The paper is very well-structured in the articulation of contents, describes and discusses the results of a qualitative approach for study of public service quality in governance perspective. The text reflects the content
put up in abstract. The topic is very important and intrigues the reader urging the author to deepen over time the contents.
Strengths and w eaknesses
The object of study and the focus of research are very clear; the same can be said of the discussion of research results. The clarity of diagrams illustrative of research called for in Appendices 1- 2- 3 is very much
appreciated.
Suggestions for improvement
The paper raises interesting thoughts on the subject of government, governance and good governance perspective that would deserve further insights especially at the level of theoretical and bibliographic references.
