ABSTRACT
The focus of this study is to find out the influence of the Audit Board (BPK) recommendation completion level on the quality of local government financial statements especially district-municipal governments in Central Java and Yogyakarta. Follow up monitoring on the recommendation of the examination resultsis a systematic series ofactivities carried out by the Audit Board todeterminethat the district or municipal governments have implemented the recommendations of the examination within a specified time. If the regency-municipal governments follow up the Audit Board recommendations, the performance assessment of the district or municipal governments will be increased and changed positively. The samples of this study were financial statements audited by the Audit Board which were district or municipal governments in Central Java and Yogyakarta. Samples were selected by purposive sampling method. Data analysis was processed using ordinal regression method because the dependent variable is ordinal scale (rating). The resultsof this study showed thatthere was nosignificant influence the level ofthe Audit Board recommendation completionto the financial statements quality in local government. That problem was caused because most districtand municipal governments got qualified opinion related to permanent asset report which was not able to be graded yet.

Penelitian ini bertujuan untuk mengetahui pengaruh tingkat penyelesaian rekomendasi dari BPK terhadap kualitas pelaporan keuangan instansi pemerintah daerah khususnya pemerintah kabupaten-kota di Jawa Tengah dan Daerah Istimewa Yogyakarta. Pemantauan tindak lanjut atas rekomendasi hasil pemeriksaan adalah rangkaian kegiatan yang dilaksanakan secara sistematis
oleh BPK untuk menentukan bahwa pemerintah kabupaten atau pemerintah kota telah
melaksanakan rekomendasi hasil pemeriksaan dalam tenggang waktu yang telah ditentukan. Apabila pemerintah kabupaten-kota menindaklanjuti rekomendasi hasil audit BPK, maka penilaian kinerja pemerintah kabupaten atau pemerintah kota yang bersangkutan akan mengalami perubahan yang positif. Sampel penelitian ini adalah laporan keuangan yang telah diaudit oleh BPK yaitu pemkab/pemkot di Jawa Tengah dan Yogyakarta. Sampel dipilih
dengan metode purposive sampling. Analisis data menggunakan metode regresi ordinal karena
variabel terikat berupa skala ordinal (peringkat). Hasil penelitian ini menunjukkan bahwa tidak ada pengaruh tingkat penyelesaian rekomendasi BPK terhadap kualitas pelaporan keuangan di pemerintah daerah. Hal tersebut disebabkan karena sebagian besar pemerintah kabupaten dan pemerintah kota memperoleh opini Wajar Dengan Pengecualian terkait pelaporan aset tetap yang belum dapat dinilai.
