TERMS OF REFERENCE (TOR)
Communication & Networking Officer
Under the ASEAN Social Forestry Network (ASFN) collaboration with RECOFTC in partnership with the Swiss Agency for Development and Cooperation (SDC), the Ministry of Forestry of Indonesia as the ASFN Lead Country that hosts the ASFN Secretariat welcomes applications from highly qualified & motivated Indonesian Nationals for the Jakarta-based position of Communication & Networking Officer.
2. The ASEAN Social Forestry Network (ASFN) is the first and largest government-driven social forestry network in Southeast Asia. Besides government agencies, members include research organizations, academia, non-governmental organizations as well as experts of related fields. ASFN’s role is to exchange experiences and share knowledge on social forestry and forestry issues affecting local communities through various means to targeted audiences. Ultimate beneficiaries of its efforts are poor people living in and around forests by enhancing their involvement in sustainable forest management (SFM).
3. The ASFN Secretariat is hosted by Indonesia; the Chairpersonship is rotated annually among ASEAN Member States. The ASFN Secretariat in Indonesia maintains the ASFN communication with international, regional partners and the ASEAN Secretariat. Network members meet once a year to discuss experiences in social forestry and determine activities for the following year.
Main responsibilities
4. The Communication and Networking Officer will play crucial role in ensuring the internal flow of communication within ASFN (i.e. between ASFN Secretariat and Member States and vice versa). He/she will be responsible for:
communicating ASFN activities to the outside world,
effective internal and external communication through various media such as meetings, emails, list-serve, website, publication, etc.,
creating and operationalizing a knowledge management system.
5. S/he is directly responsible to the ASFN Secretariat Chairperson. S/he will on regular basis update the ASFN Operations Officer on work progress, participate in regular Meetings at the ASFN Secretariat, and work closely with both the ASFN Operations Officer and the Social Forestry and Climate Change Officer.
Main tasks
Internal communication
o Maintaining regular contact with ASFN’s Focal Points in each Member State,
o Seeking inputs from Member States for effective implementation of ASFN activities, e.g. annual meeting, side event, conference,
o Updating Member States about activities at ASFN Secretariat,
External communication
o Establishing contacts with other networks and organization that operate under ASEAN such as ASEAN-WEN, ASEAN-REDD, ASEAN Center for Biodiversity and ASEAN Center for Energy, etc.,
o Keeping relevant stakeholders (e.g. governments, NGOs, academic and research institutions) up-to-date on ASFN activities,
o Maintaining regular communication with RECOFTC and SDC,
o Coordinating dissemination of information produced by ASFN to relevant networks and stakeholders (e.g. flyer, reports),
o Collecting information from Member States and other sources to be uploaded on the ASFN Website,
o Contributing to the website development and maintaining the ASFN Website. Others
o Implementing other tasks as required by the Chairperson of ASFN Secretariat.
Essential qualification
o University graduate from top universities in communication or related fields such as external relations, business management, etc. Masters degree will be an advantage, o Good knowledge on communication and networking,
o At least 5 years working experience,
o Good knowledge on using computers, emails, websites and communication and networking software,
o Good command of English,
o Independent, pro-active and self-motivated,
o Computer competency and skills in common applications and programs, o Commitment to teamwork and collaborative work practices.
Desirable qualification
o Work experience with international organizations,
o Previous experience in managing list-serve, conducting workshops, and publication.
Contract Period
Holder of the position will perform full time for one (1) year period. Depending on performance and the availability of funds, contract may be extended.
