Urgent Need for Economic Transformation in Coal-

Producing Areas

Yurika

D

EMAND for coal as an energy source in the long term is predicted to experience a significant decline. This trend is influenced by the strengthening of climate commit- ments from countries that import coal to switch to renewable energy.

Perlu Segera Transformasi Ekonomi di Daerah Penghasil

Batubara

Yurika

P

(9)

Daily News Update Page 9

The Institute for Essential Services Reform (IESR) even in its study revealed that if the Indonesian government's emission reduction commitments are in line with the Paris Agreement for emission-free 2050, then in 2045, coal will no longer be used in the energy system in Indonesia. This requires the government to be serious in preparing for economic and job trans- formation for regions whose income is dominated by the coal sector.

Fabby Tumiwa, Executive Director of IESR, said that updating higher emission targets in the Nationally Determined Contribution (NDC) of coal-using countries such as China, Japan, South Korea, United States (US), European Union, South Africa and other countries will have an impact on reducing even cessation of financing on fossil energy projects. Referring to the Paris Agreement, if countries in the world adopt a more aggressive coal elimination, then by 2030, coal production will decline by 20%, then to 60% in 2040, and 90% in 2050.

"This decline in production must be anticipated because it will have an impact on employment and also have an impact on income both nationally and especially in coal-producing areas," he said, Monday (11/7).

According to Fabby, this threat is quite serious considering that coal-producing areas do not have many choices for their economic alternatives, while carrying out a post-coal mining economic transformation has a fairly long time. He emphasized that now is the time to make adaptation adjustments and prepare the foundation for the post-coal mining and post-coal power plant economic transformation.

"Failure to carry out the economic trans- formation will not only lead to an increase in the unemployment rate but will also lead to a decrease in economic competitive-ness,"

said Fabby.

(10)

Daily News Update Page 10

He added that the coal-producing areas needed to be supported by a national policy.

In fact, IESR recommends that this be one of the priority issues included in the preparation of the RPJMN 2024-2029.

Julius Christian, Author of the IESR Study entitled Redefining Future Jobs: Impli- cations of coal phase-out to the employ- ment sector and economic transformation in Indonesia's coal regions urges the central government and coal-producing regions in Indonesia to immediately make various preparations to anticipate the reduction in income and employment from coal sector.

"This collaboration between the central government and local governments is important in preparing a long -term economic strategy to realize an economic structure that is more diverse and does not depend on coal," said Julius.

In 2020, there are around 250,000 workers who work directly in the mining sector.

These workers are generally under 50 years of age so they still have the opportunity to be equipped with various types of training to switch to other employment sectors. In addition, the government also needs to prepare allowances and social safety nets to anticipate the rapid decline in coal demand.

“Coal workers are one of the parties most affected by this coal decline. However, until now, the workers are still not aware of the risks they face and have not been widely involved in various discussions regarding the energy transition,” said Julius.

According to him Ronald Suryadi, Researcher at IESR, who is also the author of the Redefining Future Jobs study, revealed that economic transformation needs to be planned immediately for provinces in Indonesia whose regional Gross Regional Domestic Product (GRDP) comes from the coal sector, such as...

Julius Christian, Penulis Kajian IESR berjudul Redefining Future Jobs: Implication of coal phase-out to the employment sector and economic transformation in Indonesia’s coal regions mendesak pemerintah pusat dan daerah penghasil batubara di Indonesia untuk segera melakukan berbagai persiapan untuk mengantisipasi pengurangan pendapatan dan penyerapan pekerja dari sektor batubara.

such as East Kalimantan which producing 48% of the national coal supply, South Kalimantan (32%), South Sumatra (9%), North Kalimantan (3%), and Central Kalimantan (3%).

"Gradual economic transformation is not only needed to mitigate the resulting impacts, but also towards an economic structure that can keep up with future developments," said Ronald.

IESR encourages an inclusive planning and strategy formulation process by involving affected parties, especially workers and communities around the mine so that economic transformation can take place in a sustainable manner and in accordance with community needs. Among them, economic transformation in the coal area can be carried out by modernizing the agricultural sector.

In addition, the government also needs to strengthen existing main industries with a high multiplier effect, such as the food and chemical industries. Not only that, preparation for building a service-centered economy can be done by building infrastructure, restoring the environment, and increasing human resources. (RA)

Overall, coal prices shot up 9% in a week on a point-to-point basis. In a month, coal prices jumped 23.71% while in a year it shot up 212.9%.

The soaring price of coal was mainly due to the cessation of Russian gas supplies to Europe via the Nord Stream 1 network. The Nord Stream 1 pipeline stopped operating yesterday for maintenance. The supply of liquefied natural gas is expected to return to flow when the maintenance is completed on July 21.

However, it is feared that treatment will take longer or will last even beyond the specified time. This condition could disrupt Europe's winter filling plans which led to a gas crisis. The depleted gas supply makes coal to be sought again so that the price of black stone soars.

The increase in coal prices was also triggered by flooding in Australia, including in the state of New South Wales.

Floods in New South Wales are wide- spread, causing coal shipments to the Port of Newcastle to be disrupted.

Melonjak 2,72% dibandingkan perda- gangan Jumat pekan lalu.

Australia's coal exports in the form of thermal and coke are actually mostly aimed at the Asian region. However, demand from Europe is also on the rise, so shipping disruptions have a big impact.

Europe is speeding up coal shipments before Russia's coal import sanctions take effect on August 10. Like Russia, Australia is a big producer of high-calorie coal.

"The disruption in coal shipments over the past week is another factor that has kept the coal market tight and pushed prices up,"

Plamen Natzkoff, analyst at Vessels Value, told Montel News.

High coal shipments from Europe are reflected in coal inventories at the ports of Rotterdam and Amsterdam. Supply at the two ports has now reached 5.95 million tons, the highest since November 2019.

Meanwhile, the rail link connecting the coal mines in the Hunter Valley and Newcastle Harbor has been closed for six days due to flooding. The Australian Bureau of Meteorology (BoM) expects the route to remain flooded through July 12 although the rain will ease slightly.

Apart from the trails in the Hunter valley, the Blue Mountains trail that connects the coal mines of western New South Wales to Sydney, Newcastle harbor and Kembla Harbor are still closed due to landslides.

Repair of the track is expected to take weeks. CNBC INDONESIA RESEARCH TEAM (mae/mae)

Perbaikan jalur diperkirakan membutuhkan waktu berminggu-minggu.

Efficient Mineral Exploration with Reducing Environmental

Impact

Author : Rizki Fadhilah Ramadhan, Editor : Mayang S.

T

HE DEVELOPMENT of clean energy technology as part of the energy transition has led to a significant increase in the demand for minerals such as cobalt, copper, lithium, nickel and zinc. A safe and sustainable supply of raw materials is a prerequisite for a strong economy.

Critical Raw Minerals (CRM) is a major proponent of the green and digital transition. This commodity is very important for Indonesia to develop its own strategic autonomy. In particular, CRM is critical to transforming the energy system towards our 2030 climate goals and for Indonesia to be carbon neutral by 2050.

Mineral exploration is fraught with obstacles, including diverse geology, and environmental vulnerabilities. The European Union has taken steps for environmentally friendly mineral explo- ration, namely the NEXT project. The main goal of the EU-funded NEXT project is to develop new mineral exploration techno- logies that save costs, time and nature itself.

Eksplorasi Mineral Yang Efisien dengan Mengurangi Dampak

Lingkungan

P

(18)

Daily News Update Page 18

The project brings together 16 partners from six EU Member States (Germany, Spain, France, Malta, Finland and Sweden) representing the main metal-producing regions in Europe. The project has optimized and tested new environmentally friendly technologies on a wide variety of mineral deposits and increased the efficiency of mineral exploration.

New exploration technology

The exploration technologies developed in this project include geological modeling, geochemical exploratory surveys, and new, more sophisticated geophysical drone- based methods. In addition, NEXT focuses on mineral system modeling, data processing, and data integration with artificial intelligence methods. Collectively, these approaches are expected to accelerate ore deposit discovery, increase overall productivity, and reduce drilling, which is by far the most expensive activity in ore deposit exploration.

The researchers' models have led to further understanding of the geological framework behind the ore formation process.

Combining geophysical and geochemical information also helps to describe the structure and properties of the target soil and bedrock. This is important when building predictive models for exploratory purposes.

The accuracy of this model is very important to produce mineral prospectivity maps that can distinguish areas with high mineral potential and help select more precise drilling targets. In addition, these maps, apart from mining companies, can be useful for land use planning.

Copper price hits a 20-month low on recession fears

MINING.COM Staff Writer

C

OPPER prices hit a 20-month low on Monday as persistent worries that a recession would dampen metals demand hit a market with thin summer volumes.

Copper for delivery in September fell 3% from Friday’s settlement, touching $3.41 per pound ($7,517 per tonne) Monday morning on the Comex market in New York, the lowest since November 2020.

“The dollar strength was the trigger that came on top of the recent recession fears, pulling the rug from under the market,” said Ole Hansen, head of the commodity strategy at Saxo Bank in Copenhagen.

“This is the time of year where the market can easily get caught on the wrong side when liquidity is drying up.”

China is fighting covid-19 flare-ups on multiple fronts across the country including an emerging cluster in Shanghai, spurring mass testing drives and fresh restrictions.

“Money manager positioning on the CME copper contract is as bearish as it has been since the first quarter of 2020 when industrial metals prices collapsed as China, followed by just about everyone else, went into covid-19 lockdown,” wrote Reuters columnist Andy Home.

“High energy prices are having a chilling effect on previously robust manufacturing activity in Europe and the United States. Central banks are lifting interest rates to tackle inflationary pressures, which is bad news for all risk assets. And the dollar is super-strong, which is particularly bad news for dollar-denominated metals such as copper.” (With files from Reuters)

The Metso Outotec MTB – an all-encompassing truck body

Posted by Paul Moore

M

ETSO Outotec launched its innovative Mining Truck Body (MTB) back in 2019; and while since then it has been an interesting ride – dealing with pandemic supply chain interruptions and operating in a highly competitive space against advanced light steel and other rubber offerings – the solution is now quickly gaining traction in the mining market.

Notably, it has now been installed on all major mining truck classes from 40 ton to 400 ton (363 t); the latter running on the Liebherr T 284 at a major copper mine in the Americas. It has also been used across most major commodities – this includes in Australian coal on the Caterpillar 793, in addition to all the major hard rock metal mine types.

(20)

Daily News Update Page 20

Other examples include installation on the 313 t Caterpillar 795F AC trolley trucks and 290 t Komatsu 930E trucks at Boliden’s Aitik copper mine and on Hitachi EH3500 trucks at Terrafame’s Sotkamo nickel mine in Finland. In smaller truck classes, applications have included working closely with truck supplier and distributor BIA for delivery of bodies for the Komatsu HD605-8 for quarrying customers.

The 2022 launch of the first Metso Outotec MTB in South Africa

Most recently, working closely with local fabricator, Efficient Engineering in Germiston, the MTB has entered the South African market, where the 150 t class of truck such as the Caterpillar 785, is widely used in hard rock mining including iron ore and manganese, and as such represent a sizeable potential market. The first South African body was designed for a 90 t Caterpillar 777 and featured a new ‘Zebra’ colour scheme to highlight the MTB structure where the MTB steel ribs are left dark with the main body in a very light grey.

The unique, one-piece, lightweight hybrid haul truck tray combines the best of high-strength steel and rubber. Specifically, it differs from a standard steel body by its lighter, but resistant, rounded shaped design in ultra high-strength steel combined with a Trellex™ rubber lining.

This makes it possible to obtain a 20% to 30% lighter body without sacrificing rigidity. Lighter weight also means more sustainable, in keeping with Metso Outotec’s Planet Positive approach – why? Lighter body weight and increased payload equal lower fuel consumption per hauled tonne.

It is built in a modular way so that only the worn elements need to replacing. Plus it is safer – unlike with all steel body liner changes, welding or oxy-cutting is not required as it uses bolted fixing with pre-welded studs. Finally it is quieter and easier on operators – it offers about 97%

less vibration on a steel body and reduces noise on loading by about 10-20 db, typically from 95 db down to 80 db but in fact equates to 50% in perceived noise. These safety and operator friendly aspects are increasingly important in today’s mining market.

However, the biggest boost is in maintenance, where the rubber lasts up to 300-500% longer than steel resulting in a significant operational cost saving. It also offers customisation, which it calls Flexible Lining – different rubber grades and compounds are used for different mined materials – for a sticky material like bauxite, a flexible and custom-designed rubber lining can prevent carry-back; for a highly abrasive iron ore, a different rubber grade can drastically cut wear effects.

IM spoke to Carl Samuelson, who has headed up development and market introduction of the MTB since launch as Metso Outotec Director Loading and Hauling Solutions

How would you summarise the evolution of the Metso Outotec Mining Truck Body since launch with regard to design and technology?

The evolution of the MTB continues, and the design never stands still – it is continuously updated with new features, structural design tweaks and new rubber grades with a focus on reducing even more weight plus further improvement in wear life and anti carryback characteristics.

Carl Samuelson, Metso Outotec Director Loading and Hauling Solutions

You have now supplied them for trucks right up to 400 ton class? What extra challenges come with bodies of this size?

(21)

Daily News Update Page 21

Actually, it’s generally easier to build a big body than a small one, the real technical challenge is to build a really small body. There is much less room to play with and weight savings are harder to find. But we have succeeded very well in the design of smaller bodies and have managed to incorporate the design features in our larger bodies. In addition to the sizes, we have also worked with all of the major rigid truck OEMs, including Caterpillar, Komatsu, Liebherr and Hitachi.

Does your truck body offer advantages both for soft rock applications as well as abrasive hard rock?

Since we work with a modular design we adopt the rubber lining to suite the application, this means we can handle every type of rock material. So the lining is always tailored to the application. With high strength steel you can use different grades but with nowhere near the same range of characteristics, especially the ability to handle sticky and highly abrasive materials. We often find a solution together with our customer where we optimise payload and maintenance.

Can you share any data on typical maintenance savings for a large mining truck over time?

A typical mining truck go in for maintenance every 8-9 000 h and it’s a quite an extensive welding operation that will keep the truck body in the workshop for some weeks. After a second refurbishment an ordinary body is often in such a bad condition that it’s scrapped. With a MTB with rubber lining we typically change out 30% of the bottom lining (rubber) after 18- 20,000 h. This takes two people 2-3 days and then the truck body is back in operation for another 12-20,000 h. There is no welding involved during this maintenance so the amount of risk work is greatly reduced.

Can you also share any direct customer feedback or comments on the bodies?

We have had very good customer responses. I would say after payload increase and fuel/tonne savings the increased wear life is very much appreciated. In many markets the reductions of noise and vibration have come up as the number one advantage as in both of these areas the MTB makes an enormous difference.

Many of the mines have not deployed the MTB across their whole fleet – can you explain why this is?

In fact, we have some sites that have fully converted their fleet and they have achieved great improvements. The main reason why we don’t have more full fleets I would say it’s because it take a bit of time to implement a full fleet. First the product must be proven and after that customers generally want to use their existing investment (truck bodies) as long as possible, so when an old body is phased out we supply a new one to replace it. In some cases, these customers have already been using our own Trellex™ rubber linings in their steel truck bodies, which also bring long lasting performance, but these are also being replaced with the MTB due to the overall range of benefits? Also I would honestly say that the COVID pandemic did have a quite a big effect as a a lot of projects were temporarily halted in early 2020.

Can you reveal more details about your recent launch in the South African market?

We just recently built our first truck body in South Africa for the African market, and we have some really good partners there that helped us realise the project. Today, we have built up capabilities to supply the MTB with 100% local content using our design – this gives us a lot of flexibility to work with fabrication partners as demand starts to ramp up. The African market

(22)

Daily News Update Page 22

is interesting for us due to its size and the fact that it’s very much hard rock dominated. There are very few alternatives that can handle payload management in hard rock like an MTB with the added maintenance, noise and vibration upside. We have had a very positive first response and I’m sure Africa will become one of our key markets. Also, we plan to grow from our existing supplier and partner base and as we see stable and rising volumes in particular mining markets we could quite easily set up local direct supply and we are investigating a couple of possible options for this today.

Russia-Ukraine conflict creates uncertainty for high-grade nickel supply

By: Darren Parker

T

HE RUSSIA-Ukraine conflict has created uncertainty over global supply of mined nickel – particularly high-grade nickel, which is used as battery-grade nickel in the electric vehicle (EV) industry – market research firm Fitch Solutions Country Risk and Industry Research (Fitch Solutions) said in its ‘Global Nickel Outlook’ report on July 8.

To illustrate the impact, last year, Russian mining company Norilsk Nickel alone provided about 17% of the global supply of class one nickel. In total, Russia accounts for about 21% of global class one nickel production, followed by Canada at 17%, Australia at 14% and China 10%.

While nickel is the fifth most common element on earth and is currently mined in more than 25 countries, higher-grade sulphide deposits located in well-established mining regions have mostly been depleted, necessitating additional exploration in new and riskier jurisdictions.

However, Fitch Solutions said that, aside from the uncertainty surrounding Russia, high prices for refined nickel and reduced disruption from the Covid-19 pandemic would likely result in strong nickel mine production growth this year and next.

The most significant driver of this growth would be a recovery in production from Indonesia and the Philippines, where mining activities had been heavily restricted by Covid-19 in 2020 and 2021.

Output in Indonesia was particularly impacted last year as a record number of Covid-19 cases resulted in renewed lockdown restrictions in the country, Fitch Solutions said.

The firm forecast global nickel mine production to grow by a yearly average rate of 3.1% up to 2026, before accelerating to an average of 5% up to 2031.

Nevertheless, Fitch Solutions said both growth rates would be slower than the 6.6% year-on- year average achieved from 2010 to 2019, which was boosted by higher nickel prices at the time and strong Indonesian output growth.

The firm also said it expected global yearly nickel production to reach 3.65-million tonnes by 2031, up from the 2.46-million tonnes produced in 2021.

(23)

Daily News Update Page 23

“With battery-grade class one nickel to experience a major demand boost from the green transition, the main supply risk and impediment facing battery players is sufficient class one supply,” Fitch Solutions said.

Meanwhile, the main potential “game-changer”, it said, was the successful conversion of class two nickel – which is lower-quality nickel with less than 99.8% nickel content – to class one nickel.

However, this process, while promising, remains technically and environmentally challenging, which Fitch Solutions said suggested a tightened supply of battery-grade nickel over the next two to three years – at a time when EV sales are expected to boom.

Supply of non-battery-grade nickel, on the other hand, would remain ample.

The firm said Australia and Indonesia would remain the world's largest suppliers of nickel.

However, Australia would outpace Indonesia with its endowment of higher-grade sulphide ores of class one quality, whereas Indonesia had plans to catch up by trying to convert its class two nickel ores into class one.

The firm also highlighted Canada as having significant high-grade nickel opportunity, boasting significant resources of higher-quality sulphide ore. The Canadian nickel industry also enjoys better sustainability records and lower emissions than its competitors.

Overall, Fitch Solutions indicated that high nickel prices and the disrupted flow of mined nickel from Russia would boost investment into nickel mining in other markets, including Indonesia, the Philippines and Australia.

This would lead to strong growth in nickel ore production this year and next from Indonesia and Philippines in particular.

However, the firm said the most fragile part of the global nickel mine supply pipeline – outside of Russia – was in Indonesia, where any delays to the development of downstream nickel processing facilities could result in stranded nickel ore in the country, reducing the incentive for miners to boost output.

Moreover, Indonesia would also need to overcome technological challenges involved in cost- effectively converting ample supplies of class two nickel ore into battery-grade class one nickel.
