Reason for change: The GML 3.2.1 release notes lists a deferred enhancement which is also referenced in the GML SWG charter. The SWG should reconsider the proposal.
Summary of change: A change into a multipart standards was proposed in the ISO standardization process, but had been rejected for that version due to the significant delay because of the procedural issues involved (proposals of new work items in ISO, etc.). In the preparation of the next version, a change into a multipart standard should be reconsidered.
Such a change seems to be very appropriate for several reasons: - the current single part and single namespace approach complicates
versioning and the related XML Schema management issues
- the copy and edit approach to GML profiles not working due to XML Schema issues
- reduce perceived complexity of GML
