ABSTRACT
The bilingual program is one of the important aspects to improve learning English in Indonesia. The bilingual students have to prepare themselves more in understanding materials, compare to reguler students. The strategy in teaching bilingual class has significant role. It helps students to comprehend the material in the classroom. The purpose of this study is to find out the teaching strategies used by the teacher to encourage students’ participation in bilingual class. A strategy in teaching English is very important to apply in bilingual class to increase the student’s participation.
The research design of this study was descriptive research. The researcher used two ways to collect the data; observation and interview. In addition, the subject of study was the English teacher who taught in the second grade of bilingual program at SMP Laboratorium School Universitas Negeri Malang.
It was found two teaching strategies used by the English teacher in the class; expository strategy and inquiry strategy. The teacher implemented those strategies during the learning process. Sometimes, the teacher combined both strategies in her teaching process. Combining some teaching strategies made the teaching and learning activities more interesting for the students. Most students were interested in inquiry strategy than other strategies. They showed a great attention when teacher played a game after delivering some materials.

CHAPTER I INTRODUCTION
In this chapter some aspects of introduction of thesis are explained. Those aspects are: background of the study, the statement of problems, the purposes of study, the significance of study, the scope and limitation, and the definition of key terms. Each topic will be presented below:
1.1 The Background of Study
Indonesia puts English as a compulsory subject in curriculum program from Elementary School until Senior High School. It was stated in Act of the Republic of Indonesia No. 20, 2003 on National Education System, verse 50 item (3): Government and/or local government should establish at least one unit of education at all levels of education, to be developed into an internationally standardized class standard education unit. It is commonly called as International standardized school (ISS).
ISS is established to improve Indonesian education quality. It is also expected to produce high competent students, who will participate in each learning activity. Students are required to understand, interpret and utilize the lesson they learn. Consequently, ISS creates the independent students with an open-minded thinking.
Indonesia is able to speak Indonesian and English.
Cenoz (2009) states that bilingual education is the use of two languages in a school which is aimed to help both teachers and students to practice two languages in
classroom activities. Bilingual is needed to introduce a second language that is
English to student. Bilingualism increases English proficiency in society.
Furthermore, bilingualism influences individual and social attitudes and identities. It
is caused by attitude and discourses of society are reflected in educational planning,
especially in language planning in school.
In Indonesian bilingual school, it is used in Science, Math and English classes.
Therefore, the teachers in bilingual class will use both Bahasa Indonesia and English
in delivering the topic to the students, but English is mostly expected to use. It is expected that teachers will use only English as the means of communication in teaching learning process at ISS class. This activity is very suggested to do because students will have a better understanding in using English as a tool of international communication. Furthermore, it will also equip them to broader their knowledge by reading more references written in English.
act of Republic Indonesia no. 14, 2005 states that lecture and teacher is a guider which has functional to improve the quality of national education. So, the teachers are required to have a better competence and strategy to perform in teaching learning process in the classroom.
The strategy is expected to give more information what the teacher will do, why and who takes the responsibility of operational time and the result. According to Silver et, al. (2007), strategies are the different types or styles of plans teachers use to achieve this goal. In this way, strategies work line a kind of open-ended script that helps both teachers and students move thoughtfully toward their goals. It is clear that the teacher does not limit the students to be creative, and also release them to study based on their wants to reach the purpose of learning. A teacher strategy becomes an important part in the teaching learning process because with the appropriate strategy would create a comfortable classroom atmosphere so that learning process can be delivered by teachers well.
Crookes and Chaudron (in Carmichael, 2004) suggest, our conception of a teacher is someone who faced a great number of decisions to be made at every moment of classroom instruction. Teacher strategy is a plan that must be made by teachers to facilitate the teaching learning process to achieve the goal of learning.
Bahasa Indonesia to give instruction when the students do not understand or find some difficult vocabularies.
In contrast, when the researcher did the observation in regular class at SMP Laboratorium Universitas Negeri Malang, she found that the teacher used discussion
strategy. This strategy is typically less teacher-directed and more time consuming. The students were divided in several groups to discuss the task given by the teacher. After discussing the task, they present it in front of the class. Based on the result of the observation above, it was important to conduct a research about implementation of the same strategy to different object. The variation of background knowledge of students will influence the teaching strategy that is used.
1.2 The Statement of Problem
Based on the background of study, the researcher wants to formulate statement of problem, “What are teaching strategies used by the teacher to encourage students’ participation of bilingual program at SMP Laboratorium Universitas Negeri Malang?”
1.3 The Purpose of Study
The purpose of study is to find out the teaching strategies used by the teacher to encourage students’ participation of bilingual program at SMP Laboratorium Universitas Negeri Malang.
1.4 The Significance of Study
1. for the teachers, the result of this thesis discussion will help them to improve, analyze and give references to find out a strategy to make the teaching – learning process run well in bilingual class.
2. for the students, this thesis will help them to initiate an interaction with their teachers, so they will be able to find appropriate strategy to get more understanding about English.
1.5 The Scope and Limitation

1.6 The Definition of Key Terms
The researcher presents some definition of key terms to avoid misunderstanding in the terms used in this study:
1. Teaching Strategies refer to specific methods used by the teacher for approaching a problem or task, modes of operation for achieving a particular end, planed design for controlling and manipulating certain information (Brown, 2000).
2. Bilingual Class is approaches in the classroom that use the native languages of English language learners (ELLs) for instruction. (The National Association for Bilingual Education, 2005).
