1ABSTRACT
In the histor y of UN peace oper ations, East Timor is one of the peace oper at ions that ar e consider ed successful. The r ole played by the United Nations not only focus on peacemaking effor ts w ith the mediator betw een Indonesia and Timor Leste fr eedom fighter s, but also in peacekeeping and peacebuilding pr ogr ams such as peacekeeping oper ations and the development of economic, polit ical, social and cult ur al. It is w or th noting that the success achieved w as due to the r evolut ionar y str ategy to evolve the r ole of the United Nations w hich is associated in an ad hoc institution w ith the specific mandate of these instit utions.
The for mation of an ad hoc instit ution that makes the implementation of the pr ogr am becomes mor e focused. Politically, these inst itutions have managed to map the needs, plans and steps needed to cr eat e peace in East Timor . Indeed the success of the str ategy pr ocess and the United Nat ions in East Timor could be a r ecommendation for a model United Nations peacekeeping oper ation in the w or ld.
