CHAPTER I INTRODUCTION

1.1 Reason for ilhoosing the Title

A problem usually comes up if someone rvho rvants to orvn a piece of Iand does not register it at National Land Agency. Another problem rvill arise rvhen he d.oes not have enough evidence _{of that land. To overcome those} problems, _{he must do the land registration to the National Land Agency. To} implement land registration, he must go through some procedures.

In the implementation, _{land registration has become the duty of} people who rvant to orvn the land. Land registration is the thing rvhich is important because it rvill guarantee the larv assurance. Horvever, some people do not know it. Beside that, most of them do not knorv that the procedure _{of the land registration is rmportant to get the law assurance. So, for} the people who rvant to orvn some land, they must register that land at National Land Agency. Land registration also gives information about the status of that land. Land registration is done to anticipate some unfavorable things.

To write this paper the writer used several data, rvhile the methods used in collecting the dataare as follows :

l. Observation

According to Marzuki (1977 : 56) An Observation is a method of collecting data by conducting a direct observation on how a procedure is accomplished.( Suatu metode pengumpulan data dengan cara mengadakan pengamatan langsung bagaimana pelaksanaan prosedur di jalankan). By using this method the writer conducted a direct observation at Department Measuring and land Registration _{( P - PT ) of BPN Semarang.}

Interuiew

According to Marzuki (1977 : 56) An Intervierv is a method by an interview and direct questions and answer to the related parties are carried out(Suatu wawancara dan tanya jawab langsung kepada pihak yang bersangkutan). By using this method the writer conducted a direct intervierv with the employee of P and PT section of BPN Semarang.

Library Reseach

According to Marzuki ( 1977 : 28) A Library Research is a method of data obtained from the literature or book related to the 2.
