HE MINISTRY of Energy and MineralResources (ESDM) revealed that the realization of non-tax state revenue (PNBP) from the mineral and coal mining sector by the end of 2020 was Rp 34,627 trillion. This achievement exceeded the target set last year of Rp 31.41 trillion. The PNBP target in 2021 is set at Rp39.1 trillion, higher than last year. The Director of Mineral and Coal Revenue at the Ministry of ESDM, Jonson Pakpahan, said that the PNBP minerba has exceeded the target since the second week of December. His party also projects that the realization of the 2020 PNBP will penetrate the level of Rp 34 trillion.
"As of December 31, 2020, the realization of mineral and coal PNBP has reached Rp 34.627 trillion. It exceeds the target set," Jonson told Investor Daily in Jakarta, Tuesday (5/1).
Jonson said that the improving coal price factor towards the end of 2020 was a determining factor in the achievement of PNBP. Apart from that, another factor that makes the PNBP target achieved is the company's compliance in fulfilling tax obligations.
The current system requires each sale to pay a royalty in advance in order for shipment. Without paying off the royalties, the harbormaster will not release the transport ship.

EMENTERIAN Energi dan Sumber DayaMineral (ESDM) mengungkapkan realisasi penerimaan negara bukan pajak (PNBP) sektor pertambangan mineral dan batu bara hingga akhir 2020 sebesar Rp34,627 triliun. Capaian tersebut melampaui target yang ditetapkan tahun lalu sebesar Rp31,41 triliun. Target PNBP di 2021 ditetapkan Rp39,1 triliun lebih tinggi dibanding tahun lalu. Direktur Penerimaan Mineral dan Batu Bara Kementerian ESDM Jonson Pakpahan mengatakan PNBP minerba telah melampaui target sejak pekan kedua Desember lalu. Pihaknya pun memproyeksikan realisasi PNBP 2020 bakal menembus level Rp34 triliun.
"Hingga 31 Desember 2020 realisasi PNBP minerba mencapai Rp 34,627 triliun. Melebihi target yang ditetapkan," kata Jonson kepada Investor Daily di Jakarta, Selasa (5/1).
Jonson menuturkan faktor harga batu bara yang membaik jelang akhir 2020 menjadi penentu dalam capaian PNBP. Selain itu faktor lain yang membuat target PNBP ter-capai yakni kepatuhan perusahaan dalam menunaikan kewajiban pajak.
Sistem yang diterapkan saat ini mensyarat-kan setiap penjualan harus membayar royalti lebih dahulu agar bisa pengapalan. Tanpa pelunasan royalti maka syahbandar tidak akan melepas kapal angkut.

The second target was revised again so that the 2020 PNBP mineral and coal revenue was pegged at Rp 31.41 trillion. The revised target is in line with the Covid-19 pandemic that has hit the world economy. The sluggishness of the economy is pressing down on coal prices.
Since Covid-19 was declared a global pandemic throughout 2020, the reference coal price (HBA) was opened at the level of US$ 65.93/ton in January 2020. It had strengthened by 0.28% to the level of US$ 67.08/ton in March compared to February US$ 66.89/ton.
Then, the HBA continued to weaken to the level of US$ 65.77/ton in April and US$ 61.11/ton in May.
In June, prices fell to US$ 52.98/ton, July to US$ 52.16/ton, and August to US$ 50.34/ton. Then in September the HBA fell to the position of US$ 49.42/ton.
Meanwhile in October, it rose again to the level of US$ 50/ton, namely US$ 51/ton. The price was getting stronger in November with the position of US$ 55.71/ton and in December it was at the level of US$ 59.65/ton.
In early 2021, the price of coal has skyrocketed to the level of US$ 70/ton, which is US$ 75.84/ton. This price is higher than in early 2020. Jonson said that this year's PNBP is determined based on the HBA assumption of US$ 70/ton. Then coal production is still at the level of 500 million tons.

Target kedua itu pun kembali direvisi sehingga penerimaan PNBP minerba 2020 dipatok sebesar Rp31,41 triliun. Revisi target tersebut seiring dengan pandemi Covid-19 yang memukul perekonomian dunia. Lesunya roda perekonomian me-nekan harga batu bara.
Semenjak Covid-19 ditetapkan sebagai pandemi global sepanjang 2020, harga batu bara acuan (HBA) dibuka pada level US$65,93/ton pada Januari 2020. Sempat menguat sebesar 0,28% pada level US$67,08/ton di Maret dibanding Februari US$66,89/ton.
Kemudian, HBA terus mengalami pele-mahan ke level US$ 65,77/ton di April dan US$ 61,11/ton di Mei.
Selanjutnya di Juni harga turun ke posisi US$ 52,98/ton, Juli US$ 52,16/ton, dan Agustus US$ 50,34/ton. Kemudian di September HBA anjlok ke posisi US$ 49,42/ton.
Sementara itu di Oktober kembali naik ke level US$50-an/ton yakni US$51/ton. Harga semakin menguat di November dengan posisi US$55,71/ton dan di Desember ber-tengger di level US$59,65/ton.
Pada awal 2021 ini harga batu bara meroket tembus ke level US$70-an/ton yakni sebesar US$75,84/ton. Harga ini lebih tinggi dibandingkan awal 2020 silam. HE PROSPECT of improving coal prices this year has made a number of issuers adopt an expansive mode. ROSPEK harga batubara yang membaiktahun ini membuat sejumlah emiten memasang mode yang ekspansif. Pada Senin (4/1), harga batubara Newcastle berada di level US$ 81,4 per ton.
Harga Batubara Acuan (HBA) juga menujukkan tren positif dari akhir 2020 hingga awal tahun 2021. Kementerian ESDM menetapkan HBA selama perda-gangan bulan Januari naik US$ 16,19 per ton atau 27,14% ke level US$ 75,84 per ton dibandingkan HBA bulan Desember 2020 yang hanya US$ 59,65 per ton.
Direktur dan Sekretaris Perusahaan PT Bumi Resources Tbk (BUMI) Dileep Srivastava melihat adanya pertumbuhan minimal 5% terhadap permintaan batu-bara thermal pada tahun ini.
Hal tersebut tidak terlepas dari pulihnya pasar batubara dibandingkan dengan tahun 2020, dimana tahun lalu industri batubara dipenuhi dengan berbagai tantangan, termasuk pandemi Covid-19.

"We estimate that coal prices will continue to increase in the first half of 2021," said Dileep when contacted by Kontan.co.id, Tuesday (5/1).
Dileep continued, BUMI's internal plan this year is to produce coal 5% higher than the 2020 target.
To note, last year BUMI's production volume was installed in the range of 83 million tons-85 million tons.
As an illustration, as of the third quarter of 2020, BUMI's volume of coal mined has decreased due to the pandemic. BUMI's production volume was 60.7 million tonnes or a 3% decrease from the realization of production in the same period the previous year, which was 62.8 million tonnes.
In detail, PT Kaltim Prima Coal (KPC) produced 44.4 million tons while PT Arutmin Indonesia produced 16.2 million tons of coal. The realization of BUMI's overburden (OB) removal also fell slightly by 0.3% to 480.5 million bank cubic meters (bcm).
The same thing also happened to BUMI's sales volume as of the third quarter of 2020. BUMI was recorded to sell 60 million tons of coal, down 5% from sales in the same period the previous year which reached 63.1 million tons.

Untuk diketahui, tahun lalu volume produksi BUMI dipasang dengan kisaran 83 juta ton-85 juta ton.
Sebagai gambaran, per kuartal ketiga 2020, volume batubara yang ditambang BUMI mengalami penurunan akibat pandemi. Volume produksi BUMI sebesar 60,7 juta ton atau menurun 3% dari realisasi produksi di periode yang sama tahun sebelumnya yakni 62,8 juta ton.
Secara rinci, PT Kaltim Prima Coal (KPC) memproduksi 44,4 juta ton sementara PT Arutmin Indonesia memproduksi 16,2 juta ton batubara. Realisasi pengupasan lapisan atau overburden (OB) removal BUMI juga turun tipis 0,3% menjadi 480,5 juta bank cubic meter (bcm).
Hal yang sama juga terjadi pada volume penjualan BUMI per kuartal ketiga 2020. BUMI tercatat menjual 60 juta ton batu-bara, turun 5% dari realisasi penjualan pada periode yang sama tahun sebelumnya yang mencapai 63,1 juta ton.

T BUKIT Asam Tbk. is optimistic that this year's coal production will increase in line with the potential for an increase in coal demand.PTBA Corporate Secretary Apollonius Andwie C. said that coal demand is projected to experience recovery this year. This can be seen from the increasing absorption capacity of coal from the end of 2020, both for domestic and export demand.
"We project that this increase will continue to occur in line with the post-epidemic recovery," he told Bisnis, Tuesday (5/1/2021).
With this potential increase in demand, the company estimates that coal production this year will also increase. "Production will certainly increase along with the increase in demand."
PTBA coal production up to the third quarter of 2020 reached 19.4 million tons. The realization is equivalent to 77 percent of this year's target which has been adjusted to be 25.1 million tonnes.
Previously, PTBA President Director Arviyan Arifin said that the realization of production until September 2020 had decreased by 10 percent when compared to the realization in the same period last year.
The decline was caused by weak demand for coal in the first half of 2020, when the early days of the Covid-19 pandemic broke out.

T BUKIT Asam Tbk. optimistis produksi batu bara tahun ini akan meningkat seiring dengan adanya potensi peningkatan per-mintaan batu bara.Sekretaris Perusahaan PTBA Apollonius Andwie C. mengatakan bahwa permintaan batu bara diproyeksikan mengalami pemulihan pada tahun ini. Hal ini dilihat dari daya serap batu bara yang semakin meningkat dari akhir 2020, baik untuk permintaan domestik maupun ekspor. "Kami memproyeksikan peningkatan ini akan terus terjadi seiring dengan pemu-lihan kondisi pasca-pandemi," ujarnya kepada Bisnis, Selasa (5/1/2021).
Dengan adanya potensi peningkatan per-mintaan ini, perseroan memperkirakan produksi batu bara tahun ini juga meng-alami peningkatan. "Untuk produksi tentu akan meningkat seiring dengan peningkatan permintaan."
Produksi batu bara PTBA sampai dengan kuartal III/2020 mencapai 19,4 juta ton. Realisasi tersebut setara dengan 77 persen dari target tahun ini yang telah disesuaikan menjadi 25,1 juta ton.
Sebelumnya, Direktur Utama PTBA Arviyan Arifin mengatakan bahwa realisasi produksi hingga September 2020 itu menurun 10 persen bila dibandingkan dengan realisasi pada periode yang sama tahun lalu.
Penurunan disebabkan oleh lemahnya per-mintaan batu bara pada semester pertama 2020, yakni ketika masa awal pandemi Covid-19 merebak.

RODUKSI batu bara Indonesia sepanjang2020 telah tercatat mencapai 557,54 juta ton, lebih tinggi dari target yang ditetapkan pemerintah sebesar 550 juta ton.
Namun demikian, untuk ekspor batu bara, berdasarkan data dari Minerba One Data Indonesia (MODI) Kementerian Energi dan Sumber Daya Mineral yang dikutip CNBC Indonesia per Selasa (05/01/2020), realisasinya masih lebih rendah dari target yang direncanakan.
Berdasarkan data MODI tersebut, realisasi ekspor batu bara sepanjang 2020 hanya mencapai 305,77 juta ton atau baru 77,41% dari target yang dipatok peme-rintah sebesar 395 juta ton.
Berdasarkan data tersebut, ekspor ter-tinggi terjadi pada Januari 2020 sebesar 31,78 juta ton.

Seperti diketahui, pandemi Covid-19 ini membuat beberapa negara tujuan ekspor batu bara tanah air melakukan pembatas-an impor. Bukpembatas-an tpembatas-anpa alaspembatas-an, pembataspembatas-an aktivitas hingga lockdown, membuat konsumsi energi turun, sehingga serapan batu bara tidak banyak.
Sebelumnya, Direktur Eksekutif Asosiasi Pertambangan Batubara Indonesia (APBI) Hendra Sinadia sempat mengatakan bahwa sejumlah negara cenderung mengoptimal-kan kapasitas batu bara domestik masing-masing.
"Kedua karena stockpile mereka juga masih cukup seperti misalnya China ada kecen-derungan mereka sedang membatasi kuota impor mereka. Negara-negara tujuan ekspor utama batu bara kita seperti China dan India itu sedang mengetatkan impor," ujarnya, Minggu (16/08/2020).
Sementara untuk realisasi pemenuhan kebutuhan batu bara di dalam negeri atau domestic market obligation (DMO) pada 2020, berdasarkan data MODI, tercatat hanya sebesar 108,45 juta ton atau 69,97% dari target yang telah ditetapkan sebesar 155 juta ton. Bila dibandingkan dengan penyerapan domestik pada 2019 yang mencapai 138,42 juta ton, artinya penyerapan domestik pada 2020 ini ada penurunan sekitar 21,6%.
Namun, data ini masih berpotensi berubah, terutama karena belum tercatatnya data penyerapan DMO pada November -Desember 2020.

"Product quality and other commercial terms will be agreed upon by the parties in a more detailed sale and purchase agreement," said Fuad in a written statement quoted by Kontan.co.id, Tuesday (5/1).
According to Fuad, preparations for the Front End Engineering Design (FEED) for the factory will begin in 2021. In 2023, the realization of the first shipment of activated carbon from Tanjung Enim to ports in Australia is expected to be realized.
"This is a milestone for PTBA by signing the HoA with ACT which will become an offtaker for 12,000 tons of activated carbon per year," continued Fuad.
For information, activated carbon is one of the downstream efforts, where coal will be processed and undergo an activation process. So that it becomes a material in which there are many pores that function to absorb other substances around it. Menurut Fuad, persiapan Front End Engeneering Design (FEED) untuk pabrik akan dimulai pada tahun 2021 ini. Pada tahun 2023, realisasi pengapalan pertama karbon aktif dari Tanjung Enim ke pelabuhan di Australia diharapkan bisa terwujud.
"Ini menjadi milestone bagi PTBA dengan penandatangan HoA bersama ACT yang akan menjadi offtaker 12.000 ton karbon aktif per tahun," sambung Fuad.
Sebagai informasi, karbon aktif menjadi salah satu upaya hilirisasi, yang mana batubara akan diolah dan mengalami proses aktivasi. Sehingga menjadi material yang di dalamnya terdapat banyak pori-pori yang berfungsi menyerap zat lain di sekitarnya.
Karbon aktif pun dapat dimanfaatkan untuk proses penjernihan dan pemurnian air, gas dan udara, filter industri makanan, penghilang warna untuk industri gula dan MSG, hingga penggunaan di bidang farmasi sebagai penetral limbah obat-obatan gar tidak membahayakan lingkungan.
Sementara itu, CEO dan Founder ACT Peter Cullum menyambut baik kerjasama ini dan optimistis akan berjalan dengan sukses. "Kami juga melihat adanya pertumbuhan permintaan karbon aktif yang terus ber-tambah dan bisa kami optimalkan untuk merambah pasar lebih luas di dunia," kata dia.

disebabkan oleh meningkatnya permintaan batu bara di musim dingin terutama oleh Tiongkok yang juga akibat keterbatasan suplai pasokan domestik batu bara mereka," ujar Hendra kepada Bisnis, Senin (4/1/2021).
Komoditas batu bara mengawali 2021 dengan positif setelah harga batu bara acuan (HBA) Januari 2021 mengalami kenaikan 27,14 persen dari posisi akhir 2020.

EMERINTAH menetapkan harga jual batubara untuk penyediaan tenaga listrik untuk kepentingan umum maksimal sebesar US$ 70 per ton.
Hal tersebut dituangkan dalam Keputusan Menteri Energi dan Sumber Daya Mineral No.255.K/30/MEM/2020 tentang Peme-nuhan Kebutuhan Batu Bara Dalam Negeri 2021 yang ditetapkan Menteri ESDM Arifin Tasrif pada 29 Desember 2020.
Adapun bagian kelima dari keputusan tersebut berbunyi:

the Provision of Electricity for Public Interest of US$ 70 per metric ton Free On Board (FOB) Vessel, which is based on reference specifications on calories 6,322 kcal/kg GAR, Total Moisture 8%, Total Sulfur 0.8 %, and 15% Ash provided that it is listed in the Appendix which is an integral part of this Ministerial Decree." "Business entities that supply electricity for the public interest are required to make plans to meet coal demand for the following year by prioritizing the long-term contract mechanism."
As for the determination of the selling price of coal for the supply of electricity for public interest which is listed in the attachment to this Ministerial Decree, among others are:
- The selling price of coal to supply electricity for public use is set at US$ 70 per ton. This applies if the reference coal price (HBA) is more than or equal to US$ 70 per tonne of Free On Board (FOB) Vessel.
- If the HBA is less than US$ 70 per tonne of FOB Vessel, then the selling price of coal for electricity supply for public use refers to the FOB Vessel HBA.
In addition to regulating the selling price for electricity supply, the Ministerial Decree also stipulates a minimum percentage of coal sales for domestic interests at least 25% of the planned total coal production in 2021 which is approved by the government.
If the minimum percentage is not fulfilled, then the business license holder is subject to the obligation to pay compensation for a number of coal shortages for domestic use (DMO).

Lalu, pada bagian keenam berisi:
"Badan usaha penyedia tenaga listrik untuk kepentingan umum wajib membuat peren-canaan pemenuhan kebutuhan batu bara tahun berikutnya dengan mengutamakan mekanisme kontrak jangka panjang."
Adapun penentuan harga jual batu bara untuk penyediaan tenaga listrik untuk kepentingan umum yang tercantum dalam lampiran Keputusan Menteri ini antara lain yaitu:
- Harga jual batu bara untuk penyediaan tenaga listrik untuk kepentingan umum ditetapkan sebesar US$ 70 per ton ini berlaku bila harga batu bara acuan (HBA) lebih dari atau sama dengan US$ 70 per ton Free On Board (FOB) Vessel.
- Bila HBA kurang dari US$ 70 per ton FOB Vessel, maka harga jual batu bara untuk penyediaan tenaga listrik untuk kepentingan umum mengacu pada HBA FOB Vessel.
Selain mengatur tentang harga jual untuk penyediaan tenaga listrik, Kepmen ini juga menetapkan persentase minimal penjualan batu bara untuk kepentingan dalam negeri minimal 25% dari rencana jumlah produksi batu bara 2021 yang disetujui pemerintah. Bila tidak memenuhi persentase minimal tersebut, maka pemegang izin usaha dikenakan kewajiban pembayaran komsasi terhadap sejumlah kekurangan pen-jualan batu bara untuk kepentingan dalam negeri (DMO).

Menurut Dosen Pascasarjana Universitas Gadjah Mada (UGM) Yogyakarta, Bagas Pujilaksono Widyakanigara, sudah seharusnya pemerintah memikirkan nikel secara komprehensif, bukan hanya fokus ke mobil listrik. Menurut Bagas, peme-rintah harus lebih komprehensif untuk memanfaatkan sumber daya nikel yang dimiliki.
Jika nikel (Ni) hanya dibuat baterai untuk mobil listrik, hasilnya tidak seberapa dibandingkan dengan jika Ni kita bikin sebagai alloying element pada pembuatan baja tahan karat, baja untuk keperluan khusus, atau Ni base superalloy.
"Hasil hitungan sederhana saya, peme-rintah akan memperoleh masukan keuangan jauh lebih banyak jika mem-bangun industri metalurgi dibandingkan baterai mobil listrik. Ini karena life cycle and price dari produk," katanya.

Bagas gave an example, when Indonesia had its ups and downs due to the economic crisis which was followed by a financial crisis, one of which was made worse, it was because we did not have a strong base metal and basic chemical industry. "Our downstream industry is very dependent on imported raw materials," he explained. According to him, the heart of the electric car lies in battery technology. Bagas also admits that the advantages of electric cars lie in the absence of exhaust emissions. But don't forget, electric cars get electricity from PLN. "So, it's the same, it makes no difference. PLN will release more exhaust emissions into the atmosphere," he said.
"I do not believe that an electric car with a battery system will become a vehicle of the future. My feeling is that public transportation is a centralized energy system, is more efficient, effective in supporting the transportation of people and goods, and does not cause congestion at the destination," he continued.
Kedua industri tersebut merupakan industri hulu yang sangat menentukan nasib industri hilir, semisal otomotif, permesinan, manufaktur, konstruksi, kedokteran, farmasi, tekstil, serta makanan dan minuman.
"Industri metalurgi merupakan industri padat modal, energi, dan tenaga kerja. Perjalanan sains and teknologi jauh lebih panjang dibandingkan mobil listrik. Jelas, industri logam dasar lebih berpengaruh positif dalam membangun peradaban bangsa Indonesia," lanjutnya.
Bagas mencontohkan, saat Indonesia jatuh bangun akibat krisis ekonomi yang kemudian diikuti krisis keuangan, yang salah satunya diperburuk keadaannya, itu karena kita tidak punya industri logam dasar dan kimia dasar yang kuat. "Industri hilir kita sangat tergantung bahan baku impor," jelasnya.
Menurutnya, jantung hati mobil listrik terletak di teknologi baterai. Sistem vehicle dan motor listrik sangat sederhana. "Siapkah kita mengelola limbah baterainya yang akan sangat menggunung? Apakah kita sudah punya industri recycling battery?" ujarnya.
Bagas juga mengakui kelebihan mobil listrik terletak pada tak adanya emisi buangan. Namun jangan lupa, mobil listrik dapat listrik dari PLN. "Jadi, sama saja, tidak ada bedanya. PLN akan melepas emisi gas buang lebih banyak ke atmosfer," katanya.
"Saya tidak yakin mobil listrik dengan sistem baterai akan menjadi kendaraan masa depan. Feeling saya yakni transpor-tasi publik dengan sistem energi terpusat, lebih efisien, efektif dalam mendukung transportasi manusia dan barang, dan tidak menimbulkan kemacetan di tempat tujuan," lanjutnya.

The smelter operator must be separated from the IUP holder. Bagas proposes that with such high complexity, the government should form BUMN smelter as smelter industry operator which must be profit center, not cost center.
"We have large Ni mines in Kendari and Halmahera whose minerals are (Ni, Fe) 2O3 spinel. Will we waste them into electric car batteries?" the lid. (RO/OL-14)

"Di samping itu, UU Minerba menyebutkan operator smelter tidak berkewajiban menginformasikan komposisi mineral konsentratnya pada pemegang IUP. Dan, ada hal-hal strategis yang pemerintah harus pahami, yaitu sol unsur-unsur tanah jarang (rare earth materials: Re, Ta, Ti, Mo, V, Ba, dan Ce) yang amat sangat strategis bagi industri elektronik dan metalurgi. Unsur tanah jarang sebagai unsur-unsur pengikut dengan kelimpahan yang kecil karena proses geologi. Ini milik negara bukan milik pemegang IUP," katanya. Operator smelter harus terpisah dengan pemegang IUP. Bagas mengusulkan dengan kompleksitas yang tinggi tersebut, pemerintah membentuk BUMN smelter sebagai operator industri smelter yang bersifat harus profit centre bukan cost centre.
"Kita punya tambang Ni besar di Kendari dan Halmahera yang mineralnya ber-bentuk (Ni, Fe)2O3 spinel. Akankah kita hambur-hamburkan menjadi baterai mobil listrik?" tutupnya. (RO/OL-14)

NUMBER of coal issuers are planning and currently working on coal gasification projects. Kontan.co.id noted, there are at least four coal issuers in the country who are and plan to work on this project.Among them are PT Bukit Asam Tbk (PTBA), PT Bumi Resources Tbk (BUMI), as well as PT Adaro Energy Tbk (ADRO) and PT Indika Energy Tbk (INDY).
As an illustration, the gasification program is a process of transforming coal into a substitute fuel for liquefied petroleum gas (LPG), namely DME (Dimethyl Ether). Phillip Sekuritas Indonesia analyst Michael Filbery assesses that the impact on coal issuers that conduct gasification is an increase in long-term income prospects. This is because the coal that has been downstreamed has a higher value than the upstream product.
In the future, Michael sees that the need for gas as a fuel in the manufacturing industry and as a raw material for the chemical industry will increase. Thus, issuers in the coal mining sector have a strong market share in the domestic manufacturing sector.
"The gasification project will certainly increase the absorption of domestic coal supply, thereby reducing dependence on coal exports," Michael told Kontan.co.id recently.

EJUMLAH emiten batubara berencana dansedang menggarap proyek gasifikasi batu-bara. Kontan.co.id mencatat, setidaknya terdapat empat emiten batubara di Tanah Air yang sedang dan berencana menggarap proyek ini.
Diantaranya PT Bukit Asam Tbk (PTBA), PT Bumi Resources Tbk (BUMI), serta PT Adaro Energy Tbk (ADRO) dan PT Indika Energy Tbk (INDY).
Sebagai gambaran, program gasifikasi merupakan proses transformasi batubara menjadi bahan bakar pengganti liquefied petroleum gas (LPG), yaitu DME (Dimethyl Ether).
Analis Phillip Sekuritas Indonesia Michael Filbery menilai, dampak bagi emiten-emiten batubara yang melakukan gasifikasi adalah peningkatan prospek pendapatan dalam jangka panjang. Hal ini mengingat batubara yang sudah dihilirisasi memiliki value (nilai) yang lebih tinggi dibandingkan produk hulunya.
Ke depannya, Michael melihat, kebutuhan gas sebagai bahan bakar di industri manufaktur maupun sebagai bahan baku di industri kimia kian meningkat. Sehingga, emiten di sektor tambang batubara mempunyai pangsa pasar yang kuat di sektor manufaktur dalam negeri. “Proyek gasifikasi tentunya akan mening-katkan penyerapan suplai batubara domestik, sehingga mengurangi ketergantungan ter-hadap ekspor batubara,” ujar Michael kepada Kontan.co.id, belum lama ini.

The government has also provided a red carpet for this gasification project. For example, the PTBA gasification project in Tanjung Enim, South Sumatra, which was designated as a national strategic project (PSN). This determination is in line with the issuance of Presidential Regulation (Perpres) No. 109/2020 which was signed by President Joko Widodo on November 17, 2020.
The gasification plant will process as much as 6 million tons of coal per year to be processed into 1.4 million DME. This product is able to help reduce imports of liquefied petroleum gas by more than 1 million tons per year.
Meanwhile, Bumi Resources Director and Corporate Secretary Dileep Srivastava said BUMI's subsidiary, Kaltim Prima Coal (KPC) already has a coal offtaking agreement, which is after the gasification project in East Kalimantan starts production in 2023.
"Meanwhile, Arutmin (another BUMI sub-sidiary) is conducting a pre-feasibility study for a potential gasification project. And just like KPC, we see it as an opportunity to supply coal," said Dileep to Kontan.co.id, Monday (4/1).
Ditambah, pemerintah lewat aturan Omnibus Law juga sudah memberi lampu hijau dengan membebaskan tarif royalti bagi produsen batubara yang menghasilkan produk bernilai tambah.
Untuk diketahui, dalam Undang-Undang (UU) Cipta Kerja Omnibus Law, yakni dalam Pasal 128A yang merupakan pasal sisipan di antara pasal 128 dan 129 disebutkan bahwa pelaku usaha yang melakukan peningkatan nilai tambah batubara, dapat diberikan perlakuan tertentu terhadap kewajiban penerimaan negara. Pemberian perlakuan tertentu ter-hadap kewajiban penerimaan negara sebagai-mana dimaksud adalah kegiatan peningkatan nilai tambah batubara dapat berupa penge-naan royalti sebesar 0%.
Pemerintah pun memberi karpet merah untuk proyek gasifikasi ini. Misalkan saja, proyek gasifikasi PTBA di Tanjung Enim, Sumatra Selatan, yang ditetapkan menjadi proyek strategis nasional (PSN). Penetapan ini seiring terbitnya Peraturan Presiden (Perpres) No 109 Tahun 2020 yang ditandatangani oleh Presiden Joko Widodo pada 17 November 2020.
Pabrik gasifikasi tersebut akan mengolah sebanyak 6 juta ton batubara per tahun untuk diproses menjadi 1,4 juta DME. Produk ini mampu membantu mengurangi impor liquefied petroleum gas sebanyak lebih dari 1 juta ton per tahun.
Sementara itu, Direktur dan Sekretaris Perusahaan Bumi Resources Dileep Srivastava mengatakan, anak usaha BUMI, yakni Kaltim Prima Coal (KPC) sudah memiliki perjanjian offtaking batubara, yakni setelah proyek gasifikasi di Kalimantan Timur mulai berproduksi pada tahun 2023.
“Sementara Arutmin (anak usaha BUMI lain-nya) sedang melakukan pra studi kelayakan untuk proyek gasifikasi yang potensial. Dan sama seperti KPC, kami melihatnya sebagai peluang untuk memasok batubara,” ujar Dileep kepada Kontan.co.id, Senin (4/1).

OAL mining companies have thepotential to widen their margins in line with the rising coal price trend which is projected to continue this year.
To note, the January 2021 reference coal price (HBA) was recorded at US$ 75.84 per ton or an increase of 27.14 percent from the December 2020 position of US$ 59.65 per ton. The price at the beginning of the year was the highest since July 2019. Meanwhile in the global market, the price of Newcastle coal for the January 2021 contract on Tuesday (5/1/2021) trading at 3.40 pm WIB rose 0.37 percent to US$ 81.5 per ton.
The coal price has managed to maintain the upward trend that has occurred since the beginning of the third quarter of 2020 after falling considerably due to the Covid-19 pandemic which suppressed demand for commodities.
This sentiment has also put pressure on the performance of coal mining issuers until the third quarter of 2020, including the performance of net profit margin (NPM). Nevertheless, Bisnis noted a number of issuers still managed to maintain their NPM in the double digit position.

MITEN pertambangan batu baraber-potensi mempertebal margin seiring dengan tren kenaikan harga batu bara yang diproyeksi berlanjut pada tahun ini. Untuk diketahui, harga batu bara acuan (HBA) Januari 2021 tercatat senilai US$75,84 per ton atau melonjak 27,14 persen dari posisi Desember 2020 US$59,65 per ton. Harga pada awal tahun tersebut menjadi yang tertinggi sejak Juli 2019.
Sementara itu di pasar global, harga batu bara Newcastle untuk kontrak Januari 2021 pada perdagangan Selasa (5/1/2021) hingga pukul 15.40 WIB naik 0,37 persen ke posisi US$81,5 per ton.
Harga batu bara itu berhasil memper-tahankan tren kenaikannya yang terjadi sejak awal kuartal III/2020 setelah jatuh cukup dalam akibat pandemi Covid-19 yang menekan permintaan komoditas. Sentimen itu pun telah menekan kinerja emiten pertambangan batu bara hingga kuartal III/2020, termasuk kinerja net profit margin (NPM). Kendati demikian, Bisnis mencatat sejumlah emiten masih berhasil mempertahankan NPM di posisi dobel digit.

Last year, PTBA targeted a production volume of 25.1 million tons. Until the third quarter of 2020, PTBA's production volume was 19.4 million tons, down 10 percent compared to the third quarter of 2019. Separately, Indika Energy Head of Corporate Communication Ricky Fernando assessed that the strengthening of coal prices was driven by indications of an increase in black gold imports from China.
"Seeing this, we remain focused on maintaining operational efficiency and continuity of production so that we are able to adjust to current demand," said Ricky to Bisnis, Tuesday (5/1/2020).
In response to the trend of rising prices, the issuer coded as INDY shares is targeting coal production volume in 2021 of 30 million tons for PT Kideco Jaya Agung, and 1.4 million tons for PT Multi Tambangjaya Utama (MUTU).
Berdasarkan data yang dihimpun bisnis, di antara seluruh emiten tambang batu bara, posisi perolehan NPM tertinggi pada kuartal III/2020 diraih oleh PT Harum Energy Tbk. (ENRG) yaitu 18,89 persen, disusul PT Mitrabara Adiperdana Tbk, (MBAP) di level 15,99 persen, dan PT Bukit Asam Tbk. (PTBA) di level 13,45 persen.
Sekretaris Perusahaan Bukit Asam Apollonius Andwie C. mengatakan bahwa pihaknya optimistis tren penguatan harga batu bara akan terus berlanjut seiring dengan pemulihan eko-nomi secara global sehingga dapat menopang pertumbuhan kinerja perseroan tahun ini.
“Permintaan tahun ini juga sudah mengalami pemulihan dilihat dari daya serap batu bara yang semakin meningkat dari akhir 2020, baik permintaan domestik maupun ekspor,” ujar Pollo kepada Bisnis, Selasa (5/1/2020). Sejalan dengan peningkatan permintaan itu, PTBA pun mengaku akan meningkatkan target volume produksi 2021 dibandingkan dengan target tahun sebelumnya.
Tahun lalu, PTBA menargetkan volume produksi 25,1 juta ton. Hingga kuartal III/2020 volume produksi PTBA sebesar 19,4 juta ton, turun 10 persen dibandingkan dengan kuartal III/2019.
Secara terpisah, Head of Corporate Communication Indika Energy Ricky Fernando menilai penguatan harga batu bara didorong oleh adanya indikasi peningkatan impor emas hitam itu dari China.
“Melihat hal ini kami tetap fokus untuk menjaga efisiensi operasional dan kesinam-bungan produksi sehingga mampu menye-suaikan permintaan saat ini,” ujar Ricky kepada Bisnis, Selasa (5/1/2020).
Menyambut tren kenaikan harga, emiten berkode saham INDY itu menargetkan volume produksi batu bara pada 2021 sebesar 30 juta ton untuk PT Kideco Jaya Agung, dan sebesar 1,4 juta ton untuk PT Multi Tambangjaya Utama (MUTU).

holders of Special Mining Business Permits (IUPK) for Coal Production Operations, Coal Mining Business Work Agreement (PKP2B) for Production Operation stages, as stipulated in the Decree of the Minister of Energy and Mineral Resources Number 261 K/30/MEM/2019 regarding the Fulfillment of Domestic Coal Needs in 2020.
This regulation is stated in the Decree of the Minister of Energy and Mineral Resources No. 255.K/30/MEM/2020 concerning the Fulfillment of Domestic Coal Needs in 2021 which was stipulated by the Minister of ESDM Tasrif on December 29, 2020, the seventh part of the decision.
Then in the eighth part, it is stated that the exemption from the obligation to pay compensation for a number of shortages of coal sales for domestic interests in 2020 as referred to in the seventh section also applies to IPUK holders as a Continuation of Contract/Agreement Operations.
"This Ministerial Decree comes into force on the date of stipulation," wrote the Ministerial Decree, quoted by CNBC Indonesia, Wednesday (06/01/2021). Meanwhile, the realization of the 2020 DMO based on data from the Minerba One Data Indonesia (MODI) Ministry of Energy and Mineral Resources was recorded at only 108.45 million tons or 69.97% of the target set at 155 million tons.
When compared with domestic absorption in 2019 which reached 138.42 million tons, it means that domestic absorption in 2020 has decreased by around 21.6%.
However, this data still has the potential to change, especially because data on the absorption of DMO in November -December 2020 has not been recorded.
Pembebasan kewajiban ini berlaku untuk pemegang Izin Usaha Pertambangan Khusus (IUPK) Operasi Produksi Batu Bara, Perjanjian Karya Pengusaha Pertambangan Batu Bara (PKP2B) tahap Operasi Produksi, sebagaimana ditetapkan dalam Keputusan Menteri Energi dan Sumber Daya Mineral Nomor 261 K/30/MEM/2019 tentang Pemenuhan Kebutuhan Batubara Dalam Negeri Tahun 2020.
Aturan ini dituangkan dalam Keputusan Menteri Energi dan Sumber Daya Mineral No. 255.K/30/MEM/2020 tentang Peme-nuhan Kebutuhan Batu Bara Dalam Negeri 2021 yang ditetapkan Menteri ESDM Arifin Tasrif pada 29 Desember 2020 bagian Ketujuh dari keputusan.
Lalu di dalam bagian Kedelapan disebutkan pembebasan kewajiban pembayaran kompensasi terhadap sejumlah kekurangan penjualan batu bara untuk kepentingan dalam negeri tahun 2020 sebagaimana dimaksud di dalam bagian Ketujuh diber-lakukan juga untuk pemegang IPUK sebagai Kelanjutan Operasi Kontrak/Perjanjian. "Keputusan Menteri ini mulai berlaku pada tanggal ditetapkan," tulis Surat Keputusan Menteri, dikutip CNBC Indonesia, Rabu, (06/01/2021).
Sementara itu, realisasi DMO tahun 2020 berdasarkan data dari Minerba One Data Indonesia (MODI) Kementerian Energi dan Sumber Daya Mineral tercatat hanya sebesar 108,45 juta ton atau 69,97% dari target yang telah ditetapkan sebesar 155 juta ton.

Codelco okays $1.4bn plan to expand Salvador mine

HILE’s state miner Codelco, the world’s no.1 copper producer, has approved a $1.383 billion underground expansion of its Salvador mine, which will extend the productive life of the aging operation by 40 years and increase output by 30%.The Rajo Inca project comes at a price tag 33% lower than the original 2014 estimate, thanks to the optimization of existing infrastructure and processes, Codelco said.
The expansion will convert Salvador, in operation since 1959, from an underground mine to an open-pit one.
Construction will start later this year, Codelco said. Initial stripping of rocks covering the mineral deposits is expected to take 22 months, with commissioning slated for the second half of 2022.
The Santiago-based miner anticipates to be producing 90,000 tonnes of copper by the first half of 2023.
The Salvador mine has the lowest productivity among Codelco’s mines, churning out about 50,600 tonnes of copper last year, just under 3% of the company’s total output.
One of many
Rajo Inca is one of six major projects the Chilean miner is advancing to boost production at its depleting mines.
A new underground operation at the company’s Chuquicamata division entered production in 2019, while a new mine level at the underground El Teniente mine will follow in 2023.
