Excellency,
I have the honour to refer to the Agreement concluded between our two countries on July 3, 1959, and to subsequent .i-i.greements, whereby the Canadian Government supplied to the gッカ・イョイイセョエ@ of Indonesia food aid grants under the Colombo Plan.
At the request of the Government of Indonesia, the Canadian Government offered to provide a food aid gr ant to the value of $1,000,000 (Canadian) as part of the regular 1969-70 Canadian aid programme to Indonesia. The offer was conveyed to H.;:;. t he Foreign Minister of Indonesia by note dated August 8, 1969,
from H.E. the 1unbassador of Canada to Indonesia. The Indonesian Department of Foreign Affairs accepted the offer on behalf of the Government of iョ、ッセ・ウゥ。@ by note dated Aue;ust 21, 1969 and specified that the food aid grant should be apportioned on the basis of VP[セ@ for wheat flour and 40'), for skim milk powder.
In note dated August 21, 1969 to H. :.C.. the Acting Foreign hinister of Indonesia, the Canadian Charge d'Affaires a .i. advised that the Canadian Govern-ment was prepared to offer an additional food aid gr ant to the value of
$1,000,000 (Canadian) worth of wheat flour in 1969-70 as an exceptional grant over and above the regular food aid allocation mentioned above. The Government of Indonesia accepted the additional food aid offer of the Canadian Government by note dated September 1, 1969 from the Department of Foreign Affairs.
Officials of our two Governments have agreed that the two Canadian food aid grants , totaling $2,000,000 (Canadian) will be combined for practical reasons and will be subject to the fo llowing arrangements :
1. Canada will provide $1,600,000 (Canadian) of tne combined food aid grant in soft wheat flour and the balance of 4>400,000 in skim milk powder FAS at a Canadian port; the specifications of the corrnnodities and arrangements for their delivery faセ@ at a designated Canadian port will be agreed upon separately.

transport and related insurance charges from Canada to Indonesia. 4. The Government of Indonesia will infor,n the Goverrnnent of
Canada within one month of the arrival of the commodities in Indonesia of their arrival date arlCl. of the prices 1V'hich the i.JJ.Porter is required. to pa,/ tne Goirermi.ent of Indonesia for t.1e conunocities on the aforementioned date. 'fhe Goverrunent of Indonesia will a l so inform the Government of Canada of the costs of marine transport and insurance of the conunodities supported by t he relevant documents.

The two Governments agree that the Rupiah "net proceeds", established in accordance 1dth the procedures set out inSection 3 and 4 above and deposited in the Special Bank Account mentioned in Section
3
above, will be immediately trausferred, on the date of their deposit in the :::>:)ecial Bank Account, to the Consolidated r.;evenue .M.Ccount of ti-le Government of Indonesia as an identifiable budgetar.:r income item.3

The Goverruaent of Indonesia 1·.rill provide on the date when t he Rupi ah funds are deposited in the aforementioned bpecial Bank Acconnt and tran sferred to the Indonesian Government's Consolidated Revenue Acconnt a certificate from the Central Bank of Indonesia confirming both transactions, i.e. certi-fying the amonnt of Hupiah funds deposited in the ;:>pecial Bank i.ccount and the amount of Itupiah funds trar,sf erred to tne Government 's Consolidated •• evenue P.ccount .

The two Goverrunents agree that the Rupiah funds arising from the food aid grant and deposited in the Goverrnnent of Indonesia's Jonsoliduted Revenue Account uill be expended on econo,.d.c, educc.tional or technical development projects . I suggest, Bxcellency, that if your Government agrees to the foregoing proposals, this note and your reply confirming acceptance of these proposed arrangements shall constitute an agreement between our t wo conntries.
