SPESIFIKASI TEKNIS PERALATAN LABORATORIUM

PENGADAAN PENGEMBANGAN INDUSTRI TEKNOLOGI KEPOLISIAN A. Laboratorium Alat dan Material Khusus (Almatsus)

1. UTILITY EQUIPMENT Utility Equipment Consist of :

a. Air Compressor to supply compressed air for serving bench test unit and cleaning purpose. Air Compressor must have : Working Pressure 9 Kgf/cm2, Displacement 500 L/min, Air tank capacity minimum 155 L, Electric motor (drived,3 Phase ,380 Volt ,3,7 kW), Working with adjustable range automatic pressure switch. Air Compressor Must Have Eight Years Spare Parts Warranty and Distributor In Indonesia’s Juridiction.

b. Air Tank as a Compressed air reservoir with specification : Working Pressure 12 kgf/cm2, Capacity 1000 litres, Completed with pressure gauge 4”,range 0-15kgf/cm2, SUS 304, 2 pieces of 1” outlet port with shut off valve, Equipped with pressure relief valve, Air tank should be Sand Blasted SA 2.5 as surface treatment before painting, Painting must at least 30 mu zinc rich primary coat and 50 mu epoxy top coat, Supplied with identity tag and also a certificate of test and operation from Depnaker.

c. FRL Set (Flow 2600 l/min, Maximum Pressure 12 kgf/cm2).

d. Compressed Air Pipeline with specification : Air Pipeline must be made from medium steel galvanized pipe size ½”. The galvanized pipe is hanged on ceiling with appropriate hanger. Pipe line should be leak proof and has passed the hydrostatic test. The pipe is colored blue by enamel coat. Pipeline has 12 outlet port. Each of them is equipped with ½” brass ballvalve. Each outlet is connected to flexible air tube (d: 10 mm, 5 m). Quick release connector is put in the end of the tube to connect pipe line with instruments.

e. Air Duster (metal air duster) to clean equipment by blowing compressed air. f. Outlet valve

g. Flexible tubing

h. Extension Cable to supply electric power for equipment placed at distant to electric terminal. Extension cable is in form of roll cable with 4 outlet and indicator lamp and the cable contains 3 wire to run ac 1 phase and grounding. Cable stands for 50 meters. Have min. capacity 16 A (non-inductive load).

i. Exhaust Fan for taking up polluted air or fumes which is produced throughout machining or test process. Exhaust Fan is wall mount type, have siphon capacity min. 8700 cmh, Noise max 75 dB, Electricity power 600 watt, Fan and case is made from metal coated with a rustproof paint. Exhaust Fan is equipped with on/off switch which is placed in heavy duty switch box.

j. Vacuum Cleaner which have Siphon capacity min 16 kPa, Power 1 ph,220V,1200 watt, Flexible hose, Cable capstan, and Wheel to maneuver.

k. Fire extinguisher (powder type), 5 Kgs, include wall type holder and fire signage. 2. LABORATORY EQUIPMENT STANDARD

Laboratory Equipment Standard Consist of :

a. Officer Desk and chair with specification : Flat top of desk is min. 1500x600 layered with tempered glass. Office desk should have a cabinet and drawer come with locking system, made from good quality wood, Swivel Chair equipped with wheels, headrest and armrest. The seat is covered by fabric synthetic and the chair’s frame is made from metal.

b. Chair is swivel chair, equipped with wheels without headrest and armrest, the seat is covered by fabric synthetic, and the frame is made from metal.

c. Filling Cabinet. Filling cabinet is Made from steel plate, powder coated, the minimum size is 1800 x 900 x 450 mm, 2 sliding door which are made from glass and could get locked.

d. Tools Cabinet to put tools and materials. Made from steel (min. min thickness : 1,8mm) coated

easily elevate moving. Each of them could withhold 100 kg. and have 2 doors lockable (made from steel).

e. Multipurpose rack to put materials and test object. Multipurpose rack is made from construction steel structure, coated with powder coating, have minimum dimension 4000 x 600 x 3000 mm, 6 pieces of rack made from 20 mm multiplex, each rack could withhold 400 kg, Covered by curtain made from transparent plastic mica (min 0,4 mm).

f. Bench Table (steel Material). Equipped with pedestal which is put in the bottom of the seat and could bolted to the floor, Wood Top desk (1100 x 2300 mm) covered by SUS 304 1mm plate, Edge and corner should blunt (rounded or chamfered), Should not bend over 400 kgs load, Completed with 4 single phase socket outlet, IP 55, 250 V, 16A, which is placed in one edge of the desk.

g. Bench Table Working Lamp. Flood lamp type LED 10 watt, Equipped with stand which could be placed to bench table and easily positioning.

h. Combination Wrench Set (metric standard), Chrome vanadium materials. The Size : 6,8,10,11,12,13,14,15,17,19,22,24,27,30.

i. Allen Wrench. Metric Standard, Standard Length with ball end type. The Size : 1.5,2,2.5,3,4,5,6,8,10,12,14.

j. Socket Wrench. Metric standard, Chrome vanadium materials. The size : 8,9,10,11,12,13,14,15,17,18,19,20,22,23,24,27,30,32.

k. Plier Set. Consist of 180 mm, 225 mm combination plier; 160 mm ,200 mm Straight Nose Plier. Insulated grip. Forged Material.

l. Screwdriver set. Single Handle-bit type. Size 2,3,4,5.5, Slotted and Phillips bit. Hardened Bit. Insulated Grip.

m. Hammer Set. Steel Locksmith Hammer 600, 1700 gr. Nylon Hammer head size 22 mm, 50 mm. Rubber Hammer head 60 mm.

n. Digital scale 3 kgs. Capacity 3 kg. Accuracy 0,1 gram. Display lcd. Source power VAC 220V 1 phase.

o. Digital scale 15 kgs. Capacity 15 kg. Accuracy 0,5 gram. Display lcd. Source power VAC 220V 1 phase.

p. Digital calipers. Measure length range 150 mm. Have Accuracy of 0,02 mm, Scale 0,01 mm. Supplied with inspection certificate from manufacture.

q. Vernier Calipers, Measure Length Range 300 mm with Accuracy 0,08 mm, scale 0,05 mm. Supplied with inspection certificate from manufacturer.

r. Stainless Steel Ruler. Range Measurement : 1000 mm, Accuracy 1 mm, 0,5 mm, accuration standard jis b7516, Hardened stainless steel.

s. Stainless Steel Ruler with Range Measurement 500 mm, Accuracy 1 mm, 0,5 mm, Accuration standard jis b7516, Hardened stainless steel.

t. Stainless Steel Ruler (range 150 mm), Accuracy 1 mm, 0,5 mm, Hardened stainless steel, Accuration standard jis b7516.

u. Dial Indicator. Measure Surface Needle Bit. Range 10 mm, Graduation 0,01mm, Supplied with inspection certificate from manufacturer.

v. Dial Indicator. Measure Surface lever bit. Range 1 mm, Graduation 0,001mm, Supplied with inspection certificate from manufacturer.

w. Magnetic Dial Indicator Block Base. Holder for dial indicator in measurement area, magnetic base (assemble via knob).

aa. Steel Framing Square 300 mm bb. Volumetric Jar 1000 ml. cc. Volumetric Jar 500 ml. 3. METAL HAND CUFFS TEST

Metal Hand Cuffs Test Consist of :

a. Tension Test, intend to check mechanical strength of handcuffs and handcuff’s locking system. Test Bench apply a tensile force by pull one cuffs by a moving fixture in the direction of the chain while the other cuffs retain on the fixed fixture. Data result (load, time) during test digitally stored. Tension mechanism operated by pneumatic actuator or electric motor drive. Tension mechanism should be capable to applying and maintaining force over 300kgf. tensile force should be adjustable from range 100-300kgf with constant traveling speed. Time of load apply should be adjustable from range 1-300 second. Fixture should be easily hold cuffs on appropriate position. Both of fixture should be made from tool steel with hardness 55-60 RC. Result of testing are serial number, load applied, test time, test period. All parts which have possibility of having friction or scratch should made from non-corrosive material or hot dipped galvanize. Test Bench is supplied with operating procedure.

b. Torque Test Bench. Test the strength of handcuffs upon torque both cw –ccw direction. The test performs by clamp handcuffs at ratchet area and apply torque by insert torque bit between the cheek plate of handcuffs across ratchet area. Data result (torque load, time) during test digitally stored.

1) Torque mechanismis operated by pneumatic actuator or electric motor drive.

2) Torque mechanism should be capable to applying and maintaining torque over 30 Nm on cw-or ccw direction at determined time.

3) Torque applied to handcuffs should be adjusted from range 20-30 Nm. 4) Time of torque apply should be adjustable from range 1-300 second. 5) Clamping face should made from soft metal or other soft material. 6) Torque bit should be made from tool steel with hardness 55-60 RC. 7) Result of testing are serial number, torque applied, test time, test period.

8) All parts which have possibility of having friction or scratch should made from non-corrosive material or hot dipped galvanize.

c. Salt Spray Test. Subject the handcuffs to mist salt water spray at determined time. Inspect hand cuffs visually for evidence of corrosion. Test Bench consist of spraying booth, brine tank, spraying system, timer and temperature controlling system. Spray booth equipped with window for viewing the process. Spray booth equipped with handcuffs hanger which prevent handcuffs touch each other or touch booth wall. Chamber dimension of Spray booth min 1000x600x600 mm. Brine tank should equipped with mixer to maintain solution homogeneity. Salt water should not directly expose the handcuffs. Temperature Controlling system maintain booth temperature at set ting temperature of 30-40 deg C. All parts of temperature controlling system which fit on booth chamber should be min IP 67 to prevent short circuit during test period. Time of process controlled by timer with range 0-24 hours. All parts and equipment should made from non-corrosive material. Should be leak proof and prevent brine splashing out.

4. BATON TEST

Baton Test consist of :

b. Temperature Pre-Treatment – Hot Environment.This treatment should be done before the other series of test by heating the baton to 70 deg C for 24 hours. Heating elements are electric powered elements. Heating room are 1200x650x300 mm and have a door with minimum opening are 600 x 250 mm. Room temperature should be adjustable from 30 to 80 deg c. Outer wall of heating room temperature should be below 40 deg C under maximum operation temperature. Using electric power of VAC 380 v, 3phasa.

c. Impact Test. Giving an impact to the baton that is mounted to 2 supports at its end by a metal material as the pounder. The Test equipment should be able to give impact energy as 100 joule. The pounder should be placed to a track that makes the pounder to hit the same axis of baton. The pounder material should made from material with 60 HRC and pounce area is formed as an arc of 20mm radius. The distance between 2 supports should be adjustable and rigid to the ground as its reference during the test occurred. The supports are designed to be able to resist the impact and only from its axis of impact. All parts which made of steel should made from stainless steel or hot dipped galvanize in case of the possibilty of paint removal is high.

d. Flexural Test. Giving an eccentric, constant and measureable force to baton that is mounted to 1 support at its end. The support must be able to grip baton forcefully with grip as long as 20cm. The equipment should be able to produce adjustable force through compressing rod up to 20kgf. Compressing rod velocity must be constant and adjustable from 5 to 20 mm/minute. Distance between compressing rod and support are 40 cm. All parts which made of steel should made from stainless steel or hot dipped galvanize in case of the possibilty of paint removal is high.

e. Chemical Resistance Test. To determine the resistability of baton against submersion of chemical solution.

1) The submersion pool are made of material that can resist chemical solutions as followed:

a) Hidrocloric Acid b) Sulfate Acid c) Caustic Soda d) Aceton e) Terpentin

2) Submersion pool dimensions are 800 x 150 x 150mm and completed with baton mountings.

3) Subermsion pool equipped with door and sight glass as watch hole. The door must be sealed perfectly and be able to prevent chemical vapor leakage.

4) Equipped with breather hose, diameter 1”, and connected to nylon hose which is run to outside laboratory’s room. The nylon end is connected to spark arrester.

5) Equipped with drain port and valve made of SS316 and connected to nylon hose to drain the chemical solution and stored it to storage tank.

6) Submersible pool should have rigid pedestals that are rigidly mounted to the ground. 7) Submersible pool’s height should be 700mm of the ground.

8) Equipped with a pump that are explosion proof and can withstand the following chemical solution as it is functioned to transfer the solution to the pool from storage tanks.

f. Completed with operation procedure. 5. RIOT HELMET TEST

Riot Helmet Test consist of :

Helmet is mounted to head figure which is mounted to a track that produce hit point is same for several tests. Pounce material hardness is 60 HRC with pounce area is formed by an arc with 20mm radius. Equipped with accelerometer that can measures 600g in 1msec and can be detachable for other measurements. All parts which made of steel should made from stainless steel or hot dipped galvanize in case of the possibilty of paint removal is high.

b. Penetration Resistance Test. To determine the helmet strength against sharp ended objects. The equipment is consisted of stabbing system, head figure as helmet mounting, and sensor for determine whether helmets are perforated or not. Stabbing system could produce 90 Joule energy when stabbing. Stabber must have 60 HRC hardness and the tip point dimension are 0.5mm radius at 60 degree. Helmets mounting are form as similar as human’s head to give the better simulation. Sensor should be able to giving signals when the penetration is able to pierce the helmets or when it is not. All parts which made of steel should made from stainless steel or hot dipped galvanize in case of the possibilty of paint removal is high.

c. Tension Test. Determine the strength of tightening rope of the helmets by giving tension to rope when it is locked. The strength is determined by observing the elongation of rope. Consisted of the pulling system and head figure as helmets mounting. Pulling system is operated by air (pneumatic) and can produce force ( Initial force of 25kgf to be held for certain times, and Advanced force of 150kgf to be held for another certain times). Equipped with elongation gauge or distance meter to determine and record the elongation of rope at initial and advanced force.

d. Face Shield Drop Test. Face Shield Drop test giving a hit to face shield of the helmet and observing the after effect for the user. Face Shield Drop test consisted of pounce system and head figure as helmet and sensor mounting. Pouncer system could produce energy of 10 Joule. Pouncer is mounted to a track that led the pouncer to hit the same position of the face shield for several tests. Pouncer material hardness is 60 HRC with pouncer area is half spherical of 45mm diameter. Helmets must be mounted so the pouncer will hit the face shield perpendicularly. Sensor is set to measure deflection and positioned behind the face shield at the exact position the pouncer hit. All parts which made of steel should made from stainless steel or hot dipped galvanize in case of the possibilty of paint removal is high.

e. Light Transmission Test. Light Transmission test to compare light intensity with and without passing the face shield. Light Transmission test consisted of light source, luxmeter, face shield mounting, and dark room. Light source, face shield mounting and luxmeter are positioned as one optic path and the distance between those components can be adjust easily. Light source, face shield mounting and luxmeter shoule be enclosed by a box to perform as dark room. The box should be able to open easily and the inner material is made of non-reflecting material and painted black.

f. Completed with operation procedure.

6. BODY ARMOR TEST

Body Armor Test consist of :

the bullet without fall. Roma Plastilina no.1 40kgs. Body armor holder must be made from plastic and functioned as framework to hold the armor vertical in front of the tray. Holder must be able to hold any armor despite of its size and model (for men or women models).

b. Knife and Spike Test.This test against knife and other sharp ended materials to determine the strength and reliability.

The Test equipment should equipped with :

1) Knife velocity meter. Knife velocity meter must be able to measure velocity range from 3 to 8 m/s with 0,02 m/s accuracy.

2) Test Knife and Test Nail. Knife and nail must be made from steel and conform to drawing that has been included with weight of each piece is 0.65kg with 6.5gr accuracy. 3) Launcher. Launcher must be made of polymer in cylinder form with low friction coefficient. Completed with nail or knife holder. Launcher weight should be 1.25kg with 13gr accuracy.

4) Launcher Guide. Launcher guide is for guiding the path of free falling launcher. Launcher guide must be able to launch the knife or nail with measurable energy between 30 to 50 Joule. Launching plane of the guide must be made so the friction between guide and the launcher is negligible.

5) Body armor tray. Body armor tray must be made of steel with minimum 12mm thick and inner dimensions are 400x333x76mm. Tray is for placing silencer as armor mat. The tray must be hot dipped galvanized to prevent corrosion. Tray also completed with structures by bolts to maintain rigidity and slope from 0 to 30 deg.

6) Body armor mat. Armor mat is made of 4 layers of neoprene with each thickness is 6mm, plastazote 30mm thick, 33kg/m3, 2 layers rubber 2494d, each 6mm thick. Mat dimension is conform to tray dimension, 400 x 333 mm.

7) Body armor holder. Body armor holder must be made from plastic and functioned as framework to hold the armor vertical in front of the tray. Holder must be able to hold any armor despite of its size and model (for men or women models).

7. BODY SHIELD TEST

Body Shield TestConsist Of : a. Impact Test

Giving an impact to simulate force by impact of blunt objects or if the body shield user falls from height. The specifications are :

1) Body shield is pounced to pounce material with 225 joule energy.

2) Body shield is mounted a stand which is mounted to a track that produce hit point is same for several tests.

3) Body shield mounting must be able to rotate in any degrees to enable impact test from any directions and angles.

4) Pounce material hardness is 60 HRC with pounce area is formed by an arc with 20mm radius

5) Equipped with accelerometer stand that can fit the accelerometer.

6) All parts which made of steel should made from stainless steel or hot dipped galvanize in case of the possibilty of paint removal is high

8. DESIGN CENTER AND MACHINING FACILITY Design Center and MachiningFacility consist of :

a. Software Design. Software for designing and computing prototype. The Software should be able to built 3D Model of part and assembly, Converting model to 2D, Make animation from parts and assemblies, Capable to run simulations and make validations.

b. Software CAM. Software for converting model from design to CNC machine commands. Able to convert 3D or 2 D model to G Code CNC 3+2 Axis.

c. Personal Computer. Have Min Processor i7. VGA Card Minimum nVidia Quadro 1000. Harddisk 500 GB. RAM 8 GB. System Operating Windows 7. Display Monitor 21”. Able to print A3 paper size.

d. CNC Milling. Table 700 x 450 mm, Travel xyz 610 450 400, Travel speed xyz 32 32 24 m/min, Spindle speed 8000 rpm, Spindlemotor 5,5 kw, Positioning accuracy 0,005/300 mm, Repatability 0,003 mm, Additional 1 a rotational axis table.

e. Lathe Machine.Working bench axis distance is 1000mm, Minimum swing distance is 320 mm, Capable to make thread with pitch 0,5-7mm, Equipped with Electric Motor 1 kw,1450 rpm, 380, Equipped with 3 and 4 claw, Equipped with set shank holder and carbide bit, and live centre.

f. Manual Milling Machine. 1) Drilling Capacity : 38mm

4) Equipped with motor 750 watt, drill bits of HSS class from 3 to 13 mm, end mill bits 4-12 mm, standard vise machining 10”, Angle 10”, and roundtable.

g. Bench Vise.8 inch size, Steel Bench Vise.

h. Shaving Set. Consist of round shape, flat shape and triangular shape with varies of roughness surface.

i. TIG MMA Inverter Welding Machine.Input 380 V , 8,3 KVA rated. Ouput 20-300A, 19 V Rated, Over Voltage and over current safety equipment, Duty cycle min 60%, Display Current meter Digital, Equipped with torch, Argon gas cylinder, pressure regulator, SMAW handle. j. Hand Grinding. Disc size 100mm, Speed Max 11000rpm, Electric Power Input 220

V,1ph,50hz,600 watt, Equipped with good quality of 24 pieces grinding disc and 24 pieces cutting wheel.

k. Hand Drilling. Impact Type, dual speed, Steel maximum hole 13mm, Concrete maximum hole 18mm, Electric Power Input 220 V,1ph,50hz,650 watt, Equipped with well quality HSS Classdrill bits diameter 1, 1.5, 2, 2.5, 3, 3.5, 4, 4.5, 5, 5.5, 6, 6.5, 7, 7.5, 8, 8.5, 9, 9.5, 10, 10.5,11,11.5,12,12.5,13 mm.
