Preface
The 3
rdAnnual International Seminar on Transformative Education and Educational Leadership
(AISTEEL 2018) was held in Emerald Garden Hotel, Medan City-Indonesia on 3-4 October 2018.
This seminar is organized by Postgraduate School, Univesitas Negeri Medan and become a routine
agenda at Postgraduate program of Unimed now.
The AISTEEL is realized this year with various presenters, lecturers, researchers and students from
universities both in and out of Indonesia participating in, the seminar with
theme “Education,
Learning and Leadership Innovation.”
The plenary speakers coming from various provinces in Indonesia have been present topics covering
multi disciplines. They have contributed many inspiring inputs on current trending educational
research topics all over the world. The expectation is that all potential lecturers and students have
shared their research findings for improving their teaching process and quality, and leadership.
The third AISTEEL presents a keynote speaker and 4 distinguised invited speakers from Australia,
Singapore, Taiwan, and Malaysia. In addition, presenters come from various Government and Private
Universities, Institutions, Academy, and Schools. Some of them are those who have sat and will sit in
the oral defence examination.
There are 326 articles submitted to committee, some of which are presented orally in parallel sessions,
and others are presented through posters. The articles have been reviewed by double blind reviewer
and 198 of them were accepted for published by Atlantis Press indexed by International Indexation.
Meanwhile 83 papers were published in online International Proceedings indexed by Google Scholar.
The Committees of AISTEEL invest great efforts in reviewing the papers submitted to the
conference and organizing the sessions to enable the participants to gain maximum benefit.
Grateful thanks to all of members of The 3rd Annual International Seminar on Transformative

United Nation General Assembly 2017. This research applied descriptive qualitative research design. the data of the research
was the utterances of Donald Trump’s speech. The source of the
data was Donald Trump’s political speech. The technique for
collecting data was documentary technique which transcribed the video into the data. The speech transcriptions were analyzed by applying Systemic Funcional Linguistics theory. The occurances of modality were qualitatively analyzed by converting them into percentages to determine the proportions namely modalization and modulation The findings show 3 types of methapor of modality in United Nation General Assembly 2017. The findings indicates that the dominant modality in Donald
Trump’s speech in United Nation General Assembly 2017 is
obligation modulation and medium modulation.

I. INTRODUCTION
Modality in simplest sense, indicates a speaker’s or writer’s special way of conseptualizing a world view or ideology (1) it means that language does not allow us to say something modality how the speaker uses the words in his speech related to value can be analyzed . Therefore as one of the realizations. Modalization concerns with giving some option to express judgements of probability and frequency of proposition. . Thus modalization is divided into two types of meaning that are probability and usuality. On the other hand modulation deals with options to express judgment of obligation and inclination.This proposal adresses the use of modality used by
Donald Trump on his Speech in United Nation General Assembly 2017. There are some reasons for selecting the topic as the subject matters. The first, modality is one of important points to be discussed because through studying modality and values one knows a personal judgment on opinion,’flavour’or
‘seasoning’ to an experential content or a speech funtion by the addresse, (2). The second, modality used in spoken and written texts, but without doing research no-one knows how the modality and value used in texts.the researcher would like to To describe kinds of the modality used on Donald Trump’s Political speech in United Nation General Assembly 2017
II. REVIEWOFLITERATURE
A. Modality
Modality belongs to the interpersonal function that essentially regard clauses other linguistics units as exchages of prepositional and proposal, wherby a perepositional involves as exchange of information and a proposal involves an towards what s/he is saying. . it is the way the speaker gets into the text, expressing a judgment about the certainly ,likelihood or frequency of something happening or being (4). It is always expressing the implicit judgment of the speaker. But, because people play with language, modalization can also be realized explicitly. Speakers can make it quite obvious that it is their
judgment that is being expressed as Halliday and Matthiessen (2004:147-50 and 617-21) presents it modalization involves the expression of two kinds of meanings:
i) Probability: where the speakers expresses judgments as to the likelihood or probability of something happening or being;

Modulation is defined as a way for the speakers to express their jugment or attitudes about actions and events (Eggins,2004:181). When someone is acting on or for other people . he/ she does not only have the doogmatic choices of
do or don’t do, ill give you this or i won’t give you this. But between these two poles of compliance and refusal she/he can express their judgment of obligation, necesitty, or attitude toward the text.modulation has to do with demanding, direction,advice, permission, undertaking or capability. Modulation expresses the speakers’s willingness to get the listener to do something. It can be represented into asking for someone, offering declarative statement, advice statement, or even direct imperative statement. It is udes to realize the function of a clause, which means either related to a command
“is wanted to” or related an offer “ wants to”
Modulation is dealing with the spoken language because modulation has goods and service as the commodity exchange. Modulation carrie two kinds of intermediate possibilities: command and offer. The positive and negative polarity of modulation i do! And don’t! Thus, (4) stated that modulation is divided into two, they are :
i. Obligation which is used to carry out the command addressed to the second person. The scales for obligation,adviseble and obligatory.
For example : the roads should pay for themshelves, like the railways
ii. Inclination is the willingness of the speaker to fulfill the offer. Inclination signaled by: ability, willingness and determination.

HIGH Certain must be Always Resuired must do determined speech in United Nation General Assembly, an organization with which he has a bit of a controversial history In his speech. Trump took the podium at the General Assembly just after Brazil's Michel Temer, presenting his message to the world as he pushes his nationalist "America First" agenda. He spoke for 40 minutes. He delivered two points in his speech. Firstly, As president of the United States, He will always put America first, the second point of his speech is that he focuses in critizing North Korea and Iran. he outlined his foreign policy priorities, from confronting North Korea over its nuclear and missile tests to deciding the fate of the Iran nuclear deal.
III. METHODOLOGY
A. Research Design
The research was using Descriptive Qualitative Method.
This study was concerned with the application of SLF theory in methapor of modality in Donald Trump’s speech in United Nation general assembly 2017.
B. Data and Sources of Data
The data of the study was the utterances of the Donald Trump’s speech in United Nation general assembly 2017 about Political Issues. The source of the data were taken from
www.youtube.com by downloading the video of Donal Trump’s speech in United Nation general assembly 2017. Then the utterances in his speech were transcribed into written text. The speech was held on September 9th 2017.
IV. FINDING AND DISCUSSION
A. Findings
In conveying speech, the uses of modality – modulation of obligation with 61.20 % and modalization of probability with 25.38 % and modulation - Inclination with 13.43 % . The researcher did not find the use of usuality in the speech. The dominant of obligation was conveyed by Donald Trump. It means that the speaker certainity agrees to the truth of speech proposition. Meanwhile the least inclination was conveyed by Donald Trump found only 13.43 % as the topic didnot concern to convey the member of United Nation but only supporting the entire agreement during conference. In addition usuality was not used in the speech. It infers that usuality is not concerned to world issues.

categories namely modalization and modulation. Modalization is refered to probability and usuality, and modulation is referred to obligation and inclination. The finding of the study shows that Donald Trump use modulation except usuality in his speech. The use of modality, realized by modal auxiliary, that commanly used by the speaker in the speech is sub modulation- obligation. That is where the speaker expresses the command adressed to the second person. According to (1) modality may be expressed through certain types of main verbs, as well as through adjectives, adverbs, and certain nominalization. It is seen that modality has to do the commitment which coversthe speaker’s command and attitude in presenting his ideas and message in speech.
Another realization of modality is expressed by modal auxiliary verbs as well as by various formal feature including adverbs and verbs adjunct by Donald Trump in United Nation General Assembly 2017 becomess prominent through a range of modal auxiliary verbs. In terms of relational modality, in which the authority of one participant relates to other, the speakers have the modal auxiliary verbs.
Then in terms of value of modalization, the medium of modulation is dominantly used by Donald Trump in United Nation General Assembly 2017. In any particular situation, we choose different degrees or value of modality depanding on how we want to relate the topic with the listeners and how we want to expose level of commitment to and idea. The medium value that used by Donald Trump in United Nation General Assembly 2017 shows that they are not sure enough about what they are writing since the political event in the texts have not happened yet but they used the fact to make the guessing.
