Pre-Feasibility Study for Pumped Hydro Energy Storage (PHES) in North Sumatra and Central Java

OVERVIEW AND BACKGROUND

Institute for Essential Services Reform (IESR), a think tank based in Jakarta, Indonesia, has been working intensively to promote the acceleration of low carbon energy transition in Indonesia, through evidence-based policy advocacy. For the past 7 years, IESR also has been contributing significantly to promoting energy transition discourse in Indonesia and has been working with national and local governments, associations, and civil society organizations.

IESR is currently providing technical assistance to MEMR in developing pumped hydroelectric energy storage (PHES) by conducting a pre-feasibility study on the selected areas as an input to the national power sector planning (PLN’s RUPTL). IESR has completed an initial survey on the potentially suitable location for the PHES development, and is looking to finalize its pre-feasibility studies document for hydro power plants / PHES in the pre-selected locations.

This request for proposal is to obtain the best services available to provide IESR with the primary analysis of PHES in the selected locations and pre-feasibility studies of the PHES.

1. PROJECT SUMMARY

This project will focus on two things:

1. Conducting surveys to two locations in North Sumatra and Central Java. Specific locations have been determined by IESR based on previous stakeholder discussion and pre-assessment.

Based on the pre-assessment and survey results, the chosen consultant is required to provide acceptable analysis for pre-FS of the locations based on standard Pre-FS documents requirement (all of the data and final report must meet the pre-FS requirement issued by PLN) and/or SNI. The assessment must include:

a. Aerial imageries on the specific location determined by IESR through pre-assessment;

b. Distance to the nearest sub-station;

c. Possible land clearance detailed areas for building reservoirs

d. Nearby water body to build the upper and lower reservoir, or divert the water to the reservoirs;

e. Slope and head between two reservoirs;

f. Other detailed land condition (e.g. water-to-rock ratio);

g. Pumped storage design;

h. Capacity and generation calculation; and

i. Investment needed for generating the electricity and j. financial analysis as the standard of pre-FS document.

2. Disseminate the survey result in one day workshop with IESR stakeholders (MEMR, PLN, Bappenas)

a. Arrange workshop material based on the activities, methodology and result to present in the one day workshop; and

b. Create Pre-FS instruction guidelines for Pumped Hydro Energy Storage (PHES) 3. Capacity building for IESR team regarding:

a. Basic knowledge on pumped storage;

b. Pumped storage design; and

c. Analysis needed in the making of pumped storage pre-FS document.

d. Financial analysis standard for PHES and/or hydro power plants

IESR has conducted pre-assessment on the area for building PHES. There are two locations located in north sumatra and central java as our candidate in which IESR has conducted initial survey and asses availability of the locations for developing PHES. Those two locations would require deeper assessment to meet the standard of pre-FS document. The specific area and initial survey results will be informed only to the selected bidder.

With this RFP, IESR is soliciting proposals from experts, or institutions with extensive experience and portfolios in conducting surveys for renewable energy resources especially hydro power plants. IESR will evaluate all the proposals submitted. After reviewing all proposals, IESR will select the experts/institutions that bring suitable expertise, most closely aligns with project objectives, and articulates a clear, achievable research plan to meet those objectives within the required timeframe.

2. PROPOSAL GUIDELINES

Proposals will be accepted until 10:00 p.m. Indonesian Western Standard Time (WIB, GMT+0700) on Tuesday, 28 February 2023. Any proposals received after this date and time will be regarded as inadmissible. All proposals must be signed by an official agent or company representative submitting the proposal.

Main proposals should not be more than 10 pages in length. The annex of the proposal should include the following items:

1) brief company/institution profile.

2) the latest Curriculum Vitae (CV) of the team leader. CV of other team members with relevant experience is optional.

If the individual/organization submitting a proposal must outsource or contract any work to meet the requirements, this must be clearly stated in the proposal. Additionally, costs included in proposals must include any outsourced or contracted work. Any outsourcing or contracting organization must be named and described in the proposal.

Please itemize all costs and include a description of associated services. Contract terms and conditions will be negotiated upon selection of the winning bidder for this RFP.

3. PROJECT PURPOSE AND DESCRIPTION

IESR plans to develop pre-FS PHES further in the two locations that have been surveyed and identified the specific coordinate after sorting real time information. The pre-FS should be based on the standard (SNI) and pre-FS document issued by PLN. The chosen partner will conduct a survey on the selected area, disseminate the process and result to IESR stakeholders, and support IESR to finalize the pre-FS document for PHES.

Expected deliverables from these exercises are:

● Site visit and survey reports for 2 (two) specific locations for PHES. IESR has done an initial survey and this survey should identify additional information needed to complete the pre-FS documents based on the PLN requirement or SNI. The survey must be conducted by site visit.

● IESR will host a 3 days workshop for pre-FS renewable energy potential (Floating PV, Wind, and PHES) for stakeholders, especially MEMR. The winner of this RFP must be involved and responsible to deliver the topic of Pre-FS for PHES. It may take one day of workshop duration. All of the workshop materials would beprepared by the surveyor.

● Pre-FS documents meeting the PLN and/or SNI requirement for the PHES in the two locations.

● Pumped hydro storage and hydro power plants capacity building for IESR team. The winning bidder would provide the materials and become the resource person. The materials should be covering the deep technical aspects and other important elements in preparing a PHES/hydro power plants (venue cost would be prepared by IESR).

The identified selected areas from IESR currently consist of the following 2 (two) locations:

a. One area in North Sumatera, b. One area in Central Java

The study results will be used to support IESR’s technical assistance for the MEMR. IESR reserves the right to utilize and own the data and equipment that is part of this project.

4. REQUEST FOR PROPOSAL AND PROJECT TIMELINE Proposal Timeline:

Proposals will be accepted until 10:00 p.m. Indonesian Western Standard Time (WIB, GMT+0700), 28 February 2023. Please include “RFP Response – Surveyor PHES” in the subject line.

Evaluation of proposals will be conducted from 1 March through 3 March 2023. Follow-up with the top three candidates will be conducted within this window to obtain any necessary clarification on items described within the proposals.

The selection decision for the winning bidder will be made by 5 March 2023.

Upon notification, the contract negotiation with the winning bidder will begin immediately and must proceed extremely quickly to meet the project timeline.

Project Timeline:

The project must commence on 6 March 2023 and the results of the project must be finalized no later than 10 Meil 2023.

A draft timeline is presented below. Internal changes may be made if mutually agreed.

Unless otherwise noted, work will be completed by the end of the month identified above.

5. BUDGET

All proposals must include proposed costs (in Indonesian Rupiah/IDR) to complete the tasks described in the project scope. Costs should be stated as one-time or non-recurring costs (NRC).

Expected cost to be included in the proposal:

● Man-hours or man-day to cover the survey works,

● Transportation and accommodation needed for surveys (for surveyor only, exclude IESR MEMR cost)

The estimated budget for purchasing the measurement instruments (if any) must be mentioned in the proposal but the final purchase will be conducted by IESR. All other costs and fees must be clearly described in each proposal.

6. BIDDER QUALIFICATIONS

Bidders should provide the following items as part of their proposal:

● Description of experience in land use or project surveys as well as experience working in a multi-disciplinary consultancy (5 years experience)

● Good IT skills in commonly used software, such as GIS software

● Examples of three or more similar projects conducted by you/your organization

● Anticipated resources you will assign to this project (total number, role, title, experience)

● Confirmation of timeframe for completion of the project

● Brief description on how you will meet the deliverables within the allocated time
