Kampus Poltekba Jln.

Soekarno Hatta Km.8 Balikpapan telah mengadakan penjelasan pekerjaan/Aanwijzing terhadap

pekerjaan sebagaimana tersebut diatas.

Pokok-pokok pembahasan adalah sebagai berikut :

1.

Penjelasan dilakukan untuk menjelaskan maksud, tujuan, mekanisme/prosedur dan tata

cara pelaksanaan pemilihan penyedia barang yang dilaksanakan sesuai dengan Peraturan

Presiden Nomor 54 Tahun 2010 dan Perubahannya tentang Pengadaan Barang/Jasa

Pemerintah dan syarat-syarat yang ditentukan yang berkaitan dengan pekerjaan ini

2.

Cara penyampaian dokumen penawaran

:

a)

Peserta menyampaikan Dokumen Penawaran kepada Pokja Pengadaan :

1)

Pertama-tama, mengirimkan data kualifikasi melalui melalui aplikasi SPSE ;

2)

Dilanjutkan dengan mengunggah file penawaran dan data isian kualifikasi

terenkripsi melalui aplikasi SPSE sesuai jadwal yang ditetapkan.

b)

Penyampulan dokumen penawaran dengan menggunakan

metode 1 (satu) file

;

c)

Dokumen penawaran yang disampaikan (

di Upload

) oleh peserta pengadaan :

berlaku

ketentuan sebagaimana diatur dalam Dokumen Pengadaan BAB.III IKP Pasal 15 dan

BAB.IV Lembar Data Pemilihan, beserta perubahannya.

d)

File disandikan dengan aplikasi Pengaman Dokumen (APENDO)

e)

Peserta wajib mengetahui dan mengikuti ketentuan penggunaan APENDO yang

tersedia pada aplikasi APENDO.

f)

Peserta hanya dapat menyampaikan Dokumen Penawaran kepada Pokja melalui

aplikasi SPSE.

g)

Peserta dapat mengirim data kualifikasi dan mengunggah file penawaran secara

berulang sebelum batas akhir waktu pemasukan Dokumen Penawaran. Data

kualifikasi dan file penawaran terakhir akan menggantikan data dan file yang telah

terkirim sebelumnya.

h)

File penawaran dan kualifikasi

yang disampaikan kepada Pokja melalui aplikasi SPSE

harus dapat terbaca dengan jelas

, jika file yang disampaikan tidak dapat terbaca

dengan jelas oleh Pokja akan dinyatakan tidak memenuhi syarat dan dianggap gugur.

Pembukaan dokumen penawaran :

Terhadap file penawaran yang tidak dapat dibuka (didekripsi), Pokja menyampaikan

file penawaran tersebut kepada LPSE untuk mendapat keterangan bahwa file yang

bersangkutan tidak dapat dibuka. Selanjutnya Pokja menetapkan penawaran tidak

memenuhi syarat. Apabila dapat dibuka, maka Pokja akan melanjutkan proses atas

penawaran yang bersangkutan.

Penawaran yang memenuhi syarat adalah dokumen penawaran yang berhasil dibuka,

yang terdiri dari data kualifikasi dan penawaran administrasi, teknis dan harga.

4.

Metode evaluasi : dilakukan dengan sistem gugur
