The Bangladesh Accreditation Council (BAC) was established with the responsibility of quality assurance in higher education in Bangladesh. The BAC will implement Levels 7-10 of the National Qualifications Framework (NQF) and accredit HEIs and academic programs for quality assurance. External Quality Assessment means the assessment of the quality of the higher education institution/academic program by the accreditation commission according to the Council's instructions.

The BAC is established as an independent body with responsibility for quality assurance in higher education. The BAC will aim to strengthen stakeholders' confidence in the quality of higher education in Bangladesh by ensuring best practices with integrity, transparency and accountability in accordance with internationally accepted accreditation and quality assurance practices. BAC takes initiative for its international recognition and internationalization of higher education in Bangladesh by networking and collaborating with national, regional and international quality assurance and accreditation agencies;.

According to Bangladesh Accreditation Council Act, Section 17(2) 2017 HEI/academic program must comply with BNQF;. In case of institutional accreditation, at least 20% of the total HEI academic programs must be accredited by BAC. In such cases, the Council may request in writing the submission of documents or information within seven days from the date of issue of this letter.

If the applicant does not submit the necessary documents or information within seven days, the council rejects the application and returns the application for resubmission.

The qualification of the head and members of the accreditation commission .. quality assurance or accreditation in higher education can be the head of the commission. One academic with the rank of associate professor or higher, who has experience in quality assurance or accreditation in higher education, is one member of the committee. ii) The other member of the committee is one academician with the title of associate professor or more with at least two years of experience in the management of higher education institutions similar to the higher education institutions being considered for accreditation. An Accreditation Committee appointed by the Council conducts EQA in accordance with the Council's EQA guidelines.

In the event of expiration or revocation of accreditation by another organization, the BAC-issued Certificate of Accreditation will automatically be revoked;. If, after receiving the application for accreditation with recognition, the Council is not satisfied with the information in the completed application and the applicant does not submit the necessary documents, the Council will reject the application; In such cases, the Council may request in writing the submission of the necessary documents or information within seven days from the date of issue of such letter. me).

If the applicant fails to provide the necessary documents or information within the specified seven days, the Council will reject the application and return it for resubmission. j). If the application is accepted, the council will inform the applicant in writing to pay the accreditation fee within the next seven days. k). If the request is rejected, the Council within seven days from the date of the decision will inform the applicant in writing about the rejection of the request, specifying the reasons.

In the event of a refusal, the council must explain the reasons in writing to the higher education institution/POE.

To respond to the emerging changes and needs of the stakeholders, the HEI/POE must have effective institutional leadership with defined responsibilities and sufficient autonomy. The HEI/POE must act responsively to meet the needs of the stakeholders and manage the academic program that maintains institutional integrity with transparency and accountability. The HEI/POE must set appropriate admission requirements and select the right candidates for a particular program under a fair and transparent admission policy.

The HOI/POE should have a policy to ensure the availability of suitably qualified teachers and professional staff with a reasonable student ratio. The HOI/POE should ensure availability of and access to appropriate and adequate facilities and resources necessary for effective teaching, learning and research, depending on the nature of the discipline and program. The HOI/POE should support and promote needs-based quality research and innovation for the benefit of stakeholders and society as a whole.

The HEI/POE must have a comprehensive system for monitoring, evaluating and reviewing policies and practices to identify strengths, weaknesses, opportunities and threats with achievable benchmarks for sustainable quality assurance and continuous improvement.

Participation: Participation of all faculty members in POE must be ensured for effective self-evaluation. Endorsement: The self-assessment report must be endorsed by the head of the unit being assessed for further necessary action. The head of the education-providing unit will arrange a meeting in which the faculty members of the unit are invited to set up an education self-evaluation committee.

The head of the POE sends the proposed PSAC in writing to the director, IQAC for further necessary actions. The head of the POE will organize a meeting where all faculty members of the POE will be invited to form the subcommittees. Draft self-assessment report (SAR) should examine the POE's strengths, weaknesses, opportunities and threats with respect to the academic program being assessed for accreditation.

Upon faculty members' approval, the PE Leader will approve and forward the final RVV with the improvement plan to IQAC for further action as necessary. Formation of the KVPP with qualified faculty members taking into account the opinion of the PE faculty members. Preparation and submission of the final RVV and strategic improvement plan to the PE Chair for approval and approval.

External Quality Assessment Process

The meetings will include intensive discussion of the current situation of the HOI/POE with regard to quality assurance aspects and accreditation standards of the Council. Alumni members who have graduated in the recent past (e.g. last 5 years) can be the right source of feedback.  it is very important to select the right employers/employers' representative, who have sufficient knowledge of the performance of the graduates of the HEI/academic program under assessment or accreditation. At the end of the site visit, the Accreditation Committee organizes an exit meeting with the internal stakeholders of the HOI/POE.

At the exit meeting, the Accreditation Committee will share the results of the document review, site visit and EQA. In the case of accreditation of an academic program, the director of IQAC, dean of the concerned faculty/head of department, head and faculty members of the POE must be present in the exit meeting. The Accreditation Committee shall attempt to obtain stakeholder acceptance of the facts and findings with appropriate clarification if necessary.

At the end of the site visit, the Accreditation Committee will determine the level of compliance with BAC accreditation standards and criteria. Provisions of the BAC policy on managing conflicts of interest and confidentiality will apply to the expert committee. Taking into account the opinion of the Expert Committee, the Accreditation Committee will finalize the numerical assessment and prepare the final EQA report.

The head of the accreditation commission submits the final EQA report and evaluation sheet to the president of the council, both in electronic form and in printed form in a sealed envelope.

Strengths: Strengths are the HEI/PE resources, skills and qualities that will support the achievement of organizational objectives. Weaknesses: Weaknesses are deficiencies in HEI/NP resources and capabilities that have resulted in turnover and compliance gaps for accreditation and quality assurance to achieve organizational objectives. Opportunities: Opportunities are environmental factors that create a favorable situation for the HEI/NP to work towards better adoption and maintenance of accreditation standards and criteria for quality assurance.

Threats: Threats are environmental factors that affect the sustainability and adoption decisions of good accreditation practices for quality assurance. In general, the threats cause difficulties in the normal functioning of the higher education institution/POE in meeting accreditation and quality assurance requirements.
