Currentlmplementation
SituationCivilWorks
lmplementation of the WINRIP Project is scheduled to be implemented into three (3) Annual Work
Programs (AWP's). The implementation starts with the preparation of tender documents (detailed
design drawings including associated bidding documents), tendering stage (procurement of works)
and the actual civil works construction implementation.
The original implementation schedules
of the
three (3)
AnnualWork
programs (AWps) are scheduled in three (3) phases namely ; AWP-1 to start in mid-2011 and to be completed on the last quarter of 20t4, AWP-2 is expectedto
begin in mid 2012 with target date of completion bymid-2015 and AWP-3 is expected to start during the early part of 2013 and
to
be completed during the middle partof 2Ot7.However, due to some unavoidable circumstances the original implementation schedules did not
materialized
Based on the present status of the program implementation progress, a revised implementation schedule, the "Project lmplementation Trmeline" (as shown on Page 1-2) is
to
be implemented inorder
to
accommodatethe
originally delayed scheduleinto
the
remainingtime
frameof
theWf NRf P Program untilthe expiry date of the loan agreement by the end of December 2OI7.

The Government
of Indonesia wishes
to continue strengthening

National Road system in lndonesia whilethe Eastern Indonesia National Roads
lmprovement Project (ElNRlP which is assisted by AusAlD throughthe
Australian Indonesia Partnershipor AIP),

providing support programof National
road and bridge improvement worksin Eastern Indonesia.
The Western Indonesia Naticnal Road lmprovement Project (WlNRlP)will
provide similar supportfor

bridgein the Sumatera
regionof Indonesia.
The focusof WINRIP
will be
roadsadministered
directly
by
the National
Government, includingthose currently
classified asProvincial, Kabupaten (District)

non-status roads which are in processof
being reclassified as National roads. In addition, provisionwill

The IBRD loan amount is US$250 million. The Project is intended to finance a part of the DGH investment program for nationai roads with a particular focus on the Western corridor of
Sumatera. The corridor is one of the three main corridors in Sumatera and connects the city of
Padang (with a population of around one million)to major towns along the west coast (Bukittinggi,
Sibolga and Bengkulu). lt also connects through connector roads on the West coast to Medan in
the northeast and to Pekanbaru in the centre of the island" The project has four components:
Project Component L: Betterment and Capacity Expansion of National Roads
According to
the
Loan Agreement, this component will cover three work programsof
betterment and capacity expansion of approximately 715.6 km including replacemenlof
t94 meters of bridges. This civil works programwill
be executed in three Annual Work Programs(AWP), as summarized in Table 2.1". The table showsthe

other Bina Marga projects, They are not in fact "annual" programs as such but rather a series of multi-year programs, each commencing in consecutive years. Hence, hereinafter it will call as just
Work Programs (WPs).

It should be noted that all road sub-projects have been subject
to
economic appraisal and haveestimated Economic Internal Rates
of
Return (EIRR) in excessof
t5%. These were selected for inclusion and are subjectto
completion of environmental and social screening,to
confirm that there is no land acquisition or resettlement requirements remain outstanding.Final Engineering Designs, Enginee/s Estimates and bidding documents have been completed for
all projects proposed for WP-1.
Sub-projects to be included in WP-2 and WP-3 have also been determined as listed in Table 2.3. Final Engineering Designs and Engineer's Estimates for all WP-2 and WP-3 proposed works require
preparation or finalization. In the cases of some projects, preliminary Engineering Designs were
prepared during Project preparation which
will
require review and possible amendment by theDesign and Supervision Consultant prior to procurement.
The
revised costs presentedin Table
2.3 are
planning estimatesonly, and
the revised
implementation plan is based on the Revised Timeline of implementation of the civil works.

so as to ensure implementation efficiency and overall quality of the works. lt also includes funds
for a small amount of training of DGH staff and for incremental operating costs for the project. This

Consultant.
Design and Supervision Consultants (DSC)
A Design and Supervision Consultant (DSC) will be responsible for design of WP-2 and WP-3 civil
works and supervision of all civil works. They
will
have the role of 'Enginee/ under a FIDIC-typecontract. The tasks include
the
preparationand
maintenanceof a
quality assurance plan,validation and updating
of
designs, supervisionof all
civil works, environmental and socialmonitoring and management, and support for financial and progress monitoring and reporling.
The DSC will also be responsible for quality assurance of materials and workmanship, certifying
whether or
not
contractors have achievedthe
required results, as well as documentation andreporting based on the financial management plan. They will prepare a Quality Assurance system
covering
all
subprojects,and
continuously monitorthe
effectivenessof their
supervision procedures. The team will be contracted and managed by DGH through the Bina Marga RegionalOffice (Balai
llf
and will be based in Padang, West Sumatera.Project Component 3: Road Sector Institutional Development
This component will provide technical assistance and support to strengthen disaster risk mitigation
in the road sector, including capacity building support for the new environment/risk mitigation and
road safety unit of DGH to conduct disaster risk assessments and planning, risk mapping of
land-slides, coastal erosion, earthquake and floods,
and
analysisof
alternative designsfor
roadsegments that pass through critical environmental assets and vulnerable areas, The procurement for consultants under this component has Already been started. Preparation for the procurement
."vould be coordinated by the PMU WlNRlP, the CTC and the DGH.
Project Component 4: Contingenry for Disaster Risk Response
This special component
will
provide preparedness and rapid responseto
disaster, emergencyand/or catastrophic events as needed. This provisional zero dollar component will be added under
this
projectto
allowfor
rapid reallocationof
loan proceedsfrom
other components understreamlined orocurement and disbursement orocedures.
2.3 Project Objective
The main objective of the program will be
to
increase the effective use of selected sections of National roads alongthe
Western Sumatera Corridorby
reducing road user costs, throughimproving the National road network especially in 4 (four) Provinces of Sumatera (North Sumatera,
West Sumatera, Bengkulu and Lampung) and, where desirable, raise the road standard to that set
by
the
Directorate Generalof
Highways, Thiswill
contribute significantlyto
ensuring that theNational road network in the region provides acceptable standards of service and accessibility, and
is capable of supporting local and regional economic development.

CTC Consultants
3.1.1
Scope of SeruicesThe CTC contract services originally were structured in its different project management elements.

Inception PhaseA key activity during the inception phase will be to establish lines of communication with PMU-WINRIP and DSC's Team Leader as well as with all Provincial Project Managers (Satkers)where the first works are to be constructed under WP-1.

Project Management and Support to PMU, including acting DSC until the DSC is establishedThe Terms of reference identify a number of sub-items to be performed by CTC. The key factor

detailed investigations. Further preparation for WP-2 and WP-3 will be managed by the PMU supported by the CTC.r
Financial MonitoringIt will

understandingof the
financial manaBement, monitoring and reporting procedures by the finance staff at the provincial andcentral level and subsequently devise an appropriate training program and assist the PMU in training delivery,

DSC ConsultantsA Design and Supervision Consultant (DSC)
will
be responsible for design of WP-2 and WP-3 civil works and supervision of all civil works. Theywill
havethe
roleof
'Engineer' under a FIDIC-typecontract. The tasks include
the
preparationand
maintenanceof a
quality
assurance plan,validation
and
updatingof
designs, supervisionof
all
civil
works, environmentaland
socialmonitoring and management, and support
for
financial and progress monitoring and reporting. The DSCwill
also be responsiblefor
quality assuranceof
materials and workmanship, certifying whetheror not
contractors have achievedthe
required results, aswell
as documentation andreporting based on the financial management plan. They will prepare a Quality Assurance system covering
all
subprojects,and
continuouslymonitor
the
effectivenessof
their
supervision procedures. The team will be contracted and managed by DGH throughthe
Bina Marga Regional Office (Balai ll), and will be based in Padang, West Sumatera.DSC has been established

Detailed Design PreparationFinal Engineering Designs, Enginee/s Estimates and bidding documents have been completed for all
projects proposed for WP-1.
WP-2 (nine subprojects) and WP-3 (eight subprojects) will be designed by DSC and the construction
supervision of all the works programs will be performed by the same DSC team. In parallel with the instruction to speed up the process, detailed engineering design (DED) of some subprojects of WP-2
and WP-3 were prepared and completed by respective P2JN. The CTC has been instructed by DGH
to review the DED of seven packages completed by the P2JNs (package 5, 6, tL,13,15,17 and 19).
To date, detailed engineering design for fifteen (15) sub-projects has been completed, three (3) are
under finalization of
the

4.2 Procurements
Procurement shall be conducted under the BanKs Procurement Procedures as mentioned in the Loan
Agreement. The lnternational Competitive Bidding (lCB) based on the Bank letter Ref. WINRIP/136 will apply to the packages with the construction estimated cost of more than USS 25 Million to comply with the new BanKs threshold for lCB. According to the GOI regulation, a prequalification shall be applied for
the packages with the construction estimated cost more than IDR 10 Billion. Review from previous
procurement process, the World Bank in the Aide Memoire requested to GOl, for next 4 ICB subprojects

4.3 Civil Works
lmplementation
All 4
contract packages under original implementation schedule AWP-1are
currently under construction by different contractors. Commencement of works for all the 4 packages commenced on the 2nd week ofJanuarv 2014.As of end of this reporting months (June 2015), there are currently eight (8) sub-projects that are
under construction, two (2) sub-projects with signed Contract Agreements awaiting completion of LARAP implementation prior
to
commence construction works and one (1) sub-project ready for award and signing of Contract Agreement.Details of each contract package are shown in Table 4.1.

To date, eight (8) sub-project are currently on-going construction implementation
by
differentContractors. Four (4) contracts are under AWP-l-, three (3) are in AWP-2 and one (L) is covered by
AWP-3. Activities done during
this
month were repair and restorationof
deteriorated existingpavements, roadway excavation, embankment formation, spreading
of
granular pavement for roadway widening, asphalt paving, structural works, construction of stone masonry side ditches,stockpiling of raw material, production of crush aggregates, other minor works, construction of Air
Gadang Bridge and mobilization. Progress status of the eight (8) on-going civilwork contracts as of this reporting period are shown in Table 4.2.
