The Board for Developmentand Empowermentof Health Human Resourcesof the Ministry of Health ofthe Republic of lndonesiaand the Centre for Environment and Population Health, Griffith University, Australia, hereinafter referred to as the "Parties";
CONSIDERINGtheir common interestsin promoting cooperation to develop health human resourcesin a posttsunamienvironment,based on theprinciplesof equality and mutual benefit that can be derived from partnerships,' scholarly interaction, culturalinterchange,co-operative research, trainingand other forms of professional collaboration;
REFERRINGto the Memorandumof Understandingbetween theMinistry of Health oftheRepublicof lndonesiaandtheDepartment ofHealth,HousingandCommunity Servicesof Australia,signed onNovember13,1992inJakarta,Indonesia;
TAKINGINTO ACCOUNT theArrangement amongtheBoard for Developmentand Empowerment of Health Human Resources of theMinistry of Health of Republic of Indonesia, University of lndonesia and Griffith University, Australia signed on 18 October2004inJakarta,Indonesia;
PURSUANTtotheprevailinglawsandregulationsintheirrespective countries;

It is envisaged that the initial cooperative projects will focus on:
Development of health human resources management in organisations and general environment and population health improvements in communities affected by the tsunami event in Indonesia, demonstrating human resource capacity building approaches, applied project management, education, training and research.
Improving health services resources planning and response at national and local levels in Australia and Indonesia;
Institutional strengthening in lndonesian and Australian organisations that will respond to the future grant funding opportunities in the post-tsunami environment;
Collaborative work and partnership approaches to building professional teams to respond to the needs of affected organisations and communities from natural disasters.

1. Mutual assistance in the preparation of funding proposals and grants, short courses, training, comparative studies, educational seminars, conferences and communityworkshops;
2. Institutional strengthening and exchange training programs for national, provincial anddistrictprofessionalstaffandstudents;
3. Exchange of health resources management materials and other related information;
4. Mutualdevelopmentandstrengthening ofthe partnership; forexample, co-operationin rebuildinghealthandenvironmentservices in areas affectedby the tsunamiand otherdisaster situations in Indonesia,exchangeof expertiseon healthservicemanagementandbuildinghealthycommunities;
5. Student exchange between Australian and lndonesian Universities, and Ministries and PrivateSector Organisationsto addressthe shortageof skills in the reconstruction of health services to the affected communities, health human resources management students, students studying the control and prevention of communicable and non-communicable diseases, environmental health officers, alliedmedicaland nursing staff, public health engineers,health
officers,andotherrelevantareas;
