Coal Export Faucet Officially Opens Again Today

HE GOVERNMENT has re-opened the faucet for coal exports starting today, Wednesday (12/1). This means that the ban on coal exports is officially revoked.

The regulation on the prohibition of coal is contained in the Decree of the Minister of EMR Number 139.K/HK/03/MEM/B/2021 concerning the Fulfillment of Domestic Coal Needs aka DMO (domestic market obligation).

When the Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Panjaitan announced the gradual opening of coal exports, Monday (10/1) evening, a number of mining companies immediately started the shipping process.

Luhut's reason for opening the coal export faucet, which has been closed since January 1, is that the supply for the PT PLN (Persero) power plant has reached the next 15-25 days of operation.

"There have been a few dozen ships filled with coal that have been verified and will be released. When will exports be opened in stages? We'll see on Wednesday (today)," he said yesterday.

The government, Luhut continued, resolved the supply problem for PLN and IPP by eliminating the free on board (FoB) sales scheme. Then, replace it with a cost in insurance and freight (CIF) scheme. "So all have to buy from the company," he added.

Previously, the Ministry of EMR announced a ban on coal exports starting from January 1-31 2022. This policy was taken because coal supply was thin for 17 PLTU, owned by PLN and IPP.

EMERINTAH kembali membuka keran ekspor batu bara mulai hari ini, Rabu (12/1). Ini berarti, aturan larangan ekspor batu bara resmi dicabut.

Aturan larangan batu bara tertuang di Keputusan Menteri ESDM Nomor 139.K/

HK/03/MEM/B/2021 tentang Pemenuhan Kebutuhan Batu Bara di Dalam Negeri alias DMO (domestic market obligation).

Saat Menteri Koordinator Bidang Kemari- timan dan Investasi Luhut Binsar Panjaitan mengumumkan pembukaan ekspor batu bara secara bertahap, Senin (10/1) malam, proses pengapalan pun segera dilakukan oleh sejumlah perusahaan tambang.

Alasan Luhut membuka keran ekspor batu bara yang ditutup sejak 1 Januari itu adalah pasokan untuk pembangkit listrik PT PLN (Persero) sudah mencapai 15-25 hari operasi ke depan.

"Sudah ada beberapa belas kapal yang diisi batu bara telah diverifikasi dan akan dilepas. Kapan mau dibuka ekspor secara bertahap? Kita lihat Rabu (hari ini)," ujar- nya Senin kemarin.

Pemerintah, Luhut melanjutkan, menye- lesaikan masalah pasokan untuk PLN dan IPP dengan meniadakan skema penjualan free on board (FoB). Lalu, menggantinya dengan skema cost in insurance and freight (CIF). "Jadi semua harus beli dari per- usahaan," imbuhnya.

Sebelumnya, Kementerian ESDM meng- umumkan larangan ekspor batu bara mulai 1-31 Januari 2022. Kebijakan ini ditempuh karena pasokan batu bara tipis untuk 17 PLTU, milik PLN dan IPP.

HE GOVERNMENT plans to apply a coal export levy/fees for coal entrepreneurs.

Later, a Public Service Agency (BLU) will be formed whose task is to collect coal export fees from entrepreneurs.

Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Pandjaitan said this fee would be mandatory for all coal companies, so this could help cover the cost difference between the market price and the domestic special coal price (Domestic Market Obligation/DMO) of US$

70 tons per year for domestic power generation.

Although PT PLN (Persero) will buy coal at market prices to producers, but with the export fees from all these coal companies, the funds will be returned to PLN to cover the difference between the market price and the benchmark price of US$ 70 per ton.

For example, if the market price of coal reaches US$ 150 per ton, PLN will buy it at that market price. However, the govern- ment will impose a levy on coal producers to cover the difference in the price of coal.

The levy money will be returned to PLN, so that PLN will not experience a surge in costs.

EMERINTAH berencana menerapkan pungutan/iuran ekspor batu bara bagi para pengusaha batu bara. Nantinya akan dibentuk Badan Layanan Umum (BLU) yang bertugas untuk memungut iuran ekspor batu bara dari para pengusaha.

Menteri Koordinator Bidang Kemaritiman dan Investasi Luhut Binsar Pandjaitan mengata- kan, iuran ini akan diwajibkan bagi semua perusahaan batu bara, sehingga ini bisa mem- bantu menutupi selisih biaya antara harga pasar dan harga batu bara khusus dalam negeri (Domestic Market Obligation/DMO) sebesar US$ 70 per ton untuk pembangkit listrik di dalam negeri.

Meski PT PLN (Persero) nantinya membeli batu bara dengan harga pasar kepada produsen, namun adanya iuran ekspor dari semua perusahaan batu bara ini, dananya akan dikembalikan kepada PLN untuk menutupi selisih biaya harga pasar dan harga patokan US$ 70 per ton tersebut.

Misalnya, harga batu bara di pasaran men- capai US$ 150 per ton, PLN akan membeli dgn.

Based on documents received by CNBC Indonesia, the value of this coal export levy will be calculated based on:

1. The total volume of PLN's coal DMO multiplied by the market price of coal based on the calories that PLN usually uses is 4,659 kcal/kg.

2. The total volume of PLN's coal DMO multiplied by the benchmark price for coal DMO of US$ 70 per ton.

3. The difference in needs that must be assisted through the BLU means the calculation of the purchase assumption at the market price (no.1) minus the purchase using DMO (no.2).

4. The levy for coal companies comes from the difference in needs that must be assisted by BLU (no.3) divided by the total national coal production in a year, so that the export fee per tonne is obtained for each coal company.

So in other words, the proposed coal levy scheme is stated to "be able to subsidize PLN's coal purchases at market prices."

The proposed coal export fee scheme is carried out because it is considered to provide a number of advantages or a win- win solution because:

- There is no market distortion because PLN continues to buy at the market price, but on the other hand...

Berdasarkan dokumen yang diterima CNBC Indonesia, nilai pungutan ekspor batu bara ini akan dihitung berdasarkan:

1. Total volume DMO batu bara PLN di- kalikan dengan harga pasar batu bara berdasarkan kalori yang biasa diguna- kan PLN 4.659 kcal/kg.

2. Total volume DMO batu bara PLN dikalikan dengan harga patokan atas DMO batu bara US$ 70 per ton.

3. Selisih kebutuhan yang harus dibantu melalui BLU tersebut, berarti perhi- tungan pada asumsi pembelian dengan harga pasar (no.1) dikurangi dengan pembelian menggunakan DMO (no.2).

4. Pungutan untuk perusahaan batu bara berasal dari selisih kebutuhan yang harus dibantu BLU (no.3) dibagi dengan jumlah produksi batu bara nasional dalam setahun, sehingga diperoleh lah besaran iuran ekspor per ton untuk setiap perusahaan batu bara.

Jadi dengan kata lain, usulan skema pungutan batu bara ini disebutkan untuk

"dapat mensubsidi pembelian batu bara PLN di harga pasar."

Usulan skema iuran ekspor batu bara ini dilakukan karena dianggap memberikan sejumlah keuntungan atau win-win solution karena:

- Tidak terjadi distorsi pasar karena PLN tetap membeli di harga pasar, tapi di sisi lain...

HE BUSINESS plan of PT Vale Indonesia Tbk (INCO) continues. This nickel in matte producer has prepared a capital expenditure (capex) of US$ 120 million this year. This figure is slightly lower than INCO's capex allocation last year at US$

130 million.

Bernardus Irmanto, Chief Financial Officer of Vale Indonesia said that this capex will be used for a number of purposes, including allocations for rebuilding furnace 4, rejuvenating equipment, and developing mines. ENCANA bisnis PT Vale Indonesia Tbk (INCO) terus bergulir. Emiten produsen nikel dalam matte ini menyiapkan belanja modal atau capital expenditure (capex) senilai US$ 120 juta tahun ini. Angka tersebut sedikit menurun dari alokasi capex INCO tahun lalu di angka US$ 130 juta.

Bernardus Irmanto, Chief Financial Officer Vale Indonesia menyebut, capex ini akan digunakan untuk sejumlah keperluan, diantaranya alokasi untuk pembangunan kembali (rebuild) furnace 4, peremajaan alat, dan pengembangan tambang. “Pendanaan capex berasal dari kas internal,” terang Irmanto saat dihubungi Kontan.co.id, Selasa (11/1).

This project included repairs to the furnace roof, furnace body, electrode components, feeding system, matte and slag tapping, and electrical system. The redevelopment agenda for Furnace 4 is carried out as part of the operations strategy in support of the 90,000 tonne production ambition.

The rebuilding of Furnace 4 also has an impact on INCO's production. Irmanto said that with the 4 rebuild furnace which will continue until May 2022, nickel production this year will be affected. "For production (this year) in the same range as production in 2021," he continued. Last year, the constituents of the Kompas100 index targeted production at 64,000 tons.

During the first nine months of 2021, INCO produced 48,373 tonnes of nickel in matte.

This realization decreased by 13% from INCO's nickel in matte production figure in the same period the previous year of 55,792 tons.

Meanwhile, INCO has produced 18,127 tons of nickel in matte in the third quarter of 2021. This figure is about 20% higher than the realized production volume in the second quarter of 2021, which is 15,048 tons. However, the realization of production in the third quarter of 2021 decreased 6.93 percent from the same period in the previous year of 19,477 tons.

Although the production level is projected to be the same as last year, Irmanto believes the production level will increase when the rebuild furnace 4 is completed.

"(Production) in 2023 will increase compared to 2022," he concluded.

Irmanto also revealed that a number of INCO's expansion plans are also continuing, one of which is the final investment decision (FID) target for the Bahodopi nickel processing facility project.

INCO is still pursuing the FID target for the Bahodopi smelter so that it does not exceed the first quarter of this year.

Tahun lalu, konstituen indeks Kompas100 ini menargetkan produksi di angka 64.000 ton.

Sepanjang sembilan bulan pertama 2021, INCO memproduksi sebesar 48.373 ton nikel dalam matte. Realisasi ini menurun 13% dari angka produksi nikel dalam matte INCO di periode yang sama tahun sebelum- nya sebesar 55.792 ton.

Adapun INCO telah memproduksi 18.127 ton nikel dalam matte pada triwulan III- 2021.

Angka ini sekitar 20% lebih tinggi diban- dingkan volume produksi yang direalisasi- kan pada kuartal II-2021, yakni sebesar 15.048 ton. Namun, realisasi produksi di kuartal III-2021 menurun 6,93% dari periode yang sama tahun sebelumnya sebesar 19.477 ton.

Meski tingkat produksi diproyeksi akan sama dengan tahun lalu, Irmanto yakin tingkat produksi akan naik ketika rebuild furnace 4 sudah rampung. “(Produksi) di tahun 2023 akan naik dibandingkan 2022,”

pungkas dia.

Irmanto juga membeberkan sejumlah ren- cana ekspansi INCO juga terus bergulir, salah satunya yakni target final investment decision (FID) untuk proyek fasilitas pengolahan nikel Bahodopi. INCO tetap mengejar target FID smelter Bahodopi supaya tidak lewat dari kuartal pertama tahun ini.

"We are optimistic that we can conduct FID by considering the current progress,"

continued Irmanto.

Previously, INCO had signed a Project Cooperation Framework agreement docu- ment for the Bahodopi Nickel Processing Facility with two partners, namely Taiyuan Iron & Steel (Group) Co., Ltd (TISCO) and Shandong Xinhai Technology Co., Ltd (Xinhai) in June 2021.

INCO scored a good performance during the January-September 2021 period. The nickel in matte producer posted a net profit of US$ 122.93 million. This realization shot up to 60.40% of INCO's net profit in the same period last year of US$

76.64 million.

Simultaneously, Vale Indonesia posted revenues of US$ 686.43 million. This figure rose 20.21 percent from the previous year's revenue of US$ 571.02 million.

Irmanto hopes that nickel prices will still be at their current level throughout 2022.

"Looking at market conditions, as well as some drivers of demand, I am still quite optimistic," he concluded.

Sebelumnya, INCO telah menandatangani dokumen perjanjian Kerangka Kerjasama Proyek untuk Fasilitas Pengolahan Nikel Bahodopi dengan dua mitra, yaitu Taiyuan Iron & Steel (Grup) Co., Ltd (TISCO) dan Shandong Xinhai Technology Co., Ltd (Xinhai) pada Juni 2021 silam.

INCO mencetak kinerja ciamik sepanjang periode Januari-September 2021. Produsen nikel dalam matte tersebut membukukan laba bersih senilai US$ 122,93 juta. Realisasi ini melesat 60,40% dari torehan laba bersih INCO pada periode yang sama tahun lalu sebesar US$ 76,64 juta.

Bersamaan, Vale Indonesia membukukan pendapatan senilai US$ 686,43 juta. Angka ini naik 20,21% dari pendapatan tahun sebelumnya sebesar US$ 571,02 juta.

Irmanto mengharapkan harga nikel masih akan di level saat ini di sepanjang tahun 2022. “Kalau melihat kondisi pasar, dan juga beberapa driver demand, saya masih cukup optimistis,” tutup dia.

"PLN no longer has FOB. All CIFs. No more PLN trading with traders. So everyone has to buy from the company," he said in Jakarta, Monday (10/1/2022) night.

The CIF method stipulates that the logistics and shipping arrangements are the responsibility of the coal supplier, while the FOB scheme imposes the responsibility on the buyer.

This means that with this new scheme, the mining company will cover all needs during shipping, including insurance payments.

Meanwhile, Luhut Binsar Pandjaitan also emphasized that PT PLN (Persero) would buy coal at market prices.

This policy will be accompanied by the formation of a business service agency (BLU) to collect fees from coal companies to cover the difference between market prices and PLN's ability.

Sementara itu, Luhut Binsar Pandjaitan juga menegaskan bahwa PT PLN (Persero) akan membeli batu bara dengan harga pasar.

Kebijakan tersebut akan diiringi dengan pembentukan badan layanan usaha (BLU) untuk memungut iuran dari perusahaan batu bara guna menutupi selisih harga pasar dengan kesanggupan PLN.

The revocation is also supported by the government's efforts to change the formula for setting the price for coal purchases by PT Pembangkit Listrik Negara (PLN).

Mirae Asset Sekuritas Indonesia analyst Juan Harahap said the reopening of the export faucet had begun to be followed up by coal issuers by starting to ship coal to several countries. This will have a positive impact on the issuers of the sector.

Regarding the change in the formulation for determining the selling price of coal for PLN, he said it would make the coal purchase price follow the international market or market price, in contrast to the current formula for the price set by the government at the level of US$ 70 per ton.

Through the new formula, he said, the government would establish a Public Service Agency that would collect coal export levies. The proceeds from the levy will be used to cover the difference between the market price and the reference price for buying coal by PLN.

"We have a positive view of the change in the formulation of coal purchases by PLN.

With the new formula, the average selling price of coal for the domestic market will be higher, thus benefiting issuers who sell coal to PLN," he explained in research published in Jakarta recently.

Of the several coal companies, according to him, PT Bukit Asam Tbk (PTBA) will be the issuer that will benefit the most, following 58% of coal sales intended for the domestic market, then PT Adaro Energy Tbk (ADRO) with domestic sales reaching 28%, and finally PT Indo Tambangraya Megah Tbk (ITMG) which released 21% of its coal production for the domestic market.

Pencabutan larangan ekspor batu bara tersebut juga dipicu atas adanya protes dari sejumlah negara importir, seperti Jepang, Korea Selatan, dan Filipina. Analis Mirae Asset Sekuritas Indonesia Juan Harahap mengatakan, pembukaan kembali kran ekspor tersebut telah mulai ditindak- lanjuti emiten batu bara dengan mulai meng- kapalkan batu bara ke beberapa negara. Hal ini akan berimbas positif terhadap emiten sektor tersebut.

Terkait perubahan formulasi penetapan harga jual batu bara untuk PLN, dia mengatakan, akan menjadikan harga pembelian batu bara mengikuti pasar internasional atau harga pasar, berbeda dengan formula saat ini harga ditetapkan pemerintah pada level US$ 70 per ton.

Melaui formula baru, dia mengatakan, pemerintah akan mendirikan Badan Layanan Umum yang akan melakukan pungutan ekspor batu bara. Dana hasil pungutan ter- sebut nantinya digunakan untuk menutupi perbedaan harga pasar dan harga referensi beli batu bara oleh PLN.

“Kami memandang positif terhadap perubahan formulasi pembelian batubara oleh PLN.

Dengan formula baru, rata-rata harga jual batu bara untuk pasar domestik akan lebih tinggi, sehingga menguntungkan emiten yang men- jual batubara ke PLN,” terangnya dalam riset yang diterbitkan di Jakarta, belum lama ini.

Dari beberapa perusahaan batu bara, menurut dia, PT Bukit Asam Tbk (PTBA) akan menjadi emiten yang paling diuntungkan, menyusul sebanyak 58% penjualan batu bara ditujukan untuk pasar domestik, kemudian PT Adaro Energy Tbk (ADRO) dgn penjualan domestik mencapai 28%, dan terahir PT Indo Tambang- raya Megah Tbk (ITMG) yang melepas 21%

HE GOVERNMENT is currently working on a policy regarding the imposition of a royalty rate for Coal Mining Concession Work Agreement holders (PKP2B), after which it will be extended to a Special Mining Business Permit (IUPK).

This policy was taken following the enactment of the price of coal for general electricity which will follow the market price. Later, the difference between the price provided by PLN and the market price will be paid by the Public Service Agency (BLU) through contributions received from coal companies.

EMERINTAH tengah menggodok kebijak- an mengenai pemberlakuan tarif royalti bagi para pemegang Perjanjian Karya Pengusaha- an Pertambangan Batu bara (PKP2B), setelah nantinya diperpanjang menjadi Izin Usaha Pertambangan Khusus (IUPK).

Kebijakan ini diambil menyusul diberlaku- kannya harga batu bara untuk kelistrikan umum yang akan mengikuti harga pasar.

Nantinya, selisih antara harga yang diberi- kan PLN dan harga pasar akan dibayarkan oleh Badan Layanan Umum (BLU) melalui iuran yang diterima dari perusahan batu bara.

Tarif royalti yang diusulkan berkisar 14- 24%, tergantung pada harga batu bara acuan (HBA) Indonesia. Saat ini, PLN sendiri membeli batu bara masih menggunakan skema domestic market obligation atau DMO yang harganya telah dipatok maksimal US$ 70 per ton.

the government is reformulating coal royalty rates for IUPK. The focus is on determining the domestic royalty rate so that it can be equated with the export royalty rate.

The reason is, the current proposal is that royalties for domestic coal sales are fixed at 14% and have not changed. Meanwhile, royalties for export coal are much higher and are progressive in price.

So that Non-Tax State Revenue (PNBP) from domestic coal sales will not increase when the coal price is more than US$ 70 per ton. Therefore, if PLN buys coal at market prices, domestic royalties will be progressive and refer to the HBA.

In the explanation, there are at least five ranges of royalty rates planned by the government:

1. HBA is below US$ 70 per ton, then the domestic royalty rate using the BLU scheme is proposed to be 14%;

2. HBA US$ 70-80 per tonne, the domestic royalty rate using the proposed BLU scheme 16%;

3. HBA US$ 80-90 per tonne, the domestic royalty rate using the proposed BLU scheme is 19%;

4. HBA is US$ 90-100 per tonne, the domestic royalty rate using the BLU scheme is proposed to be 22%;

5. HBA above US$ 100 per tonne, the domestic royalty rate using the BLU scheme is proposed to be 24%.

Sehingga Penerimaan Negara Bukan Pajak (PNBP) dari penjualan batu bara domestik tidak akan meningkat, ketika harga batu bara lebih dari US$ 70 per ton. Oleh karena itu, jika PLN membeli batu bara dengan harga pasar, maka royalti domestik akan bersifat progresif dan mengacu pada HBA.

Dalam paparan tersebut, setidaknya terdapat lima rentang tarif royalti yang direncanakan pemerintah:

1. HBA di bawah US$ 70 per ton maka tarif royalti domestik menggunakan skema BLU diusulkan 14%;

2. HBA US$ 70-80 per ton, royalti untuk domestik menggunakan skema BLU diusulkan 16%;

3. HBA US$ 80-90 per ton, tarif royalti domestik menggunakan skema BLU diusulkan 19%;

4. HBA US$ 90-100 per ton, tarif royalti domestik menggunakan skema BLU diusulkan 22%;

5. HBA di atas US$ 100 per ton, tarif royalti domestik menggunakan skema BLU diusulkan 24%.

Adapun saat dikonfirmasi perihal tersebut Direktur Jenderal Minerba Kementerian ESDM Ridwan Djamaluddin belum me- nanggapi pesan aplikasi WhatsApp yang dikirimkan oleh Katadata.co.id.

Previously, the Indonesian Coal Mining Association (APBI) was worried about the discourse of increasing coal royalty rates amid the bright prospect of Indonesian coal prices, along with the increasing demand for black gold in the international market.

APBI Executive Director Hendra Sinadia appealed to the government not to increase the coal royalty rate. The reason is, it will have an impact on the operations of coal companies.

"It is better if the company's financial obligations through the regulation on the imposition of royalties which reportedly will be increased need to be considered,"

Sebelumnya, Asosiasi Pertambangan Batu- bara Indonesia (APBI) khawatir dengan wacana kenaikan tarif royalti batu bara di tengah prospek harga batu bara RI yang cerah, seiring meningkatnya permintaan emas hitam tersebut di pasar inter- nasional.

Direktur Eksekutif APBI Hendra Sinadia mengimbau pemerintah untuk tidak me- naikkan tarif royalti batu bara. Pasalnya, hal itu akan berdampak para operasional perusahaan batu bara.

As is known, the government has taken firm steps by banning coal exports from January 1, 2022 to January 31, 2022 for all business actors.

This step is an anticipation to secure coal supply for the PT Perusahaan Listrik Negara (PLN) power plant which is experiencing a supply crisis in December 2021.

Ridwan revealed that the crisis in coal supply to PLN's power plants had occurred at least three times in 2021.

"This is the third incident, so in January 2021 it happened, in July and August 2021 it happened and this is the third," Ridwan explained in the Economic Challenges Discussion, Tuesday (11/1) night.

Ridwan revealed, on December 30, 2021, PLN President Director Darmawan Prasodjo conveyed the situation of the coal supply crisis for power plants. If this condition continues, the plant will only operate until January 5, 2022.

As a result, there are 17 Steam Power Plants (PLTU) with a capacity of 10 GW which will stop operating. In addition, 10 million customers are threatened with not being able to enjoy electricity.

"Instead of the people as the legal owners of coal suffering, I just close (export) every- thing," said Ridwan.

Ridwan continued, the consideration of closing exports completely was for technical reasons, namely ensuring the availability of ships and barges. If exports continue, there is a potential that PLN will find it difficult to get ships and barges for delivery.

In addition, Ridwan also opened his voice as to why there are no exceptions to the export ban this time. Moreover, this sanction also applies to companies that have fulfilled their domestic supply commitments or Domestic Market Obligations (DMO).

Seperti diketahui, pemerintah mengambil langkah tegas dengan melarang ekspor batu- bara per 1 Januari 2022 hingga 31 Januari 2022 untuk seluruh pelaku usaha.

Langkah ini sebagai antisipasi untuk meng- amankan pasokan batubara untuk pem- bangkit PT Perusahaan Listrik Negara (PLN) yang mengalami krisis pasokan di Desember 2021.

Ridwan mengungkapkan, kondisi krisis pasokan batubara ke pembangkit PLN setidaknya telah terjadi tiga kali pada kurun 2021.

"Ini kejadian ketiga, jadi Januari 2021 kejadian, Juli dan Agustus 2021 kejadian dan ini yang ketiga," jelas Ridwan dalam Diskusi Economic Challenges, Selasa (11/1) malam.

Ridwan mengungkapkan, pada 30 Desember 2021, Direktur Utama PLN Darmawan Prasodjo menyampaikan situasi krisis pasokan batubara untuk pembangkit. Jika kondisi ini berlanjut maka pembangkit hanya akan beroperasi hingga 5 Januari 2022.

Dampaknya, ada 17 Pembangkit Listrik Tenaga Uap (PLTU) berkapasitas 10 GW yang bakal berhenti beroperasi. Selain itu, 10 juta pelanggan terancam tidak bisa menikmati listrik.

"Daripada rakyat sebagai pemilik sah batu- bara menderita, saya tutup saja (ekspor) semuanya," ungkap Ridwan.

Ridwan melanjutkan, pertimbangan menutup ekspor secara menyeluruh karena alasan teknis yakni memastikan ketersediaan kapal dan tongkang. Jika ekspor tetap dilakukan maka ada potensi PLN akan sulit mendapat- kan kapal dan tongkang untuk pengiriman.

Selain itu, Ridwan turut buka suara mengapa tidak ada pengecualian dalam larangan ekspor kali ini. Apalagi sanksi ini juga berlaku bagi perusahaan yang telah memenuhi komitmen pasokan dalam negeri atau Domestic Market Obligation (DMO).

Kemarin, harga batu bara di pasar ICE Newcastle (Australia) ditutup di US$

168,1/ton. Berkurang 1,12% dibandingkan posisi penutupan perdagangan hari sebelumnya.

Koreksi ini membuat harga batu bara melemah selama tiga hari berturut-turut.

Dalam tiga hari tersebut, penurunan harga mencapai 6,61%.

Sepertinya kabar dari Indonesia membuat harga batu bara jatuh. Kemarin, Luhut Binsar Pandjaitan (Menko Bidang Kemari- timan dan Investasi) mengungkapkan pemerintah Indonesia siap untuk kembali membuka keran ekspor batu bara.

"Ada beberapa belas kapal yang diisi batu bara telah diverifikasi malam ini telah dilepas. Kemudian nanti kapan mau dibuka ekspor bertahap dimulai Rabu," tegas Luhut.

Awal tahun ini, pemerintahan Presiden Joko Widodo (Jokowi) mengumumkan kebijakan yang menghebohkan dunia. Indonesia melarang ekspor batu bara selama sebulan untuk memastikan kecukupan kebutuhan dalam negeri, terutama untuk pembangkit listrik.

Akan tetapi, kabar dari Menko Luhut memberi harapan pasokan batu bara di pasar dunia akan kembali terkendali.

Bahlil said downstreaming is a priority sector because the government is trying to reduce LPG subsidies. Therefore, according to him, if this project is successful, South Sumatra will become the first region in Indonesia for the low-calorie coal down- stream industry.

"We are thinking of taking advantage of this low-calorie coal, in collaboration with PT Bukit Asam, Pertamina, and Air Products.

Today I have come to make sure it is actually related to the preparation because this is the first in Indonesia," he said in a written statement, Tuesday (11/1/2021).

Bahlil is also optimistic that the coal downstream project will be completed within 30 months after groundbreaking. The groundbreaking will be held at the end of January.

"Together, we agreed that on January 26, we will have a groundbreaking with the president, indeed the target must be realized quickly, if it can be completed in 30 months, if it can be less than that, even better," he explained.

Meanwhile, the Governor of South Sumatra, Herman Deru, said that his party will continue to be consistent and share the same perception with the ranks of PTBA and Pertamina to immediately realize the coal downstream project in Tanjung Enim, South Sumatra. As one of the national strategic projects, DME will be an alternative energy as a substitute to suppress LPG imports.

"As an area that has great coal potential, here we and others will have one perception, of course, to make this project available to the public as soon as possible," said Herman Deru.

Bahlil mengatakan hilirisasi menjadi sektor prioritas karena pemerintah berupaya untuk mengurangi subsidi LPG. Oleh karena itu, menurutnya, jika proyek ini berhasil maka Sumsel akan menjadi daerah pertama di Indonesia untuk industri hilirisasi batu bara low kalori.

"Kita berfikir untuk memanfaatkan dari batu bara low kalori ini, dengan kolaborasi PT Bukit Asam, Pertamina, dan Air Products. Hari ini saya datang untuk memastikan sebenar- nya terkait persiapannya karena ini pertama di Indonesia," katanya dalam keterangan tertulis, Selasa (11/1/2021).

Bahlil juga optimistis menargetkan proyek hilirisasi batu bara tersebut akan selesai dalam waktu 30 bulan setelah groundbreak- ing. Adapun pelaksanaan groundbreaking akan dilakukan pada akhir Januari ini.

"Sama-sama kita sepakati tanggal 26 Januari ini kita groundbreaking bersama presiden memang targetnya ini harus cepat terealisasi, kalau bisa 30 bulan ini selesai kalau memang bisa kurang dari itu lebih bagus lagi," paparnya.

Sementara itu, Gubernur Sumsel Herman Deru menyampaikan pihaknya akan terus konsisten dan satu persepsi dengan jajaran PTBA dan Pertamina untuk segera mereali- sasikan proyek hilirisasi batu bara di Tanjung Enim, Sumsel. Sebagai salah satu proyek strategis nasional, DME akan menjadi salah satu energi alternatif sebagai substitusi untuk menekan impor LPG.

"Sebagai salah satu daerah yang mempunyai potensi batu bara yang besar, di sini kami bersama yang lainnya akan satu persepsi tentunya untuk membuat proyek ini akan secepatnya bisa dirasakan masyarakat,"

He further said that Tanjung Enim is one of the special economic zones. Therefore, he feels proud that South Sumatra can contribute to this project. Moreover, the project can reduce LPG imports in Indonesia.

"The Tanjung Enim area is also one of the special economic zones, as regional head I am very happy that this project is running here. This means that South Sumatra has contributed in it," he said.

"This is indeed very appropriate to reduce dependence on LPG gas imports, indeed we should realize this quickly so that later people will no longer experience LPG gas scarcity," he added.

On the same occasion, Arsal said that his party would continue to finalize this coal downstream project. He is also very optimistic that this project will be successful and can be enjoyed by the community.

"We are currently continuing to make careful efforts for the success of this project, because honestly, as a native of the region, I really want this to be realized quickly so that people will quickly enjoy the results," he concluded.

Di kesempatan yang sama, Arsal menye- butkan pihaknya akan terus mematangkan proyek hilirisasi batu bara ini. Dirinya juga sangat optimistis jika proyek ini akan sukses dan dapat segera dinikmati masya- rakat.

Vehicle Automation in Mines, Is it Possible?

ELIABILITY and network stability are two important things that must be met by mobile operators to deploy 5G services in mining areas, especially for moving automated vehicles.

Chairman of the Indonesian Digital Empowering Community (Idiec) M. Tesar Sandikapura said that the problem in mining is access to communication is difficult. Not many fiber optic networks reach the mining area.

With the critical mission brought by Telkomsel's 5G network, which is to move vehicles automatically, according to him, Telkomsel must carry out careful trials to ensure that the 5G network provided is reliable and stable.

"It must be ensured that the 5G network can support automatic vehicle operations,"

Tesar said network testing and reliability will make vehicles powered by 5G networks safer. The impact will be large if automated vehicles cannot be controlled by the 5G network.

According to him, the case of using automatic vehicles is a new 5G case in the country. Telkomsel must ensure that the remote operating system can run smoothly with the available network.

"So the visibility of the service must be tested first and then it will be implemented at Freeport," said Tesar.

EANDALAN dan stabilitas jaringan menjadi dua hal penting yang harus dipenuhi operator seluler untuk menggelar layanan 5G di kawasan pertambangan, khususnya untuk menggerakan kendaraan otomatis.

Ketua Umum Indonesian Digital Empowering Community (Idiec) M. Tesar Sandikapura mengatakan permasalahan di pertambangan adalah akses komunikasi yang sulit. Tidak banyak jaringan serat optik yang menjangkau daerah pertambangan.

Dengan misi kritis yang dibawa oleh jaringan 5G Telkomsel, yaitu menggerakan kendaraan secara otomatis, menurutnya Telkomsel harus melakukan uji coba secara matang untuk memastikan jaringan 5G yang di- berikan andal dan stabil.

“Harus dipastikan jaringan 5G bisa untuk mendukung operasional kendaraan oto- matis,” kata Tesar, Selasa (11/1).

Tesar menuturkan uji coba dan keandalan jaringan akan membuat kendaraan yang digerakan dengan jaringan 5G menjadi lebih aman. Dampak yang diberikan akan besar jika kendaraan otomatis tidak bisa dikendalikan oleh jaringan 5G.

Menurutnya kasus pemanfaatan kendaraan otomatis merupakan kasus 5G baru di Tanah Air. Telkomsel harus memastikan bahwa sistem pengoperasian jarak jauh dapat ber- jalan mulus dengan jaringan yang tersedia.

"Jadi harus diujicobakan dahulu visibilitas dari layanan tersebut baru diimplementasi- kan di Freeport,” kata Tesar.

Indonesia Allows Some Coal Companies to Resume Export on Wednesday

HE GOVERNMENT has decided to allow some coal miners, which have fulfilled their coal sales quota to the domestic market, to resume export on Wednesday after the country's coal stockpile for power generation had risen above a critical level, a senior minister said on Monday.

"There are a dozen ships that are being filled up with coal tonight. They will be on their way.

Then we are going to allow [other] exports in stages. We'll see on Wednesday," the Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Pandjaitan said.

Luhut did not identify the companies allowed to resume the exports. He said the gradual export opening would depend on the stockpile condition PLN and individual mining companies' fulfillment of their domestic market obligation (DMO).

Still, the move could offer leeway for some of Indonesia's largest coal miners like Adaro Energy, state-controlled Perusahaan Tambang Bukit Asam, and Indika Energy, which have been hit by a blanket export ban the government put in place on Jan 1.

Initially, the government decided to ban coal exports for an entire month in January after state utility company Perusahaan Listrik Negara (PLN) reported that their stockpile dropped to a dangerous level, putting the country at risk of widespread blackout.

Luhut said PLN's coal stockpile had now improved, approaching a minimum supply level for at least 20 days of its power plants operation. "[The stockpile] is all good. It has reached a 15- day stock. Now it's gradually going to 25-day," Luhut said.

Under the DMO policy, Indonesia requires coal miners to supply 25 percent of their annual production to the domestic market at a maximum price of $70 per metric ton or pay a fine for failing to do so. PLN is the largest coal consumer in Indonesia, using about 80 percent of the domestic coal supply in 2020.

The global coal price has risen to more than twice the DMO price last year, leading some companies to opt for selling their coal exclusively overseas.

Data from the Ministry of Energy and Mineral Resources (ESDM) showed coal delivered by the miners to the domestic market plunged 52 percent to just 63 million metric tons last year from 132 metric tons a year earlier.

Luhut said the government would implement several reforms to the PLN contracts with domestic coal miners to prevent a similar situation. These include encouraging miners to enter a long-term contract with PLN on a cost, insurance, and freight (CIF) basis.

Nickel prices soar to highest since 2014

ICKEL prices touched their highest in more than seven years on Tuesday as global inventories pointed to solid demand while an outage at the London Metal Exchange (LME) hit trading.

The overnight outage at the world's largest marketplace for industrial metals lasted five hours and hampered activity because some trades did not go through, traders said.

"The outage from the LME last night certainly played a part and we expect some shorts were stopped out overnight," said Sucden Financial's head of research, Geordie Wilkes.

Prices for stainless steel, where most nickel supply is used, jumped as producers cut production to carry out maintenance. Output is also expected to be curbed by Spring Festival holidays and the Beijing Winter Olympics because industries have been asked to lower output during the Games.

Stainless steel mills, mostly in China, account for about two thirds of global nickel consumption.

At the same time, demand for nickel from a surge in electric vehicle sales has bouyed the market, with major car producers ramping up output and sales.

Benchmark three-month nickel on the LME was up 3.3% at $21 475 a tonne in official trading, its loftiest since May 2014.

Nickel stocks in Shanghai Futures Exchange (ShFE) warehouses are close to record lows at 4 859 tonnes, down from about 16 000 tonnes a year ago.

Indonesia considers coal levy as easing of export ban calms markets

HINESE thermal coal futures fell on Tuesday after Indonesia, the world's biggest thermal coal exporter, eased a ban on overseas shipments that surprised buyers at the start of the year, alleviating concerns about supply disruptions.

The export ban was introduced after state power utility Perusahaan Listrik Negara (PLN) reported critically low coal stockpiles amid complaints miners were not fulfilling their responsibilities to supply fuel to the company. Driven by concerns about the impact to their economies which depend on coal-fired power generation, Japan, South Korea and the Philippines called for the measure to be eased.

Late on Monday, Indonesia agreed for 14 coal vessels to depart as soon as they got permits from authorities. To ensure PLN does not run low on coal again, the government is discussing new procurement policies, including a levy system for miners.

The ban, which came into force on Jan. 1, triggered a rally in Australian and Chinese coal prices last week. However, Chinese thermal coal futures fell more than 3% to 685 yuan ($107.50) on Tuesday in reaction to the relaxation.

"There is still demand for Indonesian coal from Chinese power plants," said one China-based trader, adding that some may turn to Russian coal as an alternative.

Shares of top Indonesian coal miners Bumi Resources , Adaro Energy (ADRO.JK)and Indika Energy (INDY.JK)rose in early Tuesday trading before paringgains.

The transport ministry had not allowed any export-bound ship with coal to leave ports as of Tuesday morning as it awaited a directive from the energy ministry, Mugen Suprihatin Sartoto, the director of sea transportation at the transportation ministry told Reuters.

There are currently around 120 vessels either loading or waiting to load off Indonesian's coal ports in Kalimantan on the island of Borneo, according to Refinitiv data.

The Indonesian government will conduct a review on Wednesday and if it fully scraps the ban, it will do so gradually as it considers how the resumption affects compliance with so- called Domestic Market Obligation (DMO) rules, Coordinating Minister of Maritime and Investment AffairsLuhut Pandjaitan said on Monday.

Under the DMO, miners are required to sell 25% of output to the local market at a maximum price of $70 per tonne for domestic power plants.

Luhut said the government is mulling a formula that would make miners pay a levy to a government agency, which will use the revenue to help PLN pay for its coal needs at market prices.

Under one possible scenario, miners would pay a levy based on output that would be evaluated periodically depending on the gap between market prices and the $70 threshold, according to an official document reviewed by Reuters.

The document puts the potential levy at $3.87 a tonne, which could provide an estimated $2.5 billion to help PLN procure coal over a year.

The government also planned to dissolve PLN's coal procurement unit, PLN Batubara, so PLN can deal directly with miners and not go through traders, Luhut said.
