GMLJP2 Change Request: Support for ReferenceableGrid OGC Doc 08-039

The GMLJP2 V1.1 SWG suggests adding an informative annex to the

specification that describes the support for ReferenceableGrid as

defined in 07-112 (with possible modifications) for the GMLJP2 use

case.
