This AMENDMENT NO. 3, is entered into between the REPUBLIC OF INDONESIA ("Borrower") and the UNI'rED s ·rATES OF AMERICA, acting through the AGENCY FOR INTERNATIONAL DEVELOPMENT ("A . I.D . ") .
WHEREAS, the Borrower and A. I.D. entered into a Loan Agreement designated as Local Government Training II, A. I.D . Project No.
497 - 0308, Loan No . 497 - 'J- 062 , on August 30, 1980 ("Loan Agreement"), whereby A. I.D. agreed to lend to the Borrower up to Two Million United States ("U . S.") Dollars {$2,000,000) ("Loan"):
WHEREAS, the Loan Agreement was amended on August 25, 1982 and on May 23, 1983, thereby increasing tne Loan to $7,000 , 000;
WHEREAS, the Borrower and A. I . D. agree that the amount of the Loan may be reduced by $1 , 000,000 , and desire to make certain other changes to the Loan Agreement;
NOW ·rHER£FORE, the Borrower and A. I . D. hereby agree as follows: 1 . The first paragraph of Section 3 . 1. of the Loan Agreement is revised to read as follows :
"Section 3 . 1 . The Loan . To assist the Borrower to meet the costs of carrying out the Project, A.I . D., pursuant to the Foreign Assistance Act of 1961, as amended, agrees to lend the Borrower

-2 . In Section 3 . 3 of the Loan Agreement, the Project Assistance Completion Date of August 31, 1987 is deleted and the date of March
31, 1986 is substituted therefor.
3 . section V, Financial Plan, of the amplified description of the project contained in Annex I to the Loan Agreement is deleted and the attached Financial Plan is substituted therefor.
4. Except as hereinabove expressly amended, tt1e Loan Agreement is ratified, confirmed and continued in full force and effect in accordance with all of its terms.
