AMENDMENT TO CIRCULAR LETTER OF THE MINISTER OF TRANSPORTATION NUMBER SE 74 OF 2021 CONCERNING GUIDELINES FOR IMPLEMENTING INTERNATIONAL TRAVEL WITH AIR TRANSPORTATION DURING THE CORONA VIRUS

1. Latar Belakang:
Background:
Disease 2019 dan Pemulihan Ekonomi Nasional dan Addendum Kedua Surat Edaran Ketua Satuan Tugas Penanganan COVID-19 Nomor 18 Tahun 2021 tentang Protokol Kesehatan Perjalanan Internasional Pada Masa Pandemi Corona Virus Disease 2019 (COVID-19), maka perlu ditetapkan Perubahan Atas Surat Edaran Menteri Perhubungan Nomor SE 74 Tahun 2021 tentang Petunjuk Pelaksanaan Perjalanan Internasional Dengan Transportasi Udara Pada Masa Pandemi Corona Virus Disease 2019 (COVID-19).
In connection with the enactment of Regulation of the Minister of Law and Human Rights Number 34 of 2021 concerning the Granting of Immigration Visas and Stay Permits in the Period of Handling the Spread of Corona Virus Disease 2019 and National Economic Recovery and the Second Addendum to the Circular Letter of the Head of the Task Force for Handling COVID-19 Number 18 of 2021 Regarding the International Travel Health Protocol During the Corona Virus Disease 2019 (COVID- 19) Pandemic, it is necessary to stipulate Amendments to the Circular Letter of the Minister of Transportation Number SE 74 of 2021 concerning Guidelines for the Implementation of International Travel by Air Transportation During the Corona Virus Disease 2019 (COVID-19) Pandemic.

2. Maksud dan Tujuan:
Purpose and Objectives:
Penyesuaian ketentuan kriteria Warga Negara Asing (WNA) yang dapat memasuki wilayah Indonesia berdasarkan Peraturan Menteri Hukum dan Hak Asasi Manusia Nomor 34 Tahun 2021 tentang Pemberian Visa dan Izin Tinggal Keimigrasian Dalam Masa Penanganan Penyebaran Corona Virus Disease 2019 dan Pemulihan Ekonomi Nasional dan pelaksanaan tes molekuler isotermal (NAAT/jenis lainnya) atau tes RT-PCR di bandar udara kedatangan dalam rangka mencegah penularan COVID-19 termasuk potensi berkembangnya virus SARS-CoV-2 varian baru lainnya.
Adjustment of the provisions of the criteria for Foreign Citizens (WNA) who can enter Indonesian territory based on the Regulation of the Minister of Law and Human Rights Number 34 of 2021 concerning the Granting of Immigration Visas and Residence Permits During the Handling of the Spread of Corona Virus Disease 2019 and National Economic Recovery and the implementation of isothermal molecular tests (NAAT/other types) or RT-PCR tests at the arrival airport in order to prevent the transmission of COVID-19 including the potential for the development of other new variants of the SARS-CoV-2 virus.

Penyesuaian ketentuan kriteria Warga Negara Asing (WNA) yang dapat memasuki wilayah Indonesia dan pelaksanaan tes molekuler isotermal (NAAT/jenis lainnya) atau tes RT-PCR di bandar udara kedatangan.

5. Isi Edaran Contents of Circular
Merubah beberapa ketentuan dalam Surat Edaran Menteri Perhubungan Nomor SE 74 Tahun 2021 tentang Petunjuk Pelaksanaan Perjalanan Internasional Dengan Transportasi Udara Pada Masa Pandemi Corona Virus Disease 2019 (COVID-19), sebagai berikut:
Amend several provisions in the Circular Letter of the Minister of Transportation Number SE 74 of 2021 concerning Guidelines for the Implementation of International Travel by Air Transportation During the Corona Virus Disease 2019 (COVID-19) Pandemic, as follows:
a. Petunjuk Pelaksanaan Perjalanan Internasional Dengan Transportasi Udara Pada Masa Pandemi Corona Virus Disease 2019 (COVID-19) sebagai berikut:
Instructions for implementing international travel by air transportation during the COVID-19 pandemic are as follows :
2) Larangan memasuki wilayah Indonesia, baik secara langsung maupun transit di negara asing tetap diberlakukan bagi pelaku perjalanan internasional yang berstatus Warga Negara Asing (WNA) kecuali yang memenuhi kriteria sebagai berikut:
The prohibition on entering the territory of Indonesia, either directly or in transit in a foreign country, remains in effect for international travelers with the status of Foreign Citizens (WNA) except those who meet the following criteria:
a) Sesuai ketentuan dalam Peraturan Menteri Hukum dan Hak Asasi Manusia Nomor 34 Tahun 2021 tentang Pemberian Visa dan Izin Tinggal Keimigrasian Dalam Masa Penanganan Penyebaran Corona Virus Disease 2019 dan Pemulihan Ekonomi Nasional.

3) Seluruh Pelaku Perjalanan Internasional, baik yang berstatus Warga Negara Indonesia (WNI) maupun Warga Negara Asing (WNA) harus mengikuti ketentuan/persyaratan sebagai berikut:
All international travelers, both Indonesian Citizens (WNI) and Foreign Citizens (WNA) must comply with the following conditions/requirements:
g) Dalam rangka untuk mengetahui status kesehatan pelaku perjalanan internasional pada saat keluar bandar udara, dilakukan tes molekuler isotermal (NAAT/jenis lainnya) di bandar udara kedatangan yang hasilnya dapat diterbitkan dalam waktu paling lama 1 jam atau tes RT-PCR, dan diwajibkan

For Indonesian citizens, namely Indonesian Migrant Workers (PMI), Students/Students or Government Employees who return from overseas official trips in accordance with the Decree of the Head of the COVID-19 Handling Task Force Number 13 of 2021 concerning Entry Points, Quarantine Places, and RT-PCR Obligations for Indonesian Citizens Who Do International Travels, with financing borne by the Government; and
