DALAM PEMILU DI KOTA DENPASAR

Secara realitas, angka partisipasi politik kalangan penyandang disabilitas dalam mengikuti pemilihan umum, baik pemilukada, pilpres maupun pemilu legislatif cenderung menurun Menurunnya angka partisipasi ini kontraproduktif dengan jaminan pelaksanaan hak politik tanpa diskriminasi terutama pada kalangan penyandang disabilitas. Peraturan KPU Nomor 26 Tahun 2013 menegaskan penyelenggara pemilu harus memberikan akses bagi penyandang disabilitas. Pilihan atas tema ini menyesuaikan agenda pemilukada serentak yang akan di gelar di Provinsi Bali termasuk Kota Denpasar. Berangkat dari kondisi ini tulisan ini mengupas pelembagaan partisipasi politik kalangan disabilitas dalam pemilu guna memetakan persepsi baik dari kalangan masyarakat penyandang difabel sendiri, pemerintah maupun penyelenggara pemilu di daerah. Pilihan lokasi di Kota Denpasar dipertimbangkan karena kota ini memiliki jumlah penyandang disabilitas terbesar dibandingkan kabupaten lain di Bali serta kota ini dijuluki kota inklusi karena dinilai memiliki komitmen penyelenggaraan layanan publik berbasis disabiltas yang dijamin melalui Peraturan Walikota Nomor 35 Tahun 2011 tentang Upaya Peningkatan Aksesbilitas bagi Penyandang Cacat di Kota Denpasar.

In reality, the political participation rate of people with disabilities in general elections, including region elections, presidential elections, and legislative elections are declining. The downturn in participation rate is counterproductive to the anti-discrimination political rights implementation assurance for people with disabilities. The regulation of
KPU section 26 in 2013 states that it is mandatory for the elections’ administrator to facilitate access for those with
disabilities during the elections process. The decision to adopt this particular theme is tailored to the regional elections, which will be held simultaneously within the Bali Province, including Denpasar. Based on this particular topic, this paper will further discuss the facilitation of political participation of people with disabilities during the
elections, in order to enhance perception of the handicapped, the government, and the elections’ administrator within
the region. Denpasar is considered as the source location, due to the higher disability rate compared to the rest of the
regions in Bali, and not to mention Denpasar is acknowledged as an ‘inclusive city’ due to its extensive commitment
in providing disability-friendly public facilities, which is enforceable under the Regulations of the Mayor of Denpasar section 35 in 2011 regarding the Endeavour to Improve Accessibility for the handicapped in Denpasar.
