Main Duty and Function

Main duty and function of Faculty of Cultural Studies in accordance with the Decree No: 01 /PER/FIB/2010 on Organization and Management of Faculty of Cultural Studies Universitas Brawijaya

Head of the Faculty

1. Head of the Faculty is the Dean who is in performing his duties is helped by three Vice Deans;

2. Vice Dean of Academic Affairs and Cooperation (Vice Dean I), Vice Dean of General Administration, Finance, and Personnel (Vice Dean II), and Vice Dean of Student Affairs (Vice Dean III).

3. Vice Deans are directly responsible to the Dean.

4. When the Dean is temporarily not available, the Vice Dean I steps in as the Acting Dean.

Senate

1. Senate has a duty to formulate and evaluate academic and non-academic policies of the faculty.

2. In implementing the duty as referred to subsection 3, Senate has functions as follows: a. Formulating academic policies, quality standard of education, and development of the

Faculty formulation.

b. Formulating assessment of academic achievement policy, proficiency, and academic ethics of academic communities.

c. Giving consideration and approval on the budget plan of income and expenditure of the Faculty proposed by the Dean.

d. Assessing Faculty budget accountability.

e. Approving proposal for awarding a doctorate of honor for a person who meets the requirements in accordance with the applicable regulations

f. Selecting and considering lecturers who are given additional duties as the Dean and Vice Deans, Head and Secretary of Departments, and Head of Study Programs. g. Considering the proposed lecturers occupying the position of Head Lecturer and

Professor.

Elements of Academic Executive: Department

1. Department has a duty to carry out academic education, researches, community services. 2. Department has a duty to carry out duties and functions as follows:

a. Planning needs, selecting and coaching lecturers;

b. Evaluating performance and proposing promotion of the lecturers; c. Planning capacity and qualification of students;

e. Planning needs of academic implementation budget; f. Planning needs of reference collection/ library;

g. Formulating and evaluating qualification and competence of graduates;

h. Formulating quality standard of education and evaluating curriculum development; i. Planning, performing, monitoring, and evaluating education process, research, and

community service;

j. Developing Study Program;

k. Developing cooperation and network; and

l. Preparing and delivering annual activity report to the Dean.

Laboratory

1. Laboratory has a duty to perform science development activity to support Study Program duties;

2. Laboratory has functions to

a. Assess science development through research and learning practices; b. Plan cooperation with the other parties according to the expertise.

Language Laboratory

Language Laboratory is where language skills are practiced especially listening skill because this facility is audio based. In its design, language laboratory will be a multimedia-based laboratory.

Computer Laboratory

This laboratory is the center of learning for training computer operating ability in order to help students’ learning process. This laboratory is equipped with computer and the other electronic devices.

Movie Theater

This unit is equipped with multimedia facilities, which is designed to be a place for practicing drama skill and to enhance English ability by watching movies, related to the Study Program.

Micro Teaching Laboratory

Administrative Elements Administration Unit

1. Administration Unit is responsible to implement the education and public administration, staffs and finance administration, and students’ administration.

2. The functions of Administration Unit are

a. collecting, processing, and analyzing data/ information related to the events in the Faculty,

b. collecting, interpreting, and spreading the legislation rules related with Faculty’s event,

c. carrying out the preparation of guests hospitality,

d. organizing official meetings, ceremonies, and the other official events,

e. processing budgeting plan and the budget usage, the execution of budget plan, and monitoring the budgeting execution,

f. arranging the reference framework for suggestions material for regular budget plan and the development of the benefit of DPP, and

g. arranging the report as the accountability of the work program execution.

Academic Sub Unit

1. The Education Sub Unit has a main job to do the academic administration. 2. The functions of Education Sub Unit are

a. arranging the annual work program of academic sub unit academic achievements, b. collecting and clarifying data/ information in curriculum, syllabus, and students, c. arranging the schedules of classes, practice and exams,

d. observing the administration registration and academic registration, classes, final exams, thesis exams, and judisium,

e. giving information on study evaluation,

f. preparing the graduation and the alumnus bidding/ farewell,

g. giving services of technical administration in academic appropriately, responsively and friendly,

h. arranging the report of work program according to the result as the accountability of the work program.

General and Equipment Sub Unit

1. General and equipment sub unit main job is to do the business of administration, households and equipment,

b. implementing correspondence including typing, copying, expedition and archiving,

c. maintaining the security, sanitation, room, office, field, public facilities, and garden,

d. archiving and maintaining documents, correspondence letters, and message related to the events of general and equipment sub unit,

e. planning, creating, distributing and responsible in the use of stationary and the office equipment and the requirement of household appropriate to the rule applied,

f. recording, maintaining the office inventories appropriate to the rule,

g. giving administration service in general and equipment unit appropriately, responsive and friendly,

h. arranging the report of work program as the accountability of the jobs performance.

Finance and Staffing Sub Unit

1. Finance and Staffing Sub Unit has the main job to do the administration of finance and staffing

2. The Functions of Finance and Staffing Sub Unit are

a. arranging annual work programs of Finance and Staffing Sub Unit,

b. suggesting the establishment, placement, transference and development of the staffs,

c. handling the staff’s leave permit, divorce, having more than one wife and become the member of political party to the staffs,

d. archiving and recording the data of the staffs and ranking list of the staffs;

e. saving and maintaining the documents, correspondence letter and messages related to the event of the staffing,

f. collecting and processing the data to arrange the budget and the preparation of budgeting arrangement,

g. recording, verifying, archiving every document/ prove of transaction process of finance,

h. implementing the staff’s payroll and the cost for official travels,

i. giving technical administration service in finance and staffing appropriately, responsive and friendly,

Student Affairs Sub Unit

1. Student Affairs Sub Unit’s main job is doing the administration of students’ affairs. 2. The functions of Student Affairs Sub Unit are

a. arranging the annual work programs of Students Affair Sub Unit,

b. collecting, processing, clarifying, and saving data/ information of the students and alumnus,

c. implementing the students activity, interest/ talent, and welfare, d. implementing the activity of coaching relationships with alumnus,

e. archiving and maintaining documents, correspondence letter and messages related to the students and alumnus,

f. giving the administration service in students affair appropriately, staffing appropriately, responsive and friendly,

g. preparing and sending the document of various scholarship suggestions, and distributing them to eligible students,

h. arranging the report of work programs as the accountability of the job’s executions.

Information System, Cooperation and Public Relation Planning Unit (PSIK)

PSIK unit has a duty to do the assessment, development, and service in technology and communication. The unit is consisted of the assessment and development division, service divisions, and marketing divisions.

PSIK Unit can work together with Institute for Educational Assessment, Development, Information, and Communication Technology Unit of the University. The Marketing Division within the PSIK Unit has the task of marketing services related to communication and information technology.A professional manager in its field heads each Division. The Marketing Division within the PSIK Unit collaborate with University's Information and Communication Technology Unit and the Business Incubator Unit.

Supporting Elements

Agency for Research and Community Service (BPPM)

1. Agency for Research and Community Service has the task to coordinate research activities and community service

2. The functions of Agency for Research and Community Service has functions that are: - doing the development and dissemination of science, technology and art (IPTEKS)

science and culture applications to improve knowledge and standard of living and enrich the national culture,

UPT Pemberdayaan Kebudayaan Nusantara (UPTPKN)

a. UPT Pemberdayaan Kebudayaan Nusantara has the task of carrying out the assessment, development, and cultural empowerment of the archipelago.

b. UPTP Pemberdayaan Kebudayaan Nusantara has the function of studying the problems of cultural development of the archipelago, and fostering and developing the culture of the archipelago in order to enrich the national culture.

Unit International Office (IO)

This unit is responsible for services related to the working relationship of the Faculty with foreign agencies.

Elements of Monitoring and Evaluation

Quality Assurance Cluster/ Quality Assurance Unit

1. Quality Assurance Cluster/ Quality Assurance Unit is an element of monitoring and evaluation in charge of coordinating the preparation of academic quality standards and audit academic system

2. Quality Assurance Cluster is led by a chair that has a direct responsibility to the Dean, while Quality Assurance Unit is leaded by a chair that is responsible to the chair of department.

The Functions of Quality Assurance Unit are

1. coordinating the preparation of academic quality standard of Faculty of Cultural Studies, Quality Manual, Procedure Manual, Work Instructions, and other documents, 2. monitoring and evaluation of academic quality assurance activities (education, research and community service) and compiling materials and inputting to monitoring and evaluation of Faculty of Cultural Studies,

3. arranging the improvement of academic activities,

4. monitoring and evaluating of quality assurance activities in Finance and Human Resource Development,

5. preparing materials and inputs in Finance and Human Resource Development,

6. developing quality assurance activities in the field of Finance and Human Resource Development,

7. monitoring and evaluating of quality assurance activities in the field of Student Affairs,

8. preparing materials and entries in the field of Student Affairs,

9. preparing the improvement of quality assurance activities in the field of Student Affairs,

10. implementing internal system audits and internal compliance audits on a regular basis;

11. submitting the audit report with its recommendation in writing to the Dean,

12. monitoring, evaluating, and conducting analysis on follow-up audit implementation, 13. assisting the Dean in monitoring and supervising the internal non-academic activities

of the Faculty of Cultural Studies,

15. dealing with matters relating to the Faculty of Cultural Studies;

16. helping to create an effective internal control system at the Faculty of Cultural Studies,

17. conducting an assessment of the internal control system applicable in the Faculty of Cultural Studies,

18. delivering the annual report to the Dean.

The Functions of the Quality Assurance Unit are

1. coordinating the preparation of academic quality standards; including the preparation of documents: Specification of Study Program (SP), Competence of graduates (KL), Procedure Manual(MP), Work Instruction (IK) that are in accordance with the Academic Standards, Academic Quality Manual and Procedure Manuals at the Department level, 2. monitoring and evaluating of academic quality assurance activities (education, research

and community service) as well as preparing materials and inputs on monitoring and evaluation of the Department's level,

3. arranging the improvement of academic activities in the Department,

4. submitting audit report result with its recommendation in writing to Head of Department, 5. monitoring, evaluating, and conducting analysis on follow-up audit implementation, 6. assisting the Chief of the Department in monitoring and supervising the internal

non-academic activities of the Department,

7. providing recommendations for improvement to achieve the objectives of the Department,

8. dealing with matters related to matters that may be disadvantageous to the Department, 9. helping to create an effective internal control system in the Department,

10.conducting an assessment of the internal control system applicable in the Department, 11. delivering the annual report to the Head of Department.

General Services Elements

UPT Lintas/Bahasa

1. UPT Lintas Bahasa has tasks to hold service of foreign language and Indonesian language training

2. The functions of Language Service Center are

a. providing service of foreign language training and Indonesian language training, b. holding language competent test for students and lecturers,
