AiHARA PEMERINTAH REPUBLI K INDONESIA DAN PEMERINTAH KERAJAAN ARAB SAUDI MENGENAI KERJASAMA EKONOMI DAN TEKNIK

Pemerintah Republik Indonesia dan Pemerintah Kerajaan Arab Saudi selanjutnya disebut Pihak-pihak yang bersepakat, dalam usahanya untuk memperkuat hubungan persahabatan yang telah terjalin, dan dengan harapan memperoleh manfaat bersama yang timbul dari persetujuan tersebut sesuai dengan peraturan dan perundang- undangan yang berlaku di negara masing-masing menyetujui hal-hal berikut :

PASAL SATU

Kedua Pihak telah menyetujui untuk berusaha meningkatkan dan memperkokoh kerjqsama ekonomi dan teknik antara kedua negara dengan semangat saling pengertian.

PASAL DUA

Bidang-bidang kerjasama yang dimaksud dalam Persetujuan ini, meliputi sebagai contoh, tetapi tidak terbatas pada hal-hal beri kut

(1) Mendorong pembangunan proyek-proyek di bidang pertanian, peternakan, industri dan tekhik antara Kedua Pihak.

(2) Mendorong pertukaran informasi yang berkaitan dengan ilmu pengetahuan, riset dan teknologi.

(3) Mendorong perdagangan pelbagai barang dan hasil produksi antara kedua negara.

(4) Mendorong pertukaran dan penyediaan tenaga ahli teknik yang diperlukan untuk melaksanakan program kerjasama

tertentu.

PASAL TIGA

Kedua Pihak berusaha mendorong untuk meningkatkan kerjasama ekonomi dan teknik diantara warga negara masing- masing termasuk badan-badan hukum dan pembangunan proyek-proyek dan usaha- usaha patungan dan usaha- usaha bersama di pelbagai bidang.

Kedua Pihak berusaha mendorong investasi dan lalu lintas modal yang bebas di antara negara-negara masing-masing.

PASAL LIMA

Kedua Pihak berusaha mendorong pertukaran kunjungan

ahli-ahli ekonomi dan teknik, delegasi-delegasi dan utusan- utusan antara

Kedua Pihak dan mengadakan pameran- pameran untuk memperkokoh

kerjasama ekonomi dan teknik.

PASAL ENAM

Kedua Pihak membentuk Panitia Bersama yang akan bersidang

secara bergiliran di negara masing- masing atas permintaan dari

salah satu pihak untuk bermusyawarah guna menetapkan

tindakan-tindakan dan cara- cara untuk memperkokoh dan meningkatkan kerjasama ekonomi dan teknik antara kedua negara.

PASAL TUJUH

(A) Persetujuan ini mulai berlaku secara effektif sejak tanggal

dipertukarkan nota-nota ratifikasi sesuai dengan peraturan

perundang-undangan yang berlaku di negara masing-masing.

(B) Berlakunya Persetujuan ini adalah untuk selama tiga tahun

terhitung mulai tanggal berlakunya dan berlaku terus secara

otomatis untuk jangka waktu satu tahun berikutnya, selama

salah satu pihak tidak memberitahukan secara tertulis enam bulan sebelum berakhirnya Persetujuan tentang niatnya untuk mengakhiri berlakunya Persetujuan.

Ditanda tangani di Riyadh pada hari Selasa tanggal 15 bulan

Rajab tahun 1401 H. bertepatan dengan tanggal 19 bulan Me i tahun 1981 dalam dua naskah aseli, masing- masing dalam bahasa Indonesia, Arab dan Inggeris, ketiga-tiganya mempunyai kekuatan hukum.

-ECONOMIC AND TECHNICAL CO-OPERATION AGREEMENT BETWEEN THE REPUBLIC OF INDONESIA

AND THE KINGDOM Of SAUDI ARABIA

The Government of the Republic of Indonesia and the Government of the Kingdom of Saudi Arabia hereinafter referred to as the contracting parties, in their efforts to enhance their existing friendly relations, and in consideration of the mutual benefits accrueing from such an Agreement and in accordance with the regulations and laws prevailing in their respective countries have agreed to the following :

ARTICLE ONE

The contracting parties have agreed to exert their efforts to promote and consolidate the economic and technical co-operation

between their two countries in a spirit of mutual understanding. ARTICLE TWO

The fields of co-operation mentioned in this Agreement, include as an example, but are not limited to, the following items :

(1) Encouragement of the establishment of agricultural, animal husbandry, industrial and technical development projects between the two parties.

(2) Encouragement of the exchange af information relating to scientific and technical research.

( 3) Encouragement of the exchange of various goods

products between them.

and

(4) Encouragement of the exchange and training of technical staff required for specific co-operative programmes.

ARTICLE THREE

The two contracting parties shall promote the encouragement of economic and technical co-operation between the citizens of each

country including legal entities and the establishment of ~in~

ventures and companies in the different spheres. ~

-ARTICLE FOUR

The contracting parties shall encourage investment and free flow of capital between their respective countries.

ARTICLE FIVE

The contracting parties shall encourage the exchange of visits by economic and technical representatives, delegations and

envoys between them and the setting up of exhibitions for the

consolidation of their economic and technical co-operation. ARTICLE SIX

The contracting parties shall form a Joint Commission to

meet alternately in each country at the request of either party for

consultation as to the measures and means to be adopted for the

consolidation and promotion of the economic and technical

co-operation between them.

ARTICLE SEVEN

A) This Agreement enters into force and becomes effective

as of the date of the exchange of ratification documents

according to the regulations in use in each country.

B) The duration of this Agreement is for three years

commencing on the date it enters into force and shall be automatically renewed for consecutive periods of one year

unless either of the contracting parties gives notice six

months before expiration of the Agreement of its intention

not to renew.

Signed in Riyadh on Tuesday, 15th of Ra j a b 1401 AH,

corresponding to 19th of May 1981 AD, in two original copies, each

in the Indonesian, Arabic and English languages, the three texts

being equally authentic.

PROCESS-VERBAL OF EXCHANGE OF INSTRUMENTS OF RATIFICATION

The undersigned have met today for the purpose of exchanging the Instruments of Ratification of the Economic and Technical Cooperation Agreement between

the Republic of Indonesia and the Kingdom of Saudi

Arabia, signed at Riyadh on May 19, 1981.

These Instruments, having been examined and

found to be in due form, have been exchanged today.
