Options for a replacement building are still being explored and will be presented to Council for approval.

Tweed Heads Historical Society were undertaken during 2015 in relation to Museum facilities and resources, including in relation to the RSL Hall. A new Museum Service Agreement 2016-2017 was signed in December 2015. Discussions regarding options for Museum facilities at the existing Tweed Heads site, including a replacement temporary office building, are ongoing.
