Request for Proposal (RFP)

Preparation of Pre-Feasibility Study Document for Floating PV Power Plant Potential in Java and

Sumatra

OVERVIEW AND BACKGROUND

Institute for Essential Services Reform (IESR), a think tank based in Jakarta, Indonesia, has been working intensively to promote the acceleration of low carbon energy transition in Indonesia, through evidence-based policy advocacy. For the past 7 years, IESR also has been contributing significantly to promoting energy transition discourse in Indonesia and has been working with national and local governments, associations, and civil society organizations.

IESR is currently providing technical assistance to MEMR in developing floating PV power plants by conducting a pre-feasibility study on the selected areas as an input to the national power sector planning (PLN’s RUPTL). IESR has completed an initial survey on the potentially suitable location for the wind power plants development, and is looking to finalize its pre-feasibility studies document for floating PV in the selected locations.

This request for proposal is to obtain the best services available to assists IESR on compiling pre-feasibility studies document with the primary analysis for Floating PV potential

1. PROJECT SUMMARY

This project will focus on:

1. Compiling pre-feasibility studies (Pre-FS) document of Floating PV potential in three locations located in Central Java, West Java and North Sumatra. Specific locations have been determined by IESR based on initial surveys to the three locations and obtained necessary information on analyzing the potential location availability for floating PV installation.

Based on the pre-assessment and survey results, the chosen consultant is required to provide three Pre-FS documents that follow PLN’s and/or SNI’s standard. The data will be transferred to the consultant. The document must include:

a. Technical aspects:

i. Preliminary system design using HelioScope or other software, using industry/market standard for main component (PV modules and inverter);

ii. Capacity sizing recommendation/optimization for a 100 MWac FPV per site;

iii. Annual energy yield assessment using PVSyst or similar software;

b. Commercial aspects:

i. Project economics (financial analysis) using PVSyst or similar software, with several output parameters (i.e., LCOE, PPA price, IRR, NPV, etc.); including ii. Providing cost and financing input assumptions (e.g., CAPEX, OPEX,

development cost, land cost, interest rates, etc.) to perform the analysis 2. Disseminate the survey and Pre-FS report in one day workshop with IESR stakeholders

(MEMR, PLN, Bappenas):

a. Arrange workshop material based on the activities, methodology, and result to present in the one day workshop; and

b. Create Pre-FS instruction guidelines for Floating PV power plant projects.

IESR has conducted pre-assessment and field surveys on the area for Floating PV Power Plant. There are three locations located in Java and Sumatra as our candidate that required deeper assessment to meet the standard of pre-FS document. The specific area will be informed only to the selected bidder.

With this RFP, IESR is soliciting proposals from experts, or institutions with extensive experience and portfolios in conducting Pre-FS documents for renewable energy resources, especially Floating PV power plants. IESR will evaluate all the proposals submitted. After reviewing all proposals, IESR will select the experts/institutions that bring suitable expertise, most closely aligns with project objectives, and articulates a clear, achievable work plan to meet those objectives within the required timeframe.

2. PROPOSAL GUIDELINES

Proposals will be accepted until 10:00 p.m. Indonesian Western Standard Time (WIB, GMT+0700) on Monday, 10 April 2023. Any proposals received after this date and time will be regarded as inadmissible. All proposals must be signed by an official agent or company representative submitting the proposal.

Main proposals should not be more than 10 pages in length. The annex of the proposal should include the following items:

1) brief company/institution profile.

2) the latest Curriculum Vitae (CV) of the team leader. CV of other team members with relevant experience is optional.

If the individual/organization submitting a proposal must outsource or contract any work to meet the requirements, this must be clearly stated in the proposal. Additionally, costs included in proposals must include any outsourced or contracted work. Any outsourcing or contracting organization must be named and described in the proposal.

Please itemize all costs and include a description of associated services. Contract terms and conditions will be negotiated upon selection of the winning bidder for this RFP.

3. PROJECT PURPOSE AND DESCRIPTION

IESR plans to develop pre-FS Floating PV power plants further in the three locations that have been surveyed and identified the specific coordinate after sorting real time information. We are going deeper to analyze the area and conduct pre-FS based on the standard (SNI) and pre-FS document issued by PLN. The chosen partner will calculate the power plant potential capacity based on the credible data, disseminate the process and result to IESR stakeholders, and support IESR to finalize the pre-FS document for wind power plants.

Expected deliverables from these exercises are:

● Pre-FS documents for 3 (three) specific locations of Floating PV power potential. The study must be conducted based on IESR data and survey result, further desk study (if needed) and meet the pre-FS requirement of the SNI and PLN . The history of the research and data would be provided by IESR to the selected bidded.

● Prepare and be responsible to deliver the topic of Pre-FS for the Floating PV sector in a 3 days workshop for pre-FS renewable energy potential (Floating PV, Wind, and PHES) for stakeholders, especially MEMR. It may take one day of workshop duration. All of the workshop materials are prepared by the consultant. The workshop cost is covered by IESR.

● All of the process and methodology of the works compile to the instruction document of pre-FS guideline.

The study results will be used to support IESR’s technical assistance for the MEMR. IESR reserves the right to utilize and own the data and equipment that is part of this project.

4. REQUEST FOR PROPOSAL AND PROJECT TIMELINE Proposal Timeline:

Proposals will be accepted until 10:00 p.m. Indonesian Western Standard Time (WIB, GMT+0700), Monday 10 April 2023. Kindly address Program Manager Energy Transformation IESR at [email protected] and Researcher, Photovoltaic and Materials Technology Specialist at [email protected] for inquiries. Please include “RFP Response – Floating PV Prefeasibility Study Consultant” in the subject line.

Evaluation of proposals will be conducted on April 11 April 2023. If necessary, Follow-up with the top three candidates will be conducted within this window to obtain any clarification on items described within the proposals.

The selection decision for the winning bidder will be made by 12 April 2023.

Upon notification, the contract negotiation with the winning bidder will begin immediately and must proceed extremely quickly to meet the project timeline.

Project Timeline:

The project must commence on 14 April 2023 and the results of the project must be finalized no later than 15 May 2023.

A draft timeline is presented below. Internal changes may be made if mutually agreed.

All proposals must include proposed costs (in Indonesian Rupiah/IDR) to complete the tasks described in the project scope. Costs should be stated as one-time or non-recurring costs (NRC).

Expected cost to be included in the proposal:

● Man-hours or man-day to cover the scope of work

The estimated budget for credible data procurement must be mentioned in the proposal but the final purchase will be conducted by IESR. All other costs and fees must be clearly described in each proposal.

6. BIDDER QUALIFICATIONS

Bidders should provide the following items as part of their proposal:

● Description of experience in drafting Pre-FS document especially Solar PV technology

or other related software

● Examples of three or more similar projects conducted by you/your organization

● Anticipated resources you will assign to this project (total number, role, title, experience)

● Confirmation of timeframe for completion of the project

● Brief description on how you will meet the deliverables within the allocated time
