HE GOVERNMENT has officially issued a new regulation related to business activities in the mineral and coal mining sector (minerba). The regulation is stated in Government Regulation (PP) number 96 of 2021 concerning the Implementation of Mineral and Coal Mining Business Activities.

As for the existence of PP 96/2021, the history of the status of previous regulations such as PP 23/2010 regarding the implementation of Mineral and Coal Mining Business Activities, PP 24/2013, PP 1/2014, PP 1/2017 and PP 8/2018 are no longer valid. revoked.

EMERINTAH resmi mengeluarkan aturan baru terkait kegiatan usaha di bidang pertambangan mineral dan batu bara (minerba). Aturan tersebut tercantum dalam Peraturan Pemerintah (PP) nomor 96 tahun 2021 tentang Pelaksanaan Kegiatan Usaha Pertambangan Mineral dan Batubara.

Adapun dengan adanya PP 96/2021 ini maka riwayat status aturan sebelumnya seperti PP 23/2010 tentang pelaksanaan Kegiatan Usaha Pertambangan Mineral dan Batubara, PP 24/2013, PP 1/2014, PP 1/2017 dan PP 8/2018 sudah tidak berlaku alias dicabut.

Aturan ini menjelaskan segala macam yang berhubungan dengan kegiatan usaha pertambangan minerba. Misalnya pada Bab III Perizinan Berusaha di Bidang Pertambangan Mineral dan Batubara Pasal 6 dijelaskan cara untuk mendapatkan izin usaha.

Berdasarkan beleid tersebut, kegiatan usaha pertambangan harus dilaksanakan berdasarkan Perizinan Berusaha dari Pemerintah pusat. Kemudian bukti perizinan diberikan dalam bentuk nomor induk berusaha, sertifikat standar dan izin.

Perizinan berwirausaha dilaksanakan sesuai dengan ketentuan peraturan perundang-undangan. Izin berusaha terdiri atas IUP, IUPK, IUPK sebagai Kelanjutan Operasi Kontrak/perjanjian. Lepas dari itu, IPR, SIPB, izin penugasan, izin Pengang- kutan dan penjualan, IUJP dan IUP untuk Penjualan.

"Permohonan perpanjangan jangka waktu kegiatan Operasi Produksi untuk Pertam- bangan Mineral logam, Mineral bukan logam jenis tertentu, atau Batubara diajukan kepada Menteri paling cepat dalam jangka waktu 5 (lima) tahun atau paling lambat dalam jangka waktu 1 (satu) tahun sebelum berakhirnya jangka waktu kegiatan Operasi Produksi," tulis PP tersebut dikutip Selasa (7/12/2021).

Kemudian, pengusaha dapat melakukan permohonan perpanjangan jangka waktu kegiatan Operasi Produksi untuk Pertam- bangan Mineral bukan logam atau batuan diajukan kepada Menteri paling cepat dalam jangka waktu 2 (dua) tahun atau paling lambat dalam jangka waktu 6 (enam) bulan sebelum berakhirnya jangka waktu kegiatan Operasi Produksi.

Selain itu, perpanjangan jangka waktu kegiatan Operasi Produksi diberikan dengan jangka waktu sesuai sisa jangka waktu IUP dan sesuai jangka waktu perpanjangan.

Adapun jika pengusaha ingin melakukan perpanjangan waktu operasi produksi, maka setidaknya harus melengkapi persyaratan di antaranya peta dan batas koordinat wilayah, bukti pelunasan iuran tetap dan iuran produksi atau pajak daerah 3 (tiga) tahun terakhir, dan surat keterangan fiskal sesuai dengan ketentuan peraturan perundang-undangan di bidang perpajakan.

Rencana kerja selama masa perpanjangan, laporan akhir kegiatan Operasi Produksi, laporan pelaksanaan pengelolaan lingkungan, reklamasi, neraca sumber daya dan cadangan juga masuk dalam persyaratan perpanjangan operasional produksi.

T ANEKA Tambang Tbk (ANTM) managed to record a good performance until the third quarter of 2021. The state- owned company has recorded a contribution to the state of Rp 1.63 trillion.

This was disclosed by the President Director of PT Antam Dana Amin in a statement Wednesday, (12/8/2021). He said that Antam had contributed in the form of royalties, non-tax state revenues (PNBP), and dividends.

"This year Antam has had a solid performance. With cash flows reaching Rp 4.8 trillion, Antam was able to generate a net profit of Rp 1.71 trillion and a contribution to the state of Rp 1.63 trillion," said Dana.

T ANEKA Tambang Tbk (ANTM) berhasil mencatatkan kinerja yang ciamik hingga kuartal tiga tahun 2021. Perusahaan pelat merah tersebut telah mencatatkan kontribusi kepada negara sebesar Rp 1,63 triliun.

Hal ini diungkapkan Direktur Utama PT Antam Dana Amin dalam keterangan Rabu, (8/12/2021). Ia menyebutkan bahwa Antam telah memberikan kontribusi dalam bentuk royalti, penerimaan negara bukan pajak (PNBP), dan dividen.

"Tahun ini Antam memiliki kinerja yang solid. Dengan arus cash yang mencapai Rp 4,8 triliun, Antam mampu menghasilkan laba bersih Rp 1,71 triliun dan kontribusi kepada negara Rp 1,63 triliun," kata Dana.

He said the contributions in the form of royalties, PNBP, and dividends did not interfere with the record of profits generated by the company.

"The value of profit earned by Antam during these nine months is beyond the obligations that must be paid by the company including recording contributions to the state. Dividends are usually issued last," he added.

Dana explained that with Rp 4 trillion in cash owned by the company, paying dividends at the end would not be a problem.

"In terms of cash business, the company's condition is very good. There is sufficient money to pay all obligations and the rest is still a lot," he concluded.

This contribution was also conveyed by Dana during a hearing (RDP) with Commission VI DPR RI on December 2, 2021. A number of members and leaders of Commission VI DPR also appreciated this achievement.

A similar appreciation was also expressed by an Energy and Mining Law Observer at Tarumanegara University, Ahmad Redi.

According to him, PT Antam's achievements and contribution to the country should be appreciated. Especially in the midst of the Covid-19 pandemic.

"I think all state-owned companies, including Antam, have been affected by Covid-19. However, Antam doesn't seem to be affected by Covid, because it is still able to generate substantial profits and dividends to the state are also quite large. I think that's part of the achievements that must be appreciated," he said. Redi told reporters, Wednesday, December 8, 2021.

According to Redi, despite criticism and the need to improve performance, what Antam has made from profits throughout 2021 must still be appreciated.

"Nilai laba yang diperoleh Antam selama sembilan bulan ini sudah di luar dari kewajiban yang harus dibayarkan Per- usahaan termasuk pencatatan kontribusi kepada negara. Untuk dividen biasanya dikeluarkan terakhir," tambahnya.

Dana menjelaskan, dengan cash Rp 4 triliun yang dimiliki perusahaan, pemba- yaran dividen di akhir tidak akan menjadi masalah.

"Secara bisnis cash kondisi perusahaan sangat baik. Uang yang ada mencukupi untuk membayar semua kewajiban dan sisanya masih banyak," tutupnya.

Kontribusi ini juga disampaikan Dana saat rapat dengar pendapat (RDP) dengan Komisi VI DPR RI pada 2 Desember 2021.

Sejumlah anggota dan pimpinan komisi VI DPR pun mengapresiasi capaian tersebut.

Apresiasi serupa juga diungkapkan Pengamat Hukum Energi dan Pertam- bangan Universitas Tarumanegara Ahmad Redi. Menurutnya, capaian PT Antam dan kontribusinya terhadap negara patut diapresiasi. Apalagi di tengah Pandemi Covid-19.

"Saya kira, semua perusahaan negara, termasuk Antam terdampak Covid-19.

Namun Antam seperti tak terpengaruh Covid, karena tetap mampu menghasilkan laba yang cukup besar dan dividen pada negara juga cukup besar. Saya kira itu bagian dari pencapaian yang harus diapresiasi," kata Redi kepada wartawan, Rabu, 8 Desember 2021.

Menurut Redi, terlepas masih adanya kritik dan perlunya peningkatan kinerja, apa yang dihasilkan Antam dari laba sepanjang 2021 ini tetap harus diapresiasi.

J Resources Books a Loss of US$15.91 Million

HE GOLD mining issuer, PT J Resources Asia Pacific Tbk (PSAB) is still recording a red report card in the third quarter of 2021. This is because the company posted a net loss of US$ 15.91 million, an increase compared to the same period in 2020, which was recorded at US$ 4.381 million.

This information was conveyed by the company in an unaudited financial report in Jakarta yesterday.

Meanwhile, sales grew 3.4% to US$ 191.78 million. In detail, sales of gold and silver to Metalor Technologies Singapore Pte., Ltd grew 17.7% to US$ 113.5 million. The company even got a new buyer, namely Beijing Fuhaihua Import and Export Corp Ltd worth US$ 10,594 million, compared to the same period last year which was recorded at zero.

However, sales to PT Aneka Tambang Tbk (ANTM) fell by as much as 23.86%, leaving US$ 67.68 million. Moreover, the cost of goods sold swelled 48.6 percent to US$

113.8 million, resulting in a 28.7 percent drop in gross profit and the remaining US$

77.975 million. Meanwhile, the company's assets shrank 3.125% to US$ 930.57 million. This was due to a 39.34 percent decrease in long-term bank loans to US$

37.91 million and a 38.02% decrease in long-term bonds to US$ 88.397 million.

MITEN pertambangan emas, PT J Resources Asia Pasifik Tbk (PSAB) masih mencatatkan raport merah di kuartal tiga 2021. Pasalnya, perseroan bukukan rugi bersih sebesar US$ 15,91 juta atau membengkak dibandingkan periode sama tahun 2020, yang tercatat senilai US$ 4,381 juta.

Informasi tersebut disampaikan perseroan dalam laporan keuangan tanpa audit di Jakarta, kemarin.

Sementara penjualan tercatat tumbuh 3,4%

menjadi US$ 191,78 juta. Rincinya, penjualan emas dan perak kepada Metalor Technologies Singapore Pte., Ltd tumbuh 17,7% menjadi US$ 113,5 juta. Bahkan perseroan dapat pembeli baru yakni, Beijing Fuhaihua Import and Export Corp Ltd senilai US$ 10,594 juta, dibandingkan dengan periode sama tahun lalu yang tercatat nihil.

Hanya saja, penjualan ke PT Aneka Tambang Tbk (ANTM) turun sedalam 23,86% sehingga tersisa US$ 67,68 juta. Terlebih, beban pokok penjualan membengkak 48,6% menjadi US$

113,8 juta, akibatnya laba kotor turun sedalam 28,7% dan tersisa US$ 77,975 juta.

Sementara itu, aset perseroan menyusut 3,125% menjadi US$ 930,57 juta. Hal itu disebabkan penyusutan pinjaman bank jangka panjang sedalam 39,34% menjadi US$ 37,91 juta dan obligasi jangka panjang berkurang 38,02% menjadi US$ 88,397 juta.

Dimana perseroan telah mempersiapkan dana untuk melunasi Penawaran Umum Berkelanjutan I obligasi berkelanjutan I J Resources Asia Pasifik tahap 5 seri A tahun 2020 sebesar Rp335 Miliar.

Asal tahu saja, obligasi tahap 5 Seri A jatuh tempo pada tanggal 10 Agustus 2021. Dana untuk pelunasan obligasi tahap 5 seri A dikirimkan oleh perseroan ke rekening PT Kustodian Sentral Efek Indonesia (KSEI) pada Jumat, tanggal 6 Agustus 2021.

Sebagai informasi, pada tanggal 30 Juli 2020, PSAB dibantu oleh PT Trimegah Sekuritas Indonesia Tbk dan PT BNI Sekuritas, yang bertindak sebagai penjamin pelaksana emisi obligasi.

Obligasi tahap 5 seri A tersebut memiliki jangka waktu 370 hari dan bunga sebesar 9,25%. Dengan kesiapan pelunasan obligasi tahap 5 seri A secara tepat waktu tersebut, perseroan berharap agar kepercayaan para pemegang saham, pemegang kepentingan dan investor dapat terus terjaga.

The coal mining company owned by the Bakrie Group is targeted to produce 60-62 million tons of coal this year.

BUMI Director Dileep Srivastava said that his party had submitted an extension of its PKP2B contract into a Special Mining Business Permit (IUP). He is optimistic that he will get an extension of mining operations into an IUPK in the future.

"We have fulfilled all the required docu- mentation formalities and are confident to secure the IUPK which is effective from the current KPC expiration date (like Arutmin last year)," explained Dileep to CNBC Indonesia, Tuesday (7/12/2021).

However, unfortunately, when it was confirmed regarding the issue of the KPC contract extension, the Director General of Mineral and Coal (Dirjen Minerba) of the Ministry of EMR, Ridwan Djamaluddin, had not responded to questions from CNBC Indonesia, so it is not known for sure whether the KPC mining contract to become an IUPK will be awarded in the near future.

Apart from KPC, there are a number of other coal companies whose contracts will also expire, including the following:

- PT Multi Harapan Utama

The mining contract will expire in April 2022, according to data from the Center for the Study of Energy and Mining Law (Pushep), Multi Harapan Utama has a coal production of 9.84 million tons with a land area of 39,972 hectares (ha).

Bahkan, mengacu pada catatan Kemen- terian Energi dan Sumber Daya Mineral (ESDM), ada perusahaan tambang yang akan berakhir pada 31 Desember 2021 ini, yaitu PT Kaltim Prima Coal (KPC), anak usaha PT Bumi Resources Tbk (BUMI).

Perusahaan tambang batu bara milik Bakrie Group ini ditargetkan memproduksi batu bara 60-62 juta ton pada tahun ini.

Direktur BUMI Dileep Srivastava menyam- paikan bahwa pihaknya sudah mengajukan perpanjangan kontrak PKP2B-nya menjadi Izin Usaha Pertambangan Khusus (IUP).

Pihaknya optimistis akan mendapatkan perpanjangan operasional tambang menjadi IUPK ke depannya.

"Kami telah memenuhi semua formalitas dokumentasi yang dipersyaratkan dan yakin untuk mengamankan IUPK yang berlaku efektif dari tanggal kedaluwarsa KPC saat ini (seperti Arutmin tahun lalu),"

terang Dileep kepada CNBC Indonesia, Selasa (7/12/2021).

Namun sayangnya ketika dikonfirmasikan perihal isu perpanjangan kontrak KPC itu, Direktur Jenderal Mineral dan Batu Bara (Dirjen Minerba) Kementerian ESDM Ridwan Djamaluddin belum merespons pertanyaan dari CNBC Indonesia, sehingga belum diketahui pasti apakah kontrak tambang KPC menjadi IUPK ini akan diberikan dalam waktu dekat.

Selain dari KPC, terdapat sejumlah perusahaan batu bara lainnya yang juga akan habis masa kontraknya, antara lain sebagai berikut:

- PT Multi Harapan Utama

Kontrak tambang akan berakhir pada April 2022, mengacu data Pusat Studi Hukum Energi dan Pertambangan (Pushep), Multi Harapan Utama memiliki produksi batu bara 9,84 juta ton dengan luas lahan sebesar 39.972 hektare (ha).

- PT Adaro Indonesia

- PT Kideco Jaya Agung

This coal company whose shares are owned by PT Indika Energy Tbk (INDY), its PKP2B will expire in March 2023. This mining company produces 34.5 million tons of coal with a land area of 47,500 ha.

- PT Berau Coal

The contract will expire in April 2025. The company produces 32.5 million tons with a land area of 108,009 ha.

In supporting the coal company's operational activities, the government has issued a new regulation regarding the implementation of mineral and coal mining, namely Government Regulation (PP) No. 96 of 2021 concerning the Implementation of Mineral and Coal Mining Business Activities, replacing the previous regulation, namely PP Number 23 of 2010.

This Government Regulation No. 96 of 2021 has been stipulated by President Joko Widodo on September 9, 2021 and has been in effect since the promulgation of the Minister of Law and Human Rights Yasonna H. Laoly on the same date, September 9, 2021. Since this PP is in effect, PP No. 23 of 2010 was revoked and declared invalid.

In Article 58 of PP 96/2021 it is stated that the application for an extension of the period of production operation activities for mining certain types of metallic minerals, non-metallic minerals, or coal shall be submitted to the Minister at the earliest within a period of 5 (five) years or at the latest within a period of 5 (five) years. 1 (one) year before the end of the production operation period.

- PT Adaro Indonesia

Perusahaan tambang batu bara milik Garibaldi Thohir atau Boy Thohir ini juga akan berakhir pada Oktober 2022. Tambang batu bara yang memproduksi hingga 51 juta ton berdiri di luas lahan 31.380 ha.

- PT Kideco Jaya Agung

Perusahaan batu bara yang sahamnya dimiliki oleh PT Indika Energy Tbk (INDY) ini PKP2B- nya akan berakhir pada Maret 2023.

Perusahaan tambang ini memproduksi batu bara sebanyak 34,5 juta ton dengan luas lahan 47.500 ha.

- PT Berau Coal

Kontraknya akan berakhir pada April 2025.

Perusahaan ini memproduksi 32,5 juta ton dengan luas lahan 108.009 ha.

Dalam mendukung kegiatan operasional perusahaan batu bara itu, pemerintah sudah menerbitkan peraturan baru berkenaan dengan pelaksanaan pertambangan mineral dan batu bara itu yakni Peraturan Pemerintah (PP) No. 96 tahun 2021 tentang Pelaksanaan Kegiatan Usaha Pertambangan Mineral dan Batu Bara, menggantikan peraturan sebelumnya, yakni PP Nomor 23 tahun 2010.

Peraturan Pemerintah No.96 tahun 2021 ini telah ditetapkan Presiden Joko Widodo pada 9 September 2021 dan telah berlaku sejak diundangkan Menteri Hukum dan Hak Asasi Manusia Yasonna H. Laoly pada tanggal yang sama, 9 September 2021. Sejak PP ini berlaku, maka PP No. 23 tahun 2010 dicabut dan dinyatakan tidak berlaku.

HE ABSORPTION of refined nickel production for the domestic market is still quite low due to the lack of absorbing industry and not yet massive application of technology in the country.

Chairman of the Association of Indonesian Processing and Refining Industry Companies (AP3I) Prihadi Santoso said that domestic uptake for mining refining products was still below 5 percent of total production.

Around 95 percent of processed products in smelters are still exported to a number of traditional countries, especially China.

The country is still the main country for importing nickel processed products from within the country.

“It's still small [domestic market absorption], less than 5 percent. It's small,"

he said, Monday (12/6/2021).

It is not stated how much processed nickel production volume this year. However, data from the Indonesian Nickel Mining Association noted that processed nickel production by the end of this year reached 2 million tons.

ERAPAN produksi nikel olahan untuk pasar domestik masih cukup rendah seiring masih minimnya industri penyerap dan belum masifnya penerapan teknologi di dalam negeri.

Ketua Umum Asosiasi Perusahaan Industri Pengolahan dan Pemurnian Indonesia (AP3I) Prihadi Santoso mengatakan bahwa serapan domestik untuk produk pemurnian hasil tambang masih di bawah 5 persen dari total produksi.

Sekitar 95 persen produk hasil olahan di smelter masih diekspor ke sejumlah negara tradisional terutama China. Negara itu masih menjadi negara utama pengimpor produk olahan nikel dari dalam negeri.

“Masih kecil [serapan pasar domestik], kurang dari 5 persen. Kecil,” katanya, Senin (6/12/2021).

Tidak disebutkan berapa volume produksi nikel olahan pada tahun ini. Namun data Asosiasi Pertambangan Nikel Indonesia mencatat produksi nikel olahan hingga menjelang akhir tahun ini mencapai 2 juta ton.

Selama ini hanya perusahaan besar yang melakukan investasi pada pengolahan maupun pemurnian nikel. Perusahaan ini sejatinya juga telah memiliki pasar tradisional pengimpor olahan nikel. Salah satu negara tujuan olahan nikel adalah ke China.

PT Bukit Asam Tbk (PTBA) together with PT Industri Kereta Api (Persero)/INKA signed a memorandum of understanding (MoU) to develop an electric-based mining vehicle.

This collaboration is a form of BUMN synergy in order to support the Government in pushing for the Net Zero Emission target by 2060.

The Head of the Public Information Service Communication Bureau of the Ministry of Energy and Mineral Resources (ESDM) Agung Pribadi appreciated this agreement.

This is in line with the Government's commitment to achieve the Net Zero Emission target according to the set target.

"Achieving the Net Zero Emission target certainly requires the active role of various parties and is supported by qualified technology. The government is currently preparing a road map to face various challenges and risks of climate change in the future," said Agung.

To achieve the zero emission target, the Government is also implementing five main principles, namely increasing the use of new and renewable energy, reducing fossil energy, electric vehicles in the transportation sector, increasing the use of electricity in households and industry, and utilizing Carbon Capture and Storage (CCS).

Direktur Utama PT Bukit Asam Tbk Suryo Eko Hadianto menambahkan, "Sesuai dengan arahan Presiden Joko Widodo yang mene- gaskan komitmen Pemerintah Indonesia menuju net zero emission pada 2060, perusahaan BUMN memiliki peluang berkon- tribusi optimal mewujudkan komitmen tersebut salah satunya dengan mengarahkan kendaraan operasional pertambangan untuk beralih ke listrik. "I hope this signing can be immediately followed up to the next stage, so that by the end of 2022 there will be a vehicle prototype that can be developed," Suryo continued.

Meanwhile, President Director of PT INKA (Persero) Budi Noviantoro explained that this collaboration was based on the expertise of each company.

"We are collaborating, what INKA has is making electric-based vehicles. PTBA has expertise as a mining operator, this is how to be successful so that it can develop electric-based mining vehicles."

Prior to the agreement on the carbon emission reduction program through vehicles, PTBA had a series of programs for the same purpose, including:

- Changing oil-fueled mining equipment into electric fuel through the Eco - Mechanized Mining (e-MM) program - Change operational vehicles to electric vehicles

- Carry out reforestation on ex-mining land, by collaborating with the Bogor Agricultural University (IPB) to conduct studies related to plants that are able to reduce carbon emissions in the air; and - Replacing ozone-depleting substances (BPO) such as the use of environmentally friendly AC refrigerants and replacement of BPO-Halon 1211 in Light Fire Extinguishers (APAR).

Penandatanganan nota kesepahaman/MoU ini selanjutnya akan dilanjutkan dengan pembentukan tim dan penyusunan kajian bersama yang komprehensif sehubungan dengan pengembangan kendaraan tambang berbasis listrik ramah lingkungan.

"Saya berharap penandatanganan ini bisa segera ditindaklanjut ke tahap berikutnya, sehingga pada akhir tahun 2022 sudah ada prototype kendaraan yang bisa dikem- bangkan,"lanjut Suryo.

Sementara itu, Direktur Utama PT INKA (Persero) Budi Noviantoro menjelaskan bahwa kerjasama ini didasari oleh keahlian masing-masing perusahaan.

"Kami berkolaborasi, yang dimiliki oleh INKA adalah membuat kendaraan berbasis listrik. PTBA memiliki keahlian sebagai operator tambang, ini bagaimana supaya bisa berhasil sehingga bisa kembangkan kendaraan tambang berbasis listrik."

Sebelum kesepakatan program pengu- rangan emisi karbon melalui kendaraan dilakukan, PTBA telah memiliki serang- kaian program untuk tujuan yang sama, antara lain yaitu:

- Mengubah alat pertambangan berbahan bakar minyak menjadi berbahan bakar listrik lewat program Eco-Mechanized Mining (e-MM)

- Mengganti kendaraan operasional menjadi kendaraan listrik

- Melakukan reforestasi pada lahan bekas tambang, dengan menggandeng Institut Pertanian Bogor (IPB) untuk melakukan studi terkait tanaman yang mampu mereduksi emisi karbon di udara; dan - Mengganti bahan perusak ozon (BPO) seperti penggunaan refrigerant AC yang ramah lingkungan dan penggantian BPO- Halon 1211 pada Alat Pemadam Api Ringan (APAR).

Senior Vice President Corporate Secretary ANTM Yulan Kustiyan mengatakan, ANTM sebagai pemegang saham masih menunggu kajian dan perkembangan lebih lanjut dari rencana aksi korporasi oleh IBC.

Yulan memastikan, pihaknya siap mendukung inisiasi pemerintah dalam pengembangan EV battery.

EMERINTAH pada tahun depan meng- kenakan pajak karbon khususnya untuk pembangkit listrik tenaga uap (PLTU). PT Adaro Power Indonesia masih menanti kepastian aturan dan skema pajak karbon yang ditetapkan ini sembari mempelajari kebijakan tersebut.

Presiden Direktur PT Adaro Power, Dharma Djojonegoro mengatakan, mengenai pajak karbon saat ini perusahaan masih mempelajari kebijakan tersebut dan menunggu arahan pasti dari pemerintah.

"Terkait pajak karbon, Adaro mempelajari dulu perkembangan rencana pengenaan pajak karbon ini sambil menunggu update yang lebih komprehensif pemajakan atas emisi karbon dan carbon trading," ujar Dharma kepada Republika.co.id, Selasa (7/12).

Dharma menjelaskan, perusahaan mendukung penuh rencana pemerintah tentang perbaikan iklim. Berbagai langkah juga sudah dilakukan perusahaan untuk bisa mengurangi emisi global dan meningkatkan perbaikan iklim.

"Adaro sangat peduli dengan isu perubahan iklim dan bisnis kami sudah beradaptasi dengan isu ini dengan tetap menunjukkan komitmennya dalam menjalankan rencana dan program keberlanjutan dengan tetap menjalankan peran sebagai penyedia sumber energi bagi pembangunan," ujar Dharma.

Previously, Secretary of the Directorate General of Electricity at the Ministry of EMR, Munir Ahmad, explained that the government issued a Law on the Harmonization of Tax Regulations (HPP), one of which regulates the carbon tax.

The Indonesian government will imple- ment a carbon tax in stages in 2021-2025 taking into account the development of the carbon market, achievement of NDC targets, sector readiness, and economic conditions.

"On April 1, 2022, it is planned that a limited carbon tax (cap and tax) will be applied to coal-fired power plants at a rate of IDR 30,000 per tCO2e," Munir said in his official statement, Sunday (5/12).

Dharma juga menjelaskan, dalam sisi kelistrikan perusahaan juga giat melakukan studi dalam pengembangan EBT. Beberapa proyek EBT baik internal maupun eksternal juga aktif dilakukan perusahaan.

"Adaro senantiasa mendukung serta ber- partisipasi aktif dalam pengembangan EBT, baik melalui project internal maupun eksternal," ujar Dharma.

Kata Dharma, Adaro juga sudah memulai memenuhi kebutuhan listrik di area operasional pelabuhan Adaro di Kelanis Kalimantan Tengah dengan menggunakan pembangkit listrik tenaga surya (PLTS) yang dilengkapi dengan teknologi smart inverter yang memberikan dampak lingkungan positif yaitu mengurangi penggunaan bahan bakar fosil dan emisi gas rumah kaca.

Adaro sedang menjajaki kemungkinan pengembangan mini hidro di area tambang milik Adaro di Kalimantan Tengah, Adaro juga terbuka untuk bersama-sama partner yang sudah berpengalaman untuk pengembangan bisnis-bisnis EBT lainnya seperti biomass, PLTMH, PLTA, PLTB.

Sebelumnya, Sekretaris Direktorat Jenderal Ketenagalistrikan Kementerian ESDM, Munir Ahmad menjelaskan, pemerintah menerbitkan Undang-Undang tentang Harmonisasi Peraturan Perpajakan (HPP), yang salah satunya mengatur mengenai pajak karbon.

Pemerintah Indonesia akan menerapkan pajak karbon secara bertahap pada 2021- 2025 dengan memperhatikan perkembangan pasar karbon, pencapaian target NDC, kesiapan sektor, dan kondisi ekonomi.

"Pada 1 April 2022 direncanakan mulai di- terapkan pajak karbon (cap and tax) secara terbatas pada PLTU Batubara dengan tarif Rp 30.000 per tCO2e," ujar Munir dalam keterangan resminya, Ahad (5/12).

SOSIASI Penambang Nikel Indonesia mendorong pemerintah berlaku adil dalam menerapkan aturan terkait industri nikel dari hulu ke hilir. Penambang menilai industri hilir selama ini menerima banyak fasilitas dari negara.

Sekjen Asosiasi Penambang Nikel Indonesia (APNI) Meidy Katrin Lengkey mengatakan bahwa selama ini kalangan penambang nikel terus menghadapi sejumlah beban kewajiban yang ditanggung agar terus dapat berproduksi.

Mereka diwajibkan untuk menyetor sejumlah royalti kepada pemerintah. Selain itu, mereka juga harus membayar penerimanan negara bukan pajak (PNBP). Hal ini ber- banding terbalik dengan industri smelter.

“Kami bayar banyak kewajiban kepada negara. [Lalu] Kewajiban apa yang diberikan [negara] untuk industri hilir?” katanya saat webinar, Senin (6/12/2021).

She said that so far the downstream industry has received a number of waivers including facilities free of import and export duties. According to her, the government should also provide similar waivers for nickel miners.

In addition to PNBP obligations and royalties, nickel miners still have to spend to cover shipping costs on barges to bear other costs if there is a difference in nickel content from the mine to the smelter.

Until now, there are 328 owners of mining business permits (IUP) for nickel production operations. The IUP holders are spread across a number of eastern parts of Indonesia. APNI recorded 44 IUPs in North Maluku, 123 IUPs in Central Sulawesi, 133 IUPs in Southeast Sulawesi and 5 IUPs in South Sulawesi.

Until now, there are at least 25 smelters that have been operating in Indonesia. The government targets at least 98 smelters by 2025. 41 companies are still under construction and 32 are in planning.

APNI calculates that the total production capacity of existing smelters in the country is 12.7 million tons, with the initial product reaching 7.0 million tons and the follow-up product reaching 5.7 million tons.

The association also recorded refined nickel production by the end of this year to reach 2 million tons. This amount is divided into 664,746 tons of nickel pig iron, 1.30 million tons of ferrous nickel and 72,785 tons of nickel matte. This figure is expected to continue to increase until the end of this year.

Mineral One Data Indonesia (MODI) details that from the production range, 73.7 percent or 73,563 tons of nickel pig iron have been sold. Then 62.09 percent of ferro nickel production or 949,887 tons were sold and 63,389 tons of nickel matte were sold. Editor : Rio Sandy Pradana

Dia menuturkan bahwa selama ini kalangan industri hilir menerima sejumlah keringanan termasuk fasilitas bebas bea masuk dan bea keluarkan. Seharusnya kata dia, pemerintah turut memberikan keringanan serupa bagi penambang nikel.

Selain kewajiban PNBP dan royalti, penambang nikel masih harus merogoh kocek untuk menanggung biaya pengiriman di atas kapal tongkang hingga menanggung biaya lainnya bila terjadi selisih kadar nikel dari tambang ke smelter.

Hingga kini terdapat 328 pemilik izin usaha pertambangan (IUP) operasi produksi nikel.

Pemegang IUP itu tersebar di sejumlah wilayah timur Indonesia. APNI mencatat 44 IUP tersebar di Maluku Utara, 123 IUP di Sulawesi Tengah, 133 IUP di Sulawesi Tenggara serta 5 IUP di Sulawesi Selatan.

Hingga kini setidaknya terdapat 25 smelter yang telah beroperasi di Indonesia. Peme- rintah menargetkan setidaknya terdapat 98 smelter hingga 2025. 41 perusahaan masih dalam masa konstruksi dan 32 lainnya dalam perencanaan.

APNI menghitung total kapasitas produksi smelter existing di dalam negeri mencapai 12,7 juta ton dengan produk awal mencapai 7,0 juta ton dan produk lanjutan mencapai 5,7 juta ton.

Asosiasi juga merekam produksi nikel olahan hingga menjelang akhir tahun ini mencapai 2 juta ton. Jumlah ini terbagi atas produk nickel pig iron 664.746 ton, ferro nickel 1,30 juta ton serta nickel matte 72.785 ton. Angka ini diperkirakan terus meningkat hingga akhir tahun ini.

Bukit Asam Targets to Achieve Net Zero Emission by 2050

T BUKIT Asam Tbk (PTBA) targets to achieve net zero emission by 2050. Not only for operational activities, but for all company business activities.

Bukit Asam will hold a number of activities that are expected to absorb the volume of carbon to match the amount produced.

Thus, the hope is to create a balance of emissions. Some of them, such as doing reforestry, carbon capture, and also using technologies that produce low or no emissions at all. Even today, for excavation activities, Bukit Asam has almost entirely switched to electrification, from mining equipment to the vehicles used.

Furthermore, the electrification carried out is like a conveyor which is starting to be replaced with electricity-based, heavy equipment that has a hybrid system. Next year, Bukit Asam also has plans to change its bus fleet and operational vehicles that are commonly used by employees, to become an electric vehicle-based fleet.

On the other hand, Bukit Asam is also conducting research activities in collaboration with the Bogor Agricultural Institute (IPB), in order to obtain a number of plants that have high absorption capacity for emissions and carbon. The plants will later be planted in a number of former mining areas of the company.

Bukit Asam Target Raih Net Zero Emission pada 2050

T BUKIT Asam Tbk (PTBA) menargetkan untuk bisa mencapai net zero emission pada 2050. Tidak hanya untuk kegiatan operasional semata, namun untuk seluruh aktivitas bisnis perusahaan.

Bukit Asam akan menggelar sejumlah kegiatan yang diharapkan bisa menyerap volume karbon agar sesuai dengan jumlah yang dihasilkan.

Dengan demikian, harapannya adalah bisa men- ciptakan keseimbangan emisi. Beberapa di antaranya seperti melakukan reforestry, carbon capture, dan juga menggunakan teknologi yang rendah atau sama sekali tidak menghasilkan emisi. Bahkan saat ini untuk kegiatan peng- galian, Bukit Asam sudah hampir seluruhnya beralih ke elektrifikasi, pada peralatan pertambangan sampai dengan kendaraan yang digunakan.

Lebih lanjut elektrifikasi yang dilakukan itu seperti conveyor yang mulai diganti dengan berbasis listrik, alat-alat berat yang memiliki sistem hybrid. Pada tahun depan, Bukit Asam juga memiliki rencana untuk melakukan per- gantian armada bus dan kendaraan operasional yang biasa digunakan para karyawan, menjadi armada berbasis kendaraan listrik.

Di sisi lain, pihak Bukit Asam juga tengah melakukan kegiatan penelitian yang menggandeng Institut Pertanian Bogor (IPB), guna mendapatkan sejumlah tanaman yang memiliki kemampuan daya serap tinggi terhadap emisi dan karbon. Tanaman-tanaman itu nantinya bakal ditanam di sejumlah area bekas lahan tambang perusahaan.

This technology is very environmentally friendly because it can reduce the amount of sulfur produced in the operational process. The South Sumatra 8 Mine Mouth PLTU is known to be the only one that applies this environmentally friendly technology.

Teknologi ini sangat ramah lingkungan karena mampu menekan jumlah sulfur yang dihasilkan dalam proses operasional. PLTU Mulut Tambang Sumsel 8 diketahui menjadi satu-satunya yang menerapkan teknologi ramah lingkungan ini.

Copper price up as China imports rise

OPPER prices rose on Tuesday after China’s central bank eased monetary policy and as imports into the world’s top metals consumer climbed in November.

The People’s Bank of China said on Monday it would cut the amount of cash that banks must hold in reserve, releasing the funds in long-term liquidity to bolster slowing economic growth.

“China’s policy easing has sparked optimism; meanwhile, we have probably seen the worst in the property market,” said ING analyst Wenyu Yao.

Meanwhile, China’s copper imports in November rose for a third straight month, customs data showed, hitting their highest since March.

Arrivals of unwrought copper and products stood at 510,402 tonnes last month, higher than 410,541 tonnes in October but still down 9.1% from a year earlier.

March delivery contracts were exchanging hands for $4.39 a pound ($9,435 a tonne) by midday on the Comex market in New York, up 1.4% compared to Monday closing.

“Given that this is just one month’s data, and that other indicators point to a further softening in demand from commodity end-users, we are sceptical,” said analysts at Capital Economics.

“Looking ahead, we expect shipments to remain strong into year-end, given signs that external demand is holding up. Even so, this external prop may not be sufficient to counter downward pressure on growth from domestic sources, including the cooling property sector,”

said Bloomberg economist David Qu.

Metso Outotec helps steel sector decarbonise with next gen Circored process

ETSO Outotec says it is introducing the next generation of its CircoredTM process for the direct reduction of iron ore fines using hydrogen as a reducing agent instead of CO produced from fossil fuels.

This new process will allow the iron and steel industry to efficiently tackle the decarbonisation challenge, according to the company.

The flexible Circored process, part of Metso Outotec’s Planet Positive portfolio, produces highly metalised DRI (direct reduced iron) or HBI (hot briquetted iron) that can directly be used as feed material in electric arc furnaces for carbon-free steelmaking.
