Invitation

The Swedish International Development Cooperation Agency (Sida) is a government agency responsible for the major part of Sweden’s develop-ment cooperation. Focus on long-term knowledge and competence de-velopment constitutes a major feature in all dede-velopment cooperations.

Sida offers, as part of its bilateral development assistance, Ad-vanced International Training Programmes of strategic importance to the social and economic development of cooperating countries based on identified priorities and needs. In the long-term perspective the programmes shall contribute to institutional strengthening and capacity development in the cooperating countries.

These programmes aim at enhancing managerial and technical skills and cover subjects of strategic importance to economic and social development. The Training Programmes are designed for experi-enced executives in middle and top management positions in their respective organisations.

With the Training Programmes, Sida aims to contribute to processes of change and development in the participants’ organisations and lines of businesses. The foundation of the entire programme is a project as-signment. The assignment shall be well established in the participant’s organisation and is a basic part of the programme concept.

The importance of intellectual property rights has increased considerably in recent years and this branch of law has become an issue of great politi-cal and economic significance in international negotiations, especially after the establishment of the World Trade Organization. With the gradual devel-opment of the knowledge-based society, intellectual property has also become more and more important in the context of national economies. While the issue is important, it is also complex and the repercussions of various solutions are not easy to grasp. Considerable knowledge and ex-perience is therefore necessary in order to fully understand and success-fully participate in the international negotiations where the outcome may affect both national economies and international trade relations.

In order to be able to capture benefits from this inevitable develop-ment, countries must formulate effective national and institutional policies and define their interests in the context of international negotiations. For many developing countries this poses considerable challenges.

Recognizing this fact, Sida has taken the initiative to organise, together with the World Intellectual Property Organization and the Swedish Patent and Registration Office, a Training and Advisory Programme on Copyright and Related Rights in the Global Economy.

We hope that the programme will be of interest to you and hereby in-vite you to nominate candidates.

Programme Objectives

The main objectives and rationale of the Programme are the following. – As an effective copyright system

rests on three pillars, namely legis-lation, enforcement and manage-ment, the basic aim of the Pro-gramme is to increase the famili-arity with all those aspects, both from a national and an interna-tional perspective, using Sweden as an illustrative example.

– To provide information and knowl-edge about the main national and international elements of the law on copyright and related rights – To provide presentations of the

World Intellectual Property Or-ganization and the World Trade Organization and their functions – To inform about and discuss a

number of special issues of actual importance, such as the economic impact of copyright law and of the copyright industries in the na-tional economies and also the im-pact of piracy of protected works and ways and means to combat that phenomenon

– To inform about and discuss indi-vidual and collective management of copyright and related rights in order to enable the widest possible reaping of the beneits from the exploitation of protected works – To discuss and provide illustration

of various aspects of international negotiations in the ield of intel-lectual property

– A particularly important part of the Programme is to make it pos-sible for participants to assess, in a preparatory phase, the copyright and related rights situation in their own countries and to discuss and ind ideas on how to develop and improve that situation, on the ba-sis of knowledge and experience gained in the course of the Pro-gramme. This will be dealt with as a speciic project.

Contents

The training in Stockholm will be focussed on a number of special themes, mainly the following. – General aspects of intellectual

property in the world today

– A presentation of the United Na-tions System of Specialised Agen-cies and of the World Intellectual Property Organization (WIPO) and its functions

– A presentation of the internation-al trading system, mainly the World Trade Organization (WTO) and its activities, especially as regards the Agreement on Trade-Related Aspects of Intellec-tual Property Law (The TRIPS Agreement)

– The legal, enforcement and man-agement aspects of copyright law – The copyright system in Sweden

as an illustrative example, with visits to various organisations in this ield

– A number of special issues, such as the effects of piracy of protect-ed works and contributions – Teaching of intellectual property

law

prepare a 3–4 page country report containing an analysis and review of the copyright and related rights situ-ation in their own countries.

The participants should also identify a project of speciic interest to the country. This project will be dealt with during the other phases.

The second phase consists of a three-week training in Stockholm where information will be provided as a basis for discussion, about the legal, managerial and practical as-pects of copyright and related rights and where also the participants’ re-ports and in particular their projects will be discussed.

The third phase will take place in the participants’ home countries where they should implement the project they have selected in phase one and worked with during the Stockholm part (phase 2).

Support from the Swedish tutors will be available through e-mail dur-ing this phase.

The participants are requested to send a midterm progress report to the organisers.

The fourth phase will consist of a 3–5 day follow-up meeting of all the participants where the project and its development plan will be reviewed. The participants shall be obliged to participate in all components (Phas-es) of the Programme.

The training in Stockholm

The training will be carried out through lectures, discussions, practi-cal work, and study visits.

Considerable time will be devoted to the projects (which are to be pre-pared at home) and to the country reports.

Follow-up training

About six months after the conclusion of the training programme in Stock-holm a follow-up training will take place in one of the target regions.

During that training the projects will be studied and discussed and fur-ther information given on the issues addressed in the Stockholm training.

Date and place

The Stockholm training will be im-plemented in Stockholm from Au-gust 13 to 31, 2007.

The follow-up phase of the pro-gramme will be conducted in Febru-ary–March 2008 in one of the target regions or in Europe.

Teaching

Swedish and international experts on Intellectual Property will deliver lec-tures and participate in discussion as well as assist the participants with their work on the projects.

All training will be conducted in English.

Management and staff

Staff of the Swedish Patent and Registration Ofice (SPRO) will be available during the Stockholm training to support the participants.

Mr Bo Hallgren is responsible for the training.

Participation

Target region:

Africa, Asia, Latin America, Middle East/North Africa

Target Group:

The Programme is directed towards policy-makers and their advisers as well as towards persons at a senior decision-making level from the gov-ernment sector and also to persons from the university or the private sector who are or who will be in-volved in issues concerning copyright and related rights.

Language requirements etc.

Very good knowledge in English is required as well as some proicien-cy in the use of computers (word processing) and access to comput-ers with Internet connection in the home country (for e-mail commu-nications). The WIPO general pro-gramme on Intellectual Property or equivalent knowledge is recom-mended but is not a prerequisite; the participant’s professional role in his/her home country is more important than formal qualiica-tions.

The participants shall be obliged to participate in all components (phases) of the programme.

The number of participants will be limited to 25.

Application Process

Closing date for application is May 1, 2007.

The application should be submitted to the nearest Swedish Embassy/ Consulate.

If there is no Swedish Embassy in the applicant’s country, the applica-tion should be submitted directly to the Program Secretariat (see below). Applications submitted after clos-ing date will not be considered.

The application should be written on the special form attached and in-clude a recent photograph and re-quired information and documents. The application form is available on www.prv.se/courses.

An English language test should be made with an oficial body in the home country of the applicant, unless the applicant can provide other docu-mentation to support her/his ability.

Swedish Embassies /Consulates do not carry out language tests but may be able to recommend appropriate language institutes for conducting tests.

When necessary, the application should be approved by the oficial nominating authority in the country.

Selected applicants will be notiied by e-mail or telefax in June, 2007. Once accepted, the applicant must conirm participation, also by e-mail or fax. An invitation letter will be sent out, containing additional infor-mation on the programme and the practical arrangements.

Cost of Participation

The cost of the programme is di-vided between a participation fee and accommodation cost. The par-ticipation fee covers all training cost such as lectures, literature, documen-tation, study tours and certain social activities. The accommodation costs include board and lodging. Lunches but not dinners are provided on working days. On weekends only breakfast is provided. The Swedish International Development Coop-eration Agency (Sida) will cover these costs.

Contact information

The participant carries costs in-curred in travelling to the nearest international airport.

Sida always pays international travel cost in connection to the fourth phase of the training pro-gramme.

Due to the character of the pro-gramme family members are not al-lowed to accompany participants to the programme.

Personal expenses are not included.

Accommodation

The Swedish Patent and Registra-tion Ofice will make hotel reserva-tions for the participants in Stock-holm. Breakfast is included.

Visa

Participants are responsible for ob-taining all visas necessary for their journey and stay during the training programme.

The visa should be valid for the whole period of the programme and the passport should be valid for three months longer than the entry visa. Inquires should be directed to respective Swedish Embassy /

Con-sulate alternatively other Schengen representation as soon as possible after acceptance into the pro-gramme. Participants visiting other countries on their way to or from Sweden must ensure that correct visas are obtained before leaving home country, especially for coun-tries not included in the Schengen agreement.

Please observe that you may need a multiple entry visa as your visa could be forfeited by a stop-over.

The costs for obtaining visas are carried by the participant.

Insurance

All participants are covered by a group insurance on their travel to and from Sweden and their stay there. It covers also organised tours during the programme. This insur-ance includes costs for medical care in the event of acute illness or acci-dent. Medical and dental check-ups are not included.

The Swedish Patent and Registration Office has, together with Sida and the World Intellec-tual Property Organization (WIPO), designed the training programme and is responsible for its management.

The Swedish Patent and Registration Office is the national office for registration of Industrial Property Rights such as Patents, Trademarks and Industrial Design as well as responsible for providing information to Industry. The Swedish Patent and Registration Of-fice reports to the Ministry for Industry. The ofOf-fice is self-supporting through its fees.

The World Intellectual Property Organization (WIPO) WIPO is the specialised UN agen-cy mandated to promote the effective protection and use of intellectual property through-out the world by creating an environment and infrastructure conducive to an enhanced un-derstanding of the contribution of intellectual property to human life through economic, social and cultural development, and, in particular, by assisting developing and least devel-oped countries in their capacity building for greater access to, and use of, the intellectual property system. WIPO is responsible for the administration of international treaties on in-tellectual property. Its headquarters is located in Geneva, Switzerland.
